On the afternoon of November 15, Prime Minister Pham Minh Chinh met with representatives of outstanding teachers on the occasion of Vietnamese Teachers' Day, November 20.

Speaking at the meeting, Prime Minister Pham Minh Chinh stated that the Party and State always consider education and training as the top national policy, with a particularly important role, creating the foundation for forming and developing the personality and capacity of each person.

The Prime Minister emphasized that education and training form "Virtue - Intelligence - Body - Beauty" of people; and is the most important factor ensuring success in breakthroughs in human resource development, especially high-quality human resources serving rapid and sustainable development.

According to the Prime Minister, more than ever, it is necessary to focus on prioritizing all resources and creating all mechanisms and policies to make a breakthrough in developing education and training, which is truly the most important foundation for national development.

Talking about Resolution No. 71 of the Politburo on breakthrough in education and training development, the Prime Minister said that this is a resolution of special importance, of strategic significance to implement strategic breakthrough in developing high-quality human resources, bringing our country to rapid and sustainable development.

The Resolution has added special and outstanding preferential policies for the teaching staff (increasing vocational preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in particularly difficult areas, border areas, islands, and ethnic minority areas).

The Politburo also advocated investing in the construction of 248 boarding schools in border communes. This is a major decision, with profound political, social and humanitarian significance, demonstrating the special concern of the Party and State for people in border areas and for teachers who are always "staying in villages and spreading knowledge" day and night in the border areas.

The Prime Minister shared that teachers have made every effort to contribute, dedicate, and silently sacrifice to "sow letters, cultivate knowledge, nurture dreams, and realize aspirations" for generations of students. For each teacher, teaching is not just a job but also a passion and a sacred mission.

In the coming time, the Prime Minister requested to focus on improving the quality of education and training at all levels, especially university training in a practical and in-depth manner. The Prime Minister directed to continue reviewing and planning the network of preschool, general education, continuing education, education for the disabled, university education and pedagogical colleges; effectively implementing the policy of tuition exemption and support for preschool children and high school students.

Building schools and classrooms to meet the learning needs associated with urbanization and population shift trends. The Prime Minister noted the completion of 100 schools for handover and use in August 2026.

The Prime Minister requested the Ministry of Education and Training to preside over and coordinate with the Ministry of Home Affairs and relevant agencies to research, develop and promulgate policies to ensure teachers receive salaries commensurate with their efforts, especially preschool teachers.

The Head of Government emphasized the need to step up prevention of school violence, protect teachers and students, and strengthen crime and social evil prevention in the educational environment, especially drug abuse.

"Resolutely rectify negativity in education; maintain a respectful environment between teachers and students," the Prime Minister stated his viewpoint on implementing the motto "teachers are teachers, students are students" in terms of ethics, personality, and knowledge.

The Prime Minister also directed the Ministry of Education and Training to immediately study specific regulations related to the management of students' use of the Internet, suitable to Vietnamese culture and referring to international experience, in the direction of both accessing world knowledge, promoting intelligence and creativity, ensuring health and fighting negativity.
