Prime Minister chairs seminar with businesses on private economic development

On the morning of May 31, in Hanoi, Prime Minister Pham Minh Chinh chaired a seminar with enterprises and business associations to effectively implement Resolution 68-NQ/TW of the Politburo on private economic development.

Also attending the Dialogue at the Government Headquarters were Deputy Prime Ministers : Tran Hong Ha, Ho Duc Phoc; leaders of central departments, ministries and branches.

The seminar took place in person and online connection to the headquarters of the People's Committees of provinces and centrally-run cities, with the participation of more than 1,000 delegates representing enterprises, business associations, business households, cooperatives...

At the Dak Lak bridge point, there was the participation of Vice Chairman of the Provincial People's Committee Truong Cong Thai; representatives of leaders of departments, branches, agencies, units, enterprises, and business associations in the province.

Opening the Seminar, Minister and Head of the Government Office Tran Van Son announced Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister establishing the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo.

In its report on private sector, the Ministry of Finance said that over 40 years of innovation, the private sector has developed strongly, achieved many remarkable achievements, and affirmed its position as an important driving force of the economy; an effective channel for mobilizing social resources for development investment; making an important contribution to promoting economic growth, increasing state budget revenue; creating jobs, income, improving people's lives, ensuring social security; promoting international integration; making an important contribution to the cause of national construction, defense and development.

The number of enterprises established has increased sharply over the years and to date there are nearly 1 million enterprises operating in the economy. The private sector has continuously maintained a fairly high growth rate, making the largest contribution to the economy, accounting for about 50% of GDP. The private sector has made a very important contribution to job creation and promoting economic restructuring, especially in rural and disadvantaged areas.

In addition to the above achievements, the private sector still faces many barriers. Most enterprises are micro, small and medium-sized; financial potential and management skills are limited, technology and innovation capacity are low; labor productivity, operational efficiency and competitiveness are low; business thinking lacks strategic vision, lacks connection with state-owned enterprises and enterprises with foreign direct investment, etc.

Resolution 68/NQ-TW sets out 8 groups of tasks and solutions demonstrating the spirit of innovation, breakthroughs, and strong reforms, ensuring adherence to 3 strategic breakthroughs (in institutions, human resources, and infrastructure) and in the overall 4 important resolutions of the Politburo that the General Secretary concluded as the "Quad Pillars".

At the Seminar, delegates highly appreciated the issuance of Resolution 68-NQ/TW of the Politburo on the development of the private economy and suggested that the Government urgently develop and specify mechanisms and policies suitable for each group of enterprises according to scale to ensure suitability, feasibility and effectiveness in practice; need to assign specific tasks and clearly orient the role of associations in participating in coordination with state agencies; accelerate the process of removing barriers in administrative procedures and changing management thinking from prohibition to development creation; focus on supporting small and medium enterprises to access key resources...

Concluding the discussion, Prime Minister Pham Minh Chinh requested ministries, sectors and localities to develop institutions and policies; and at the same time, issue tools to control KTTN. Focus on post-inspection, summary and evaluation; strengthen emulation and reward work, honor enterprises with outstanding contributions; promptly handle enterprises and businessmen who violate the law.

In addition, it is necessary to better implement the three strategic breakthroughs in institutions; infrastructure and human resources; ensure sovereignty, political stability, social order and safety, create the most favorable conditions for all enterprises to have the opportunity to develop, serving the economic development of the country; ensure equal access to capital, land resources, legality, and equal business rights for enterprises; organize regular meetings to promptly remove difficulties and obstacles for enterprises.

For businesses, it is necessary to constantly innovate and promote business ethics; to cooperate and connect more closely with each other to create a wider supply and service chain...
