Prime Minister Anwar Ibrahim, on behalf of the Government and people of Malaysia, once again thanked and welcomed Prime Minister Pham Minh Chinh and his wife, along with the high-ranking Vietnamese delegation, to their official visit to Malaysia and to attend the 46th ASEAN Summit.

Vietnam is a very close friend of Malaysia.

"As I have said many times, Vietnam holds a special place in our hearts," the Malaysian Prime Minister affirmed, adding that his country "has closely followed" the heroic struggle of the Vietnamese people against colonialism, strongly affirming their capacity for self-reliance in the face of imperialist hegemony, thereby gaining national independence and unifying the country, under the leadership of President Ho Chi Minh .

He recalled that since his youth, he had gathered a group of intellectuals in Malaysia, coordinating with friends from Thailand, Indonesia, the Philippines, and Singapore to support Vietnam. "Personally, I am happy to welcome you as a friend; just as we consider Vietnam a very close friend of Malaysia," he said.

The Malaysian Prime Minister said that at the talks, the two sides made many important decisions. He especially appreciated the agreement on power grid cooperation, in which the submarine cable line from Vietnam to Malaysia will be a major project demonstrating the success of ASEAN as well as cooperation between the two countries, helping to realize and concretize cooperation programs that are very suitable for the energy transition policy and renewable energy development of the two countries and the whole region.

The Malaysian Prime Minister expressed his gratitude for Prime Minister Pham Minh Chinh's support in this area, as well as all other bilateral and multilateral cooperation mechanisms. He assessed that after the two countries established a comprehensive strategic partnership, in just a short time, the two countries have witnessed progress in many areas.

In particular, the Malaysian Prime Minister assessed that Vietnam is undergoing historic economic progress. In this regard, Vietnam has done very well, the young generation of Malaysia especially admires Vietnam's progress from a country devastated by war but has developed remarkably in just a few decades and Malaysians can learn a lot from Vietnam.

The Malaysian Prime Minister recalled that since 1993, the Central Bank of Malaysia had established cooperation with Vietnam. Although Vietnam was facing many difficulties at that time, Malaysia had great confidence in Vietnam's future capacity.

Concluding his speech, the Malaysian Prime Minister happily mentioned the key match on June 10 in Malaysia between the two countries' football teams in the 2027 Asian Cup qualifiers. "Vietnam is a very strong team in the region, it will be a very difficult match but we are also very determined," said Prime Minister Anwar Ibrahim.

The Head of the Malaysian Government also expressed his anticipation for the friendly football match between ASEAN stars and Manchester United, which Malaysia will host at the end of May, thereby demonstrating the ASEAN spirit.

Vietnam - Malaysia has become a model of regional cooperation.

For his part, Prime Minister Pham Minh Chinh sincerely thanked the Malaysian Government and people for the warm and respectful welcome given to the delegation, which made the Prime Minister and the delegation members feel "at home".

The two Prime Ministers had a very successful meeting in all aspects, discussing comprehensive, substantive and comprehensive issues; the two sides shared and understood each other better, and were more determined to promote the bilateral relationship to a new height, commensurate with the wishes of both sides and commensurate with the different potentials, outstanding opportunities and competitive advantages of the two countries.

The Prime Minister said that the two sides have quickly completed the action program to implement the Comprehensive Strategic Partnership for the 2025-2030 period; in which some highlights are the agreement to coordinate the organization of annual meetings between the two Prime Ministers; promote cooperation in defense and security, contributing to the goal of peace, stability, cooperation and development in the region.

Along with that, promote economic, trade and investment cooperation, especially in the fields of agriculture, rice, food and foodstuffs; especially Vietnam has a lot of potential and conditions to develop the Halal food industry but needs support from Malaysia and promote cooperation with Gulf countries in this field.

The Prime Minister emphasized the need to connect the two economies, especially cooperation in science and technology, innovation and digital transformation, data connection between the two countries and within ASEAN to develop artificial intelligence. This is a new pillar of cooperation that is extremely important for the two countries to increase labor productivity, contribute to maintaining stability in the region and rapid, sustainable development, ensuring progress, fairness and social security, leaving no one behind.

The two sides will also promote cooperation in education, high-quality human resource training, cultural cooperation, tourism and people-to-people exchange. In the field of tourism as well as many other fields, Vietnam still has a lot to do, and requests Malaysia to continue to cooperate and assist, Prime Minister Pham Minh Chinh said.

The Prime Minister took this opportunity to express his gratitude and hope that the Malaysian Government will continue to support the community of more than 30,000 Vietnamese people living, studying and working in Malaysia, promoting its role as a bridge between the two countries.

Regarding international and regional issues of mutual concern, Vietnam and Malaysia reaffirmed their consistent stance on maintaining solidarity, ASEAN's central role and maintaining peace, stability, security, safety and freedom of navigation in the East Sea on the basis of international law, especially the 1982 UNCLOS, strictly implementing the Declaration on the Conduct of Parties in the East Sea (DOC) and promoting negotiations on a substantive, effective Code of Conduct (COC) in accordance with international law.

The Prime Minister affirmed that Vietnam highly appreciates, supports and stands side by side with Malaysia in its role as ASEAN Chair 2025, together with its members to build a resilient, united, and diverse ASEAN, promoting its central role and effectively responding to complex developments in the region and the world.

"It can be said that we have made great strides right after announcing the establishment of the Comprehensive Strategic Partnership. The two countries have sent clear messages about trust, strategy, political determination and implementation to realize agreements and messages into concrete actions, bringing about concrete products and measurable results," said Prime Minister Pham Minh Chinh.

The Prime Minister affirmed that the Vietnam-Malaysia relationship has become a model of regional cooperation, "politically stable, economically strong, culturally profound and broad in vision; far-sighted, thinking deeply and doing great things", making practical contributions to the common interests of the two countries and to peace, stability, cooperation and development in the region and the world.

On the afternoon of May 25, Prime Minister Pham Minh Chinh attended the ASEAN Leaders and Partners Forum. At the Forum, the Asia-Pacific Strategic Studies Institute (KSI) honored the Prime Minister as an outstanding ASEAN Leader in 2025.
