Prime Minister directs to strengthen fire prevention and fighting work

The Directive clearly states that in recent times, the situation of fires and explosions has tended to develop in a complicated and unpredictable manner, with many consecutive fires causing particularly serious damage to people and property; typically, the fire at a multi-storey house and many apartments occurred on September 12, 2023 in Khuong Ha Street, Khuong Dinh Ward, Thanh Xuan District, Hanoi City, killing 56 people and recently the fire at a rented house occurred on May 24, 2024 in Trung Hoa Ward, Cau Giay District, Hanoi City, killing 14 people; the fire at a house combined with production and business occurred on June 16, 2024 in Dinh Cong Ward, Hoang Mai District, Hanoi City, killing 4 people.

The above situation stems from many causes, the main of which is that in some localities, the infrastructure conditions for transportation and water resources are still inadequate, planning is not consistent, and there is a lack of planning for housing for workers when building industrial parks. In some places, local authorities are still lax and have not fulfilled their responsibilities in state management of construction, fire prevention and fighting. The awareness and consciousness of a part of the people about fire prevention and fighting are still limited...

To proactively prevent and contain fires and explosions, and minimize damage caused by fires and explosions, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to continue to seriously and effectively implement the directives and conclusions of the Secretariat, Resolutions of the National Assembly , the Government and decisions, directives, telegrams and conclusions of the Prime Minister on fire prevention and fighting; identifying this as a regular and key task of agencies and units.

Focus on reviewing, amending, supplementing and perfecting the system of legal documents on fire prevention and fighting for multi-storey houses, multi-apartment houses, individual houses combined with production and business (including rented houses). Develop and implement synchronously the planning of fire prevention and fighting infrastructure in conjunction with the planning of sectors, fields and localities, build a network of traffic, water supply and communication to meet the requirements of fire fighting, rescue and relief work.

Strengthen inspection, examination, supervision, detection and timely measures to handle and overcome loopholes and shortcomings in fire prevention and fighting work to prevent and thoroughly stop the causes and conditions leading to fires and explosions in multi-storey houses, multi-apartment houses, individual houses combined with production and business...

The Prime Minister requested the Minister of Public Security to direct the study, review and supplement specific regulations in the draft Law on Fire Prevention, Fire Fighting and Rescue on fire prevention and firefighting safety conditions for individual houses combined with production and business.

The Minister of Public Security focused on directing the Public Security of units and localities to continue reviewing, inspecting, grasping the situation, assessing and analyzing the level of danger for multi-storey houses, multi-apartment houses, and individual houses combined with production and business to advise, guide and apply appropriate and effective fire and explosion prevention measures.

The Minister of Construction directs the functional unit to preside over and coordinate with the functional unit of the Ministry of Public Security and related units to research, develop and publish technical documents guiding urgent solutions to enhance fire prevention and fighting safety conditions for multi-storey houses, multi-apartment houses, individual houses combined with production and business (including rental houses) in accordance with reality, to be completed before July 15, 2024.

The Minister of Construction directs the functional unit to preside over and coordinate with the functional unit of the Ministry of Public Security to organize training for localities, enterprises and related subjects to properly apply QCVN 06:2022/BXD National technical regulation on fire safety for houses and constructions, revised 1:2023 QCVN 06:2022/BXD and Standards for individual houses - general design requirements after being announced...

The Chairman of the People's Committee of the provinces and centrally-run cities shall direct the public announcement of the list of facilities that do not ensure fire prevention and fighting safety on the electronic information page of the People's Committee of the province or city, to be completed before July 30, 2024.

Vietnam Television, Voice of Vietnam, and Vietnam News Agency increase the time, prioritize arranging time slots with many viewers to propagate and disseminate knowledge and skills on fire prevention, fire fighting, escape, and warning of fire risks at all types of facilities, especially multi-storey and multi-apartment houses.

The Prime Minister assigned Deputy Prime Minister Tran Luu Quang to directly direct ministries, branches and localities to urgently implement this Directive.

The Government Office shall coordinate with the Ministry of Public Security according to its assigned functions and tasks to monitor and urge the implementation of this Directive; report to the Prime Minister on the implementation results.
