Prime Minister Pham Minh Chinh speaks about policy at Hungarian University

The Hungarian State University of Public Administration is Hungary's leading educational and research institution and has been the cradle of many outstanding Hungarian leaders and military figures.

Dr. Gergely Deli, Rector of the Hungarian State University of Public Administration, said that he personally studied in Vietnam and researched Vietnamese law; the Hungarian State University of Public Administration also has a very active cooperative relationship with Vietnamese universities.

Rector Deli expressed his impression of Vietnam's hospitality, culture and national values, as well as Vietnam's rapid development in recent years; emphasized the importance of relations with Vietnam for Hungary in the current context, as well as the important meaning of Prime Minister Pham Minh Chinh 's policy statement.

Speaking to a large number of political, military, diplomatic representatives, scholars, researchers and students, Prime Minister Pham Minh Chinh focused on and analyzed his impressions of Hungary and its people; the current world situation; Vietnam's path, goals and policies; the comprehensive partnership and friendship between Vietnam and Hungary.

The Prime Minister was also impressed by the heroic tradition of the Hungarian people in building and defending the country; the academic tradition, Hungary's important contributions to world knowledge, science, and art, and at the same time believed that the Hungarian way of thinking, approach, and methodology for solving problems are different and have their own identity. Most recently, Hungarian Dr. Katalin Kariko was one of the first people to invent RNA - a technology that is being used in the preparation of the world's most advanced COVID-19 vaccines, won the 2023 Nobel Prize in Medicine and saved millions of lives from the pandemic.

Summarizing the current world situation, the Prime Minister said that overall it is peaceful but there is war in some areas; overall it is peaceful but there is conflict in some areas; overall it is stable but there is tension in some areas.

According to the Prime Minister, the world is also facing many major problems such as population aging, climate change, epidemics, etc. These are all global issues, no country can be at peace if another country has problems; these are also issues of the whole people. Therefore, to solve these problems, it is necessary to have a global approach, promoting multilateralism and international solidarity; at the same time, there must be a people-centered approach, taking the people as the center, the subject, the goal, all policies must be aimed at the people, the people participate in building, implementing and benefiting from the policies.

Along with that is the view that resources originate from thinking, motivation originates from innovation, strength originates from the people; always put people and things, phenomena in motion and development; not too pessimistic when the situation worsens and not too optimistic, not subjective, negligent when the situation is favorable, always ready to prepare for the worst possible situations.

The Prime Minister reviewed the main features of the struggle for independence, freedom, national reunification, national construction and protection; general goals, major orientations, consistent viewpoints, valuable lessons; great achievements of historical significance after nearly 40 years of Vietnam's renovation, especially in foreign affairs and integration.

The Prime Minister said that Vietnam is building a socialist rule-of-law state, socialist democracy, a socialist-oriented market economy; developing an independent, self-reliant economy; actively and proactively integrating deeply, practically and effectively into the international economy; building an advanced culture imbued with national identity in the spirit of culture guiding the nation; if culture exists, the nation exists.

Vietnam persistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification, multilateralization, proactive and active international integration comprehensively, deeply and effectively, being a friend, a reliable partner, and an active and responsible member of the international community. At the same time, Vietnam persistently pursues the "Four No's" defense policy.

The Prime Minister said that Vietnam is one of the countries that has suffered the most pain, loss and damage since World War II, continuously affected by war, siege and embargo. Up to now, in peacetime, every day there are still more people injured by leftover bombs and bullets, many people still suffer from the pain of Agent Orange...

However, Vietnam has "put the past behind, overcome differences, promote similarities, and look to the future" to turn enemies into friends, from confrontation to dialogue; from being surrounded and isolated, it has become a model of healing and rising up after the war with open, comprehensive foreign relations and deep, substantive, and effective international integration.

Sharing more about the issue of national defense and security, the Prime Minister said that Vietnam loves peace, understands the value of peace, and supports peace, but "in times of peace, we must always be prepared for the possibility of war, and in times of war, we must think about times of peace."

Affirming that Vietnam has never had the foundation, potential, position and international prestige as it does today, the Prime Minister also pointed out that Vietnam still faces many difficulties and challenges; it is still a developing country, the economy is in transition, the economic scale is modest, resilience is limited, and openness is large.

The Prime Minister affirmed that Vietnam will continue to adhere to Marxism-Leninism and Ho Chi Minh Thought, promote the nation's heroic historical and cultural traditions of more than 4,000 years, and apply them creatively and appropriately to the country's conditions and circumstances and the current world context.

Mobilizing all resources, developing rapidly and sustainably on the basis of science, technology, innovation and digital transformation, Vietnam aims to become a developing country with modern industry and high average income by 2030; and a developed country with high income by 2045.

The Prime Minister shared with Hungarian friends five valuable lessons learned through the process of fighting for national independence, building and defending the Fatherland: (1) Remain steadfast on the path of national independence and socialism; (2) The people make history; the revolutionary cause is of the people, by the people, for the people; (3) Unity creates strength, including unity within the Party, unity of the people, national unity, and international unity; (4) Combining national strength with the strength of the times, internal strength with external strength; (5) The correct leadership of the Communist Party of Vietnam is the decisive factor for all victories of the Vietnamese revolution.

According to the Prime Minister, one of the important reasons helping Vietnam achieve the above achievements and results is the support of international friends, including Hungary. Hungary is a traditional friend and the first comprehensive partner of Vietnam in the Central Eastern Europe region (in 2018).

According to the Prime Minister, despite the geographical distance, Hungary and Vietnam have always been close in sentiment, solidarity and support over nearly three-quarters of a century of establishing diplomatic relations. The two countries also have historical similarities and share many common values.

Reviewing the achievements and milestones in the bilateral relationship, Prime Minister Pham Minh Chinh sincerely thanked the valuable assistance of the Hungarian Government and people in the past struggle for national independence and reunification as well as in Vietnam's current construction and development.

The Prime Minister stressed that Hungary has always stood by Vietnam in difficult times, such as during the war. Most recently, Hungary was one of the first countries to support Vietnam with vaccines, sharing hundreds of thousands of doses of vaccines and many medical equipment with Vietnam right at the time when the COVID-19 pandemic was at its peak, when "each dose of vaccine saves one life", contributing to helping Vietnam control the pandemic, recover and develop.

Hungary has also actively supported Vietnam in the negotiation and signing of the EVFTA and was the first EU member state to ratify the EU-Vietnam Investment Protection Agreement (EVIPA). Hungary is the country that provides the most scholarships to Vietnamese students in the Central Eastern Europe region; and is the country that provides the largest source of official development assistance (ODA) to Vietnam in the Central Eastern Europe region.

On this occasion, the Prime Minister shared with Vietnamese and Hungarian students his passion for learning, research, aspiration to rise up, the spirit of sharing, mutual support, and mutual assistance, thereby finding a suitable direction, contributing to building good relationships between people, harmonizing individual interests in common interests, as the saying goes "if you want to go fast, go alone, if you want to go far, go together", or as the Vietnamese proverb says "when one horse is sick, the whole stable will give up grass".

The Prime Minister also requested that the ministries and sectors of the two countries continue to create conditions and promote the young generations of the two countries to continue to connect, the people of the two countries to continue to exchange, inherit the achievements and traditions of previous generations and deepen and enrich the friendship between the two countries and peoples to be increasingly consolidated, the comprehensive partnership between Vietnam and Hungary to always be green, sustainable, and increasingly bear fruit, helping each country to develop strongly and prosperously, and the people of the two countries to be increasingly prosperous and happy.

On this occasion, Prime Minister Pham Minh Chinh and leaders of ministries and sectors of the two countries witnessed the signing of 9 cooperation agreements in the field of education and training./.
