Here, Prime Minister Pham Minh Chinh received Governor of Gunma Prefecture Yamamoto Ichita; held a discussion with the Governor and typical enterprises of the province and visited Shibata Gousei Joint Stock Company.
Gunma Prefecture is located in the center of Japan, 120km northwest of Tokyo, the hometown of 4 Japanese Prime Ministers ; population of about 2 million people, GDP in 2021 about 62 billion USD, has strengths in the manufacturing of transportation equipment, components, food, chemicals, plastics. Currently, there are 45 provincial enterprises investing in Vietnam and many enterprises are interested and want to expand investment in Vietnam.
The Vietnamese community in the province has about 12,000 people, making it the largest foreign community here. Cooperation between Gunma province and Vietnamese ministries, sectors and localities has been achieving results in many areas such as investment, human resource training, people-to-people exchange, etc.


At the reception for Governor of Gunma Prefecture Yamamoto Ichita, Prime Minister Pham Minh Chinh expressed his pleasure to visit Gunma Prefecture, a land of outstanding people and the hometown of four Japanese Prime Ministers, including former Prime Minister Fukuda Yasuo, who proposed the “heart-to-heart” doctrine in the 1970s to promote cooperation between Japan and ASEAN countries.
Prime Minister Pham Minh Chinh highly appreciated the more than 500 activities that took place to celebrate the 50th anniversary of diplomatic relations between the two countries in 2023, shared memorable memories of joining Prime Minister Kishida Fumio in announcing the commemorative logo, launching the Vietnam-Japan anniversary year at the end of 2022; thanked the leaders and people of Gunma province for the warm welcome given to the high-ranking Vietnamese delegation, as well as the support of the Governor and the Gunma provincial government for the Vietnamese community living, studying and working in the province.
Appreciating the positive achievements in local cooperation between the two countries in recent times, Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government always considers local cooperation an effective channel to promote friendly and cooperative relations and strengthen the close ties between the people of the two countries.
Welcoming the determination, efforts and initiatives of Governor Yamamoto Ichita and the Gunma prefectural government in promoting relations with Vietnam and Vietnamese partner localities, Prime Minister Pham Minh Chinh suggested that the Governor organize a business delegation to visit Vietnam and Gunma Day in Ha Nam province in 2024.
Prime Minister Pham Minh Chinh also asked Gunma province's leaders to promote cooperation with Ha Nam province and Vietnamese localities whose leaders visited Gunma on this occasion, such as Thai Binh, Hai Duong, Hung Yen, Bac Giang, Khanh Hoa and Can Tho, to effectively exploit the huge potential through promoting people-to-people exchange activities and promoting tourism cooperation.
Governor Yamamoto Ichita expressed his honor to have Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation visit the province; affirmed his good feelings and impressions of the country and people of Vietnam; and said that more and more businesses in the province are interested in and have a need to learn about the Vietnamese market.
Reporting to Prime Minister Pham Minh Chinh that Gunma is the leading prefecture in Japan in terms of the proportion of Vietnamese people in the total population, Governor Yamamoto highly appreciated and thanked the positive contributions of the community of more than 12,000 Vietnamese people to the socio-economic development of the prefecture.

Governor Yamamoto also affirmed that he will continue to create favorable conditions, promote cultural and people-to-people exchange activities to enhance mutual understanding, receive more Vietnamese workers, including interns, as well as pay attention and support further integration into Japanese society.
Assessing Vietnam as an attractive and developing market, the Governor of Gunma Province affirmed that he will continue to organize business delegations to visit Vietnam; promote investment and trade cooperation between the two countries; and hope that the Vietnamese Government will create favorable conditions for Gunma Province enterprises to invest in Vietnam and for more Vietnamese enterprises to invest in Gunma Province.
On this occasion, Prime Minister Pham Minh Chinh witnessed the signing ceremony of a memorandum of understanding on cooperation between Ha Nam province of Vietnam and Gunma province of Japan.
Prime Minister Pham Minh Chinh also visited the people's exchange area of Gunma province - where people and authorities can meet to exchange, make recommendations, discuss and resolve issues of mutual concern both in person and online.
Next, Prime Minister Pham Minh Chinh had a discussion with Governor Yamamoto Ichita and typical enterprises of Gunma province on investment and business cooperation.

At the seminar, Gunma province businesses introduced their potentials and strengths; at the same time expressed their interest and desire to invest and expand investment in Vietnam, especially in the fields of: Equipment and component manufacturing, food, chemicals, science and technology, finance, tourism, entertainment, distribution services, retail, etc.
Appreciating the potential and welcoming the interest and desire for investment cooperation of Gunma province enterprises towards Vietnam, Prime Minister Pham Minh Chinh affirmed that Vietnam encourages Japanese enterprises in general and Gunma province enterprises in particular to expand their investment and business in Vietnam, thereby transferring technology, using Vietnamese materials and labor.
Informing the Governor and businesses of Gunma province about the fundamental factors of the situation in Vietnam and favorable conditions for businesses to invest and do business stably and effectively in Vietnam, Prime Minister Pham Minh Chinh said that Vietnam is implementing three strategic breakthroughs including perfecting institutions, developing infrastructure and training high-quality human resources.
In recent times, in the context of the rapidly changing, complex and unpredictable world situation, Vietnam has made efforts to focus on maintaining macroeconomic stability, controlling inflation, prioritizing growth promotion, ensuring major balances of the economy, continuing to improve the investment and business environment, creating growth momentum in the new context; and achieved many important results, the socio-economic situation continues to have many bright spots in many fields.

Reviewing the 50-year process of building and nurturing, Prime Minister Pham Minh Chinh affirmed that the Vietnam-Japan relationship has developed well and has officially entered a new chapter after the two sides established the "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World".
Prime Minister Pham Minh Chinh said that the cooperation results between the two sides in recent times are encouraging, but still not really commensurate with the cooperation potential of Vietnam and Japan in general and Gunma province in particular. The Prime Minister said that Vietnam creates the best possible conditions and hopes that businesses in Gunma province and Japan will continue to expand investment cooperation activities in areas where both sides have many strengths and potential, and at the same time explore new areas of cooperation. These include investment projects in industries and fields such as green economy, digital economy, circular economy, knowledge economy; science and technology, innovation, electronic components, electric cars...; semiconductor production, new energy (hydrogen), renewable energy; financial centers, green finance; biotechnology, healthcare; high-tech agriculture...
With the high determination and great efforts of both sides, on the basis of the “Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World”, Prime Minister Pham Minh Chinh believes that the bilateral economic - investment - trade cooperation between Vietnam and Japan in general, and Gunma province in particular, will continue to develop more strongly. The government and businesses of Gunma province will be important factors, contributing to deepening the friendly relations between the two countries.
Prime Minister Pham Minh Chinh hopes that the two sides, having tried, will try harder, having determined, will be even more determined, to cooperate and develop together, for the benefit, prosperity and happiness of the people of the two countries.

At the recent 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 28), Prime Minister Pham Minh Chinh and Japanese Prime Minister Kishida Fumio emphasized their determination to cooperate, promote international solidarity and multilateralism, and contribute to achieving the goal of reducing emissions and keeping global temperature from rising more than 1.5 degrees Celsius.
Prime Minister Pham Minh Chinh was pleased to know that many Vietnamese engineers and employees are working hard at the company, holding key positions in manufacturing automation equipment and digital transformation of the company, "treating the company as their own home", with good working conditions and benefits; hoping that the company's leaders will continue to receive more Vietnamese workers, always pay attention and create favorable conditions for Vietnamese engineers and employees to live and work conveniently, improve their skills, and learn advanced Japanese technologies. The friendship between Vietnam and Japan needs to be demonstrated right in the factory, Vietnamese and Japanese people join hands and unanimously develop the factory in the direction of automation and environmental friendliness.
