In a solemn atmosphere, Prime Minister Pham Minh Chinh and members of the delegation respectfully commemorated the great contributions of comrade Huynh Tan Phat - a talented leader of the Party, State and Vietnamese revolution; a patriotic intellectual with great prestige; a typical example of national solidarity; a loyal and exemplary communist who fought all his life for the independence and freedom of the Fatherland, for the prosperity and happiness of the people.

The Prime Minister and the delegation vowed to make every effort to study and follow the shining example of revolutionary morality of comrade Huynh Tan Phat, striving to build Vietnam to be increasingly prosperous and well-off, and for the people to be warm, well-off and happy.

* On the same morning, during his working program in Ben Tre province, Prime Minister Pham Minh Chinh visited and presented gifts at the Ben Tre School for Children with Disabilities on National Highway 60, Son Dong Commune, Ben Tre City. The school opened its first course on August 13, 1991 with a scale of 30 children; raising and teaching children with disabilities from primary to secondary school. In the 2022-2023 school year, the school has 256 students divided into 28 classes; of which 57 are hearing impaired, 5 are visually impaired; and the children are autistic. Some of the school's students have grown up to become Associate Professors, Doctors, and have participated in the field of art; every year, the school's students participate in talent competitions. The school has always received attention from leaders at all levels during its operations.

On the occasion of the visit, the Prime Minister also presented gifts to the students of the school; presented a television to the school; on this occasion, the Ministry of Labor, War Invalids and Social Affairs and a number of units also presented gifts to the school.

Speaking, Prime Minister Pham Minh Chinh expressed his joy when visiting his hometown Dong Khoi and visiting Ben Tre School for Disabled Children, through which he saw the attention, care and investment in the education sector of his home province by the leaders of Ben Tre province.

The Prime Minister said that raising children is necessary, but caring for them is also essential to help them overcome their disabilities. Therefore, the Prime Minister raised the issue of adding the word "care" to the school's name to reflect a more comprehensive nature.

The Prime Minister was pleased that the school has been operating for 30 years, caring for and educating disabled children, bringing them from being disabled and self-conscious about life to loving life, eager to learn and mature. This is a very encouraging achievement. From here, we can see more clearly that the Party and State's viewpoint is to leave no one behind, and that if disabled children are cared for and educated, they will still grow up, take care of themselves, and reduce the burden on their families and society. This is a very humane thing of our regime in general, and of Ben Tre province in particular.

The teachers here are very patient in creating awareness for the students who are "slow to remember, quick to forget", this requires dedication, responsibility, and love. The Prime Minister hopes that the teachers who volunteered to come here to take care of and educate the children will try their best to do so with a sense of responsibility. Through the meeting, the Prime Minister was very pleased because the teachers are very dedicated to taking care of and teaching the children in the same class but of different ages and disabilities; each child must have a separate lesson plan; the teaching process must be very flexible, sensitive to each child's ability to come up with suitable solutions that the children can absorb. The teachers here are also different from the teachers in normal classes.

Raising and caring for normal children is difficult, but raising abnormal children is even more difficult, so the mechanism and policies must be different to encourage teachers to come here to teach. Teachers come here to have love and responsibility, but the work here is very special, so there needs to be a special regime.

For schools, the Prime Minister suggested that it is necessary to increase kitchen hygiene, pay attention to other facilities such as toilets; check, monitor, and improve the drainage system to ensure hygiene. Teaching equipment for children must also be specific, so we must research more teaching aids suitable for children; in addition to care and education, we must summarize experiences here. The Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs need to review and systematize schools like this, from there replicate the model to create conditions for children with disabilities to integrate into the community and be useful to society. Experience shows that with a good care and education environment, children with disabilities can still grow up and be useful to society.

The Prime Minister also hopes that teachers will organize good teaching and learning, good food and accommodation for the children; send love and share hardships with the children; affirm that the Government is always responsible and cares for the children; hope that the children will be confident, self-reliant, self-reliant, make the most of their abilities to rise up, contribute to reducing the burden on their families and society, mature, and maximize their capacity and intelligence.

The Prime Minister suggested that, through this, we need to multiply this model, especially to promote the disabled individuals who know how to excel in their studies, the dedicated teachers who teach well. Ben Tre province promotes the spirit of the revolutionary homeland of Dong Khoi, strives to develop strongly, in which it pays attention to social security, especially to compensate for disabled children, making them confident, motivated, rising from their own will and hands to become useful people for society.

Agencies continue to pay attention to and summarize this model; summarize programs and lesson plans to increasingly improve and enhance the quality of teaching and learning for children with disabilities. This is the desire of the Party and the State for the Education, Labor - Invalids and Social Affairs sectors; all levels, sectors and localities need to create conditions for children to eat, live, play, access information, and be equal to other normal children.

* On the same morning, Prime Minister Pham Minh Chinh surveyed and visited workers constructing Rach Mieu 2 Bridge at the My Tho Bridge construction site in Phu Tuc commune, Chau Thanh district.

This is a project connecting Tien Giang and Ben Tre provinces, approved by the Prime Minister in Decision No. 1741/QD-TTg, dated November 5, 2020. The project is invested by the Ministry of Transport, and My Thuan Project Management Board manages the project. Site clearance and resettlement work is divided into sub-projects assigned to Ben Tre and Tien Giang provinces to implement according to regulations.

Rach Mieu 2 Bridge is about 3.8km from the existing Rach Mieu Bridge, with a total investment of more than 5,175 billion VND, a total length of about 17.6km, and a scale of 6 lanes. The starting point is at Dong Tam intersection (the intersection between National Highway 1 and Provincial Road 870) in Chau Thanh district, Tien Giang province; the end point connects to National Highway 60 at the Ham Luong bridge approach in Ben Tre city, Ben Tre province; in which the approach bridge is about 2km long, the width is over 20m. The overpass section of the main Tien River channel is designed as a cable-stayed bridge with a main span of 270m, a bridge width of 17.5m; a scale of 6 lanes (4 lanes for motor vehicles, 2 lanes for rudimentary vehicles) with a design speed of 80 km/h.

The project has a total area of ​​about 62.38 hectares, of which Tien Giang province has about 26.56 hectares and Ben Tre province has about 35.82 hectares. The compensation and resettlement support cost is more than 1,279 billion VND. When completed, Rach Mieu 2 Bridge will help reduce the load on the existing Rach Mieu Bridge, reduce traffic congestion and accidents, and shorten the road traffic distance between Ho Chi Minh City and Ben Tre, Tra Vinh and Soc Trang provinces.

In his directive speech, the Prime Minister requested that the project must be synchronous and modern, and the planning must be long-term, visionary, and innovative. The Ministry of Transport must rectify the bidding for consultants, ensure publicity and transparency, and not let the project cost increase, not let the bidding price be one, and the price being reworked be another; must take into account that after the project is completed, land prices will increase; study the arrangement of reasonable intersections, and make the most of the project.

The Prime Minister requested units to shorten the progress, work overtime, apply science and technology to shorten the progress, put the project into operation in October 2025, to welcome the Ben Tre Provincial Party Congress, 6 months ahead of schedule (April 2026). Authorities at all levels of Ben Tre and Tien Giang provinces must actively and urgently clear the land for the project; compensation for people must be satisfactory and in accordance with regulations; resettlement must be done quickly, stabilize people's lives soon, and create new development space.

The Prime Minister directed the provinces to learn from experience in this work, if the site clearance is delayed, the project will have an increase in capital. Localities must actively participate in this work, for the common good, contributing to ensuring local security and order in the spirit of harmonizing the interests of the State, the people and businesses. The Ministry of Transport must direct the Project Management Boards to avoid prolonged construction and capital increase; must review the bidding for consultants and contractors to create healthy competition, avoid negative "blue team, red team", bidding, and collusion. Consultants must do the right thing, ensuring that the highway is built according to highway standards; note that planning must have a long-term vision, once the investment is completed, it must be effective in the long term, avoiding the situation where the road is just finished and then has to be expanded.

The Prime Minister directed that progress, quality, safety, and technical and environmental factors must be ensured; the Ministry of Natural Resources and Environment must direct the assurance of raw materials for contractors; mines, soil and sand sources must be handed over to contractors; provinces must strictly follow the Government's instructions and immediately inspect the supply of raw materials. The Ministry of Transport must review the bidding for consultants and contractors to create healthy competition, avoid negative "blue and red teams", bid-selling, and bid-collusion; direct units to apply all measures to shorten progress, and reward and punish strictly and promptly.

* On the same day, Prime Minister Pham Minh Chinh visited and presented gifts to Vietnamese Heroic Mother Le Thi Khanh, a 4/4 war invalid, in Hamlet 4, Chau Thanh town, Chau Thanh district. She joined the revolution in 1961, had a husband and a son who were martyrs, and surveyed the coastal road of Ben Tre province by helicopter./.
