Prime Minister directs not to cause teacher shortage

(NLDO)- Prime Minister Pham Minh Chinh has signed Directive No. 17/CT-TTg on organizing two-session teaching per day and organizing summer activities for children and students.

Accordingly, the Prime Minister requested Ministers, Heads of agencies, Chairmen of Provincial and Municipal People's Committees to focus on directing the good implementation of the following tasks:

Prioritize budget allocation to organize 2 sessions/day of teaching.

Regarding the organization of teaching 2 sessions/day, the Ministry of Education and Training presides over and coordinates with ministries, agencies and localities to issue documents guiding teaching 2 sessions/day. Direct and promptly guide localities to synchronously deploy solutions, develop plans and roadmaps for organizing teaching 2 sessions/day in accordance with local realities in terms of facilities, finance and teaching staff.

The Ministry of Education and Training coordinates with the Ministry of Home Affairs to review, urge, and inspect the recruitment of teachers in localities; continue to review and supplement the number of teachers lacking compared to the prescribed standards of the education sector. Research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 teaching sessions/day.

At the same time, strengthen supervision, inspection, evaluation, promptly urge and rectify inappropriate and ineffective implementation of 2-session/day teaching in localities.

There must be teachers in the classroom if there are students.

The Prime Minister assigned the Ministry of Home Affairs to preside over and coordinate with the Ministry of Education and Training to inspect and urge localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers ateducational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities, not waste teacher resources, meet the requirements of teaching 2 sessions/day, promptly report to competent authorities on issues beyond their authority.

The Ministry of Finance directs and guides localities to arrange state budget according to regulations to organize the implementation of teaching 2 sessions/day.

Localities recruit enough teachers according to the allocated payroll.

The People's Committees of provinces and cities are responsible for ensuring conditions to improve the quality of general education, including conditions to implement 2-session teaching/day starting from the 2025-2026 school year at general education institutions in the area.

Develop a plan to implement 2-session/day teaching in accordance with local conditions according to the guidance of the Ministry of Education and Training in the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results".

Proactively review, arrange, and regulate teachers among educational institutions in the area to overcome the situation of local surplus and shortage of teachers. Have synchronous and effective solutions to recruit the right and sufficient teachers according to the number of positions assigned by competent authorities, not allowing the situation of having positions but not recruiting. Sign teaching contracts to promptly supplement the number of missing teachers according to regulations, not causing a shortage of teachers due to the arrangement and organization of the apparatus, affecting the learning of students.

There is a mechanism to mobilize groups of highly specialized human resources, artisans, artists, and professional athletes to participate in organizing educational activities in schools, especially in culture, arts, sports, and life skills.

The Prime Minister also directed to strengthen inspection, examination and evaluation of the results of organizing 2-session teaching/day. The use of socialized resources for educational institutions must ensure educational goals, be public, transparent and effective, and not affect the direction of educational work in schools due to the arrangement of administrative units.

Plan and arrange the surplus facilities of administrative agencies due to the arrangement to supplement facilities and schools for the education and health sectors... to avoid wasting the people's money.
