Prime Minister Pham Minh Chinh has just signed Directive No. 46/CT-TTg dated December 23, 2024 on a number of urgent solutions in fire prevention, firefighting, rescue and relief work at facilities with fire and explosion risks, and crowded places during the New Year and Lunar New Year 2025.
The Directive clearly states: In recent times, the Government and the Prime Minister have issued many documents directing ministries, branches and localities on a number of urgent solutions in fire prevention, fighting (PCCC) and rescue, especially Directive No. 01/CT-TTg dated January 3, 2023 on strengthening fire prevention and fighting in the new situation; Directive No. 19/CT-TTg dated June 24, 2024 on strengthening fire prevention and fighting for multi-storey houses, multi-apartment houses, and individual houses combined with production and business.
However, some key and urgent tasks have not been seriously implemented by some ministries, branches and localities, such as: (1) The control of business conditions for karaoke services and discotheques is not really drastic and strict; many establishments still violate fire prevention and fighting regulations; (2) Some localities have not clearly assigned the responsibilities of functional departments, branches, district-level People's Committee Chairmen, and commune-level People's Committee Chairmen in inspecting, urging, and guiding implementation; have not reviewed and strictly handled if fires and explosions occur, causing serious damage in the management area; (3) The inspection, guidance, and request for implementation of solutions and conditions to ensure fire prevention and fighting safety for multi-storey houses, multi-apartment houses, individual houses combined with production, business, and rental houses are not drastic and ineffective; (4) Many localities have not yet issued documents guiding urgent solutions to strengthen fire safety conditions according to the direction of the Prime Minister in Directive No. 19/CT-TTg.
It is forecasted that in the coming time, the fire and explosion situation will continue to develop in a complicated and unpredictable manner, especially at the end of the year, when the weather is dry, production, business activities, and storage of goods for Tet will increase, raw materials and goods will be gathered in large quantities, and electricity and fuel consumption will increase, causing risks of fire safety. To proactively prevent and stop fire and explosion situations, and minimize damage caused by fire and explosion, the Prime Minister requests:
1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities:
a) Continue to seriously and effectively implement the directives of the Secretariat, the National Assembly, the Government, and the Prime Minister on fire prevention and fighting; identify this as a regular and key task of agencies and units. Review the assigned tasks in the Central directives to focus on implementing them on schedule and ensuring quality.
b) Strengthen propaganda about fire and explosion risks, regularly train in escape and fire fighting skills, disseminate knowledge and legal regulations on fire safety conditions for each construction, facility, house, and house combined with production and business.
c) Regularly and continuously organize fire prevention and fighting inspections of facilities with fire and explosion risks, and crowded places during the New Year and Lunar New Year 2025; strictly handle violations of fire prevention and fighting. In case of serious violations, resolutely suspend or stop operations.
2. Minister of Public Security:
a) Urgently issue or advise competent authorities to issue documents guiding the implementation of the Law on Fire Prevention and Fighting and Rescue, which has just been passed by the National Assembly and takes effect before July 1, 2025, ensuring consistency and timeliness when the Law takes effect.
b) Direct the Public Security of units and localities to launch a peak period of propaganda and inspection of fire safety for facilities with fire and explosion risks, and crowded places; focus on inspection and guidance to overcome loopholes and shortcomings, and strictly handle violations of fire safety according to regulations.
c) Strengthen training and professional development on fire prevention and fighting and search and rescue for civil defense forces, forces participating in protecting security and order at the grassroots level, grassroots fire prevention and fighting forces, and specialized fire prevention and fighting forces to effectively implement the "four on-site" motto, be ready to organize effective and timely fire fighting and search and rescue right at the locality and facility when fires, explosions, accidents, and incidents occur.
3. The Minister of Construction shall coordinate with the provincial People's Committees to direct competent authorities to review and inspect the granting of construction permits for all types of works, houses, houses combined with production and business. Strictly handle cases of illegal construction, cases of unauthorized conversion of functions from individual houses to other types of production and business without ensuring fire safety conditions.
4. The Minister of Industry and Trade directs the Electricity sector to regularly inspect, propagate, and provide guidance on ensuring fire safety in the use of electricity for daily life and production.
5. Chairman of People's Committee of provinces and centrally-run cities:
a) Localities that have not yet issued documents guiding urgent solutions to strengthen fire safety conditions must urgently issue them before December 30, 2024 to organize serious and effective implementation.
b) Require household owners, heads of multi-storey houses, multi-apartment houses, individual houses combined with production and business (including rental houses) to commit and have a roadmap to implement fire prevention and fighting strengthening solutions issued by the Provincial People's Committee and must complete the implementation of the solutions before March 30, 2025 according to the direction of the Prime Minister in Directive No. 19/CT-TTg. After the above time, if the organization does not implement, it must stop operations until the implementation is completed.
c) In urban areas that do not have guaranteed traffic infrastructure and water sources for fire fighting, it is necessary to immediately develop a plan for water supply, water storage, and arrange fire fighting, rescue and salvage vehicles and equipment.
d) Assign specific tasks, arrange permanent and on-duty forces and means, ensure adequate equipment for civil defense forces and forces participating in protecting security and order at the grassroots level to be ready to rescue victims and fight fires when fires, explosions, accidents, and incidents occur right at the locality and grassroots level.
d) Direct and clearly assign responsibilities to functional departments, branches, district-level People's Committee Chairmen, and commune-level People's Committee Chairmen in fire prevention and fighting and search and rescue work in each locality; specify the responsibilities of each level, each branch, and each individual in state management of fire prevention and fighting and search and rescue to have measures to review and strictly handle if fires and explosions occur, causing serious damage in the area. Chairmen of People's Committees at all levels must be responsible if fires and explosions occur, causing serious damage to people and property in the area or field under their management.
6. Vietnam Television, Voice of Vietnam, Vietnam News Agency and other news and press agencies increase the time, prioritize time slots with many viewers to propagate and disseminate knowledge and skills on fire prevention and fighting, escape, and warn of fire and explosion risks.
7. Requesting Ministers of ministries, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to strictly perform assigned tasks and be responsible to the Prime Minister for uncompleted or behind-scheduled tasks; seriously consider and handle specific responsibilities of each agency, organization, unit and individual in the implementation.
8. Assign Deputy Prime Minister Nguyen Hoa Binh to directly direct ministries, branches and localities to perform the assigned tasks in this Directive and promptly handle arising issues within his authority.
9. The Government Office shall coordinate with the Ministry of Public Security to monitor, urge, and report to the Prime Minister on the situation and results of the implementation of this Directive./
