Continuing the working program of the 10th Session of the 15th National Assembly, chaired by National Assembly Chairman Tran Thanh Man and directed by National Assembly Vice Chairman Vu Hong Thanh, the National Assembly listened to the Report and the Verification Report on the investment policy of the National Target Program for the period up to 2035. The program includes new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

It is necessary to integrate three national target programs.
Presenting to the National Assembly, Minister of Agriculture and Environment Tran Duc Thang said that by the end of October 2025, three national target programs for the 2021-2025 period had basically achieved and exceeded a number of targets, while 4/21 targets had not been completed.
Regarding the allocation and disbursement of central budget capital, nearly 176,000 billion VND has been allocated to ministries, branches and localities, reaching 90.4% of the estimate. By October 2025, the disbursement rate reached 67.9%; it is estimated that by the end of January 2026 it will reach the highest level of 75%, with about 45,000 billion VND transferred to 2026.
However, Minister Tran Duc Thang frankly pointed out a number of shortcomings: the system of guiding policies and mechanisms is slow to be issued and unclear; the content and investment objects are not close to reality; some localities are not resolute; the programs still overlap and duplicate, causing resource dispersion and reducing efficiency.

According to the Minister, the Government submitted to the National Assembly a policy of integrating three programs into a single program, with the ultimate goal of helping people have a prosperous and happy life. “The integration does not reduce policies but overcomes overlaps, focusing more on ethnic minority and mountainous areas,” he emphasized.
Beneficiaries include communes, villages, people, communities and organizations nationwide, with priority given to poor areas and ethnic minority areas.
The program will be implemented nationwide for 10 years, divided into two phases: 2026-2030 and 2031-2035. “The key objectives are income, poverty reduction, the rate of communes and provinces meeting new rural standards, and urgent issues for mountainous people,” said the Minister.
According to the proposal, the Program is expected to include two components:
Component 1: 10 general content groups, implemented nationwide.
Component 2: 5 specific content groups to develop the socio-economy of ethnic minority and mountainous areas, are specific policies with additional investment specifically for this area.

Regarding resources for program implementation, in the 2026-2030 period: Using directly allocated central budget capital: 100,000 billion VND; Integrated capital from national target programs and other projects for rural areas and ethnic minority areas: about 360,000 billion VND; The rest is local budget capital and other legal sources.
Phase 2031-2035: Resources will be submitted to the National Assembly for decision based on the results of the previous phase.
Promote decentralization and local accountability
Regarding the management and implementation mechanism, the Ministry of Agriculture and Environment is the program's main agency; the Ministry of Ethnic Minorities and Religions guides and supervises contents related to ethnic minority and mountainous areas. Relevant ministries and branches provide guidance according to their assignment.

The Minister proposed that the National Assembly consider approving the dossier and issue a Resolution on investment policy for the 2026-2035 program; allowing the extension of the implementation period and disbursement of State budget capital for the three national target programs until December 31, 2026, to complete the goals for the 2021-2025 period.
At the same time, it is recommended that the Government review, balance and allocate more resources for good disbursement contents and those in need of additional resources; issue specific mechanisms and simplify procedures to speed up implementation progress.
