Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 48/CD-TTg dated April 22, 2025 on accelerating the progress of site clearance and exploitation of construction materials for projects to complete 3,000km of expressways in 2025.
Telegrams sent to the Ministers of Construction, Industry and Trade, Agriculture and Environment; Secretaries of provinces and centrally run cities; Chairmen of People's Committees of provinces and centrally run cities; General Director of Vietnam Electricity Group.
The dispatch stated that the 13th National Party Congress set a target of completing 5,000km of expressways by 2030. The Prime Minister launched a 500-day and night movement to compete to complete 3,000km of expressways by 2025; established 7 inspection teams to review and remove difficulties and obstacles related to key transport projects scheduled to be completed by 2025 to achieve the target of 3,000km of expressways.
After the inspection, the Deputy Prime Ministers gave specific instructions, the Government Standing Committee concluded and directed; the projects had more positive changes.
However, according to the report of the Ministry of Construction, some localities are still slow in implementing compensation, resettlement support, technical infrastructure relocation, and construction material mine allocation as required by the Prime Minister, affecting the progress of projects.
To promote public investment, contribute to growth of over 8% in 2025 and ensure the goal of completing projects on schedule, the Prime Minister requests ministries, agencies, localities and units to seriously implement the conclusions of the Government Standing Committee in Official Dispatch No. 168/TB-VPCP dated April 9, 2025 of the Government Office, the direction of the Prime Minister - Head of the State Steering Committee for important national and key projects of the transport sector in Official Dispatch No. 125/TB-VPCP dated March 19, 2025, the direction of the Deputy Prime Ministers - Heads of the Inspection Delegation; urgently carry out the following tasks:
Actively participate in site clearance work
For localities: Secretaries and Chairmen of People's Committees of provinces and centrally-run cities must focus more on leading and directing agencies and units, mobilizing the combined strength of the entire political system and directly inspecting, urging and motivating workers and people on project works; organizations and unions of the Fatherland Front, the Mass Mobilization Committee, the Ho Chi Minh Communist Youth Union... must actively participate in site clearance and resettlement work; strengthen direct work with people, carry out mass mobilization work to grasp their aspirations and wishes, have appropriate solutions according to their functions, tasks, authority and legal regulations to reasonably and reasonably resolve people's legitimate and just complaints and petitions...; closely coordinate with investors to immediately complete site clearance at locations that are critical to construction progress (areas for weak soil treatment, large bridge and tunnel works, construction access road areas...); Focus on implementing and completing the following tasks:
Provinces with large amounts of land clearance such as Dong Nai (Bien Hoa-Vung Tau), Khanh Hoa (Khanh Hoa-Buon Ma Thuot), Lang Son (Huu Nghi-Chi Lang), Binh Duong (Ho Chi Minh City Ring Road 3), Quang Tri (Van Ninh-Cam Lo) mobilize the entire political system to complete all land clearance work before April 30, 2025, without delay.

The provinces of Nghe An, Dong Nai, Binh Thuan, Khanh Hoa, Ninh Thuan, Quang Binh, Quang Tri, Quang Ngai, Hau Giang, Kien Giang, and Phu Yen urgently hand over the land for rest stops on the Eastern North-South Expressway before April 30, 2025.
The provinces of Dong Nai, Khanh Hoa, Dak Lak, Binh Duong, and Long An coordinate with Vietnam Electricity Group (EVN) to complete the relocation of high-voltage power lines before April 30, 2025, without affecting the construction progress. Quang Tri province (Van Ninh-Cam Lo) urgently completes the relocation of technical infrastructure systems at service roads and crossroads at the overpasses of National Highway 9D, National Highway 9A, and Tam Hiep.
Da Nang City (Hoa Lien-Tuy Loan) speeds up licensing procedures, increases capacity of quarries according to regulations, to be completed before April 25, 2025.
Phu Yen Province (Quy Nhon-Chi Thanh) urgently completes procedures to increase the capacity of the quarry of Phu Yen Road Management and Repair Joint Stock Company according to regulations before April 30, 2025.
Dak Lak province (Khanh Hoa-Buon Ma Thuot) completes procedures for approving the lease of Ea Kenh mine land according to regulations before April 30, 2025.
Dong Thap and An Giang provinces must complete procedures to adjust the Confirmation of mines granted under special mechanisms in accordance with regulations before April 30, 2025.
Tien Giang and Ben Tre provinces complete licensing of the remaining 3 sand mines; Vinh Long, Tien Giang, and Ben Tre provinces increase mine capacity to meet 2025 demand according to regulations before April 25, 2025.

An Giang province will soon allocate stone resources at Antraco mine according to regulations to prioritize supply for key projects in the region with plans to complete in 2025.
Ho Chi Minh City and the provinces of Dong Nai, Binh Duong (Ho Chi Minh City Ring Road 3), Dong Thap (An Huu-Cao Lanh) review, re-establish progress, take initiative in material sources, have appropriate and effective technical solutions, do not delay the project completion progress. Strive to complete in 2025.
Removing difficulties and obstacles in construction materials
The Ministry of Agriculture and Environment urgently reviews legal regulations to guide localities on: procedures for returning waste material dumping sites after construction is completed; assessing the level of direct impact on people's lives and health due to project construction; compensation for crops and livestock according to regulations in Article 103 of the Land Law before April 30, 2025.
The Ministry of Industry and Trade directed and EVN Group proactively coordinated and supported localities to urgently direct relevant units to speed up the progress of completing the relocation of high-voltage power lines.
The Ministry of Construction - the standing agency of the State Steering Committee for important national projects and works, key to the transport sector, continues to closely coordinate with localities, investors and relevant ministries and branches to remove difficulties and obstacles in site clearance and construction materials; direct investors and contractors to organize construction in 3 shifts, 4 shifts, throughout holidays and Tet, working during the day is not enough, working at night: with the spirit of "overcoming the sun to win the rain, not losing to the wind and storm", "only discuss work, no backtracking" to speed up construction progress, meeting the required progress.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly monitor, direct and remove obstacles and difficulties according to his authority. The Government Office monitors and urges ministries, agencies and localities to carry out the tasks assigned in this Official Dispatch./.
