In the process of innovation, construction and protection of the Fatherland, determining education and training as the top national policy, our Party and State always pay special attention, have issued and effectively implemented many policies and guidelines for education and training development and have achieved important results in terms of thinking, awareness, methods, scale and quality of teaching and learning; in terms of the team of teachers and education and training managers; in terms of mechanisms and policies for human resource training; in terms of international integration...

In particular, implementing the Resolution of the 11th Party Congress and Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training, the education sector, together with all levels, sectors and localities, has strived and achieved important achievements, actively contributing to the cause of industrialization, modernization and international integration of the country.

The national education system is increasingly perfected, approaching international standards. The quality of education at all levels continues to be consolidated and maintained. Education has basically met the increasing learning needs of the people; Equity in access to education has made much progress, especially for ethnic minorities, rural workers, policy beneficiaries and people in difficult circumstances.

Vietnamese higher education institutions continue to rank highly and move up in prestigious international rankings. Vietnamese students have achieved many high results in Olympic competitions. According to the 2021 Education World Rankings (announced in 2022), Vietnam ranked 59th in the world, up 5 places from the previous year.

Vocational education is increasingly developing in terms of scale, quantity and quality of training and fostering highly skilled human resources, contributing to improving Vietnamese labor skills, increasing labor productivity, promoting economic growth, and enhancing national competitiveness.

The rate of trained workers with jobs suitable to their vocational skills has increased; many students have won high prizes in regional and international vocational competitions; Vietnamese workers have gradually participated in and taken on many job positions previously held by foreign experts.

Speaking at the meeting, Prime Minister Pham Minh Chinh sent the best wishes of General Secretary Nguyen Phu Trong to all teachers present at the meeting today and cordially sent his best regards and best wishes to generations of teachers across the country.

The Prime Minister commended, expressed gratitude and thanked the tireless contributions and dedication of the teaching staff - those who always uphold the spirit of responsibility and love for their profession; always strive to cultivate and improve their capacity, overcome many difficulties and challenges to "stick to school, stick to class", wholeheartedly impart and foster knowledge, skills, experience, thinking and ethics to comprehensively develop the future generations of the country.

The Prime Minister emphasized that the contributions of teachers in particular and the entire education and training system in general have significantly contributed to the overall development achievements of the country.

In the era of globalization, international integration is increasingly deep, especially the Fourth Industrial Revolution brings us opportunities and advantages but also many new difficulties and challenges, especially for the teaching staff - the core in the career of "growing people".

Implementing the Resolution of the 13th National Party Congress and Resolution No. 29 of the Central Committee, the Prime Minister requested that the education sector continue to resolutely, synchronously and effectively implement tasks and solutions for fundamental and comprehensive innovation in education and training, improve the quality of education at all levels with the motto: "Taking students as the center" , focusing on developing students' moral character and creativity.

The motto is: "Take the school as the foundation", "Take teachers as the motivation". In that process, the requirements are: "Real learning, real exams, real talent", "Real heart, real talent, real job".

To achieve that goal, according to the Prime Minister, we need to recognize some major issues: What have we done, are doing, and will do to fundamentally and comprehensively innovate education and training effectively? In the new context and situation, how should teaching and learning change appropriately? How can "learning" really go hand in hand with "doing"? How can we improve the quality of human resources, increase labor productivity and competitiveness?

What is the solution to both build basic and fundamental knowledge for students and create conditions for them to develop their talents in any subject? How should we develop school sports so that students can fully develop both physically and mentally?

Teaching is a noble profession, so what is the appropriate remuneration policy so that teachers can work with peace of mind, constantly strive and contribute to the country's education, especially in remote, isolated and disadvantaged areas?

To find answers to the above questions, the Prime Minister requested the Ministry of Education and Training, ministries, branches and localities to continue to pay more attention and care to the cause of education and training. In particular, focusing on a complete, comprehensive and substantive summary of the work of fundamental and comprehensive innovation of education and training according to Resolution No. 29 of the Central Committee.

Mobilize and effectively use resources to invest in facilities, especially kitchens, ensure school health and hygiene, prevent school violence; continue to build and develop school culture.

Improve the quality of teachers and staff working in education and training. Focus on reviewing and perfecting recruitment, employment and remuneration mechanisms and policies so that teachers can enjoy salaries commensurate with their efforts, especially preschool teachers, those working in remote, disadvantaged areas, teachers teaching in arduous and hazardous professions...

In particular, it is necessary to promptly overcome the shortage of teachers, and properly implement the spirit: " Where there are students, there are teachers".

The Prime Minister affirmed that the role of the teaching staff is particularly important. He shared that the late Prime Minister Pham Van Dong once said: "Teaching is the noblest of all noble professions." To have good students, there must be good teachers. Students can only acquire knowledge most effectively if they receive guidance and instruction from teachers who are capable, dedicated, responsible and have the right teaching methods.

The success of education is not just about filling the brain with knowledge, not just about creating good experts, but about igniting the flame of passion, nurturing aspirations, giving wings to dreams, arousing the spirit of innovation and creativity, nurturing, molding, and imparting to the young generation ideals, ethics, values ​​of truth - goodness - beauty, the quintessence of national and human culture, contributing to the formation of good qualities of Vietnamese people.

Education and training must adhere to the principles of respecting differences and diversity, encouraging creativity, learning, acquiring national and human knowledge, critical thinking, aspiration to contribute, etc., and maximizing the potential, intelligence, and qualities of each student.

The Prime Minister hopes and believes that each teacher will continue to strive, always be a shining example of cultivating virtue - cultivating talent, loving the profession - loving people; constantly studying, cultivating, accumulating knowledge, experience, improving professional qualifications; being active, applying science and technology, having new approaches in teaching and learning; so that each lesson is truly useful and interesting, so that each school day is truly a happy day.

On this occasion, the Prime Minister called on organizations and individuals at home and abroad, everyone, every family, every parent... to join hands with the education and training sector, join hands with teachers in the noble cause of educating people, join hands to build the future generation of the country for comprehensive development.

Regarding the proposals and recommendations at today's meeting, the Prime Minister assigned the Government Office, the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs, and relevant agencies to synthesize, report, and propose to the Prime Minister, the Government, and competent authorities to consider and promptly resolve, focusing on removing difficulties and obstacles, creating all favorable conditions for teaching and learning, all for the sake of beloved students, for the cause of training human resources for the country.
