At the meeting, Prime Minister Pham Minh Chinh, on behalf of the Party and State leaders, and General Secretary To Lam, sent to the community and representative agencies warm greetings, best wishes and most sincere feelings from home.

The Prime Minister pointed out that the Vietnam-Algeria relationship has a long history of close ties, with the two peoples standing side by side and supporting each other during the years of fighting for independence. The resounding Dien Bien Phu victory, which shook the world, was a great source of inspiration for the Algerian people's struggle for independence.

In Algeria, there are two places bearing the name of President Ho Chi Minh: Ho Chi Minh Avenue in the capital Algiers and Ho Chi Minh Road in the center of Oran city. For the Algerian people, Uncle Ho is a great leader, a close friend and also a source of inspiration for the country's literature. The Algerian people also always love and respect General Vo Nguyen Giap. These are invaluable assets of the Vietnam-Algeria relationship.

The Prime Minister informed the community in Algeria about the situation in the country, especially Vietnam's determination to bring the country into an era of strong, civilized, prosperous and happy development with two 100-year strategic goals.

To successfully implement the two 100-year goals, over the past time, the Party, State and Government have focused on leading and directing the drastic and synchronous implementation of many tasks and solutions in all fields, focusing on restructuring the apparatus from the central to local levels, operating the 2-level government model; promoting economic growth to reach 8% or more in 2025 and double digits in the following years; promulgating and effectively implementing strategic resolutions; perfecting documents, preparing for party congresses at all levels, towards the 14th Party Congress; thoughtfully, solemnly and successfully organizing important events of the country.

Since the beginning of the year, in the context of the complicated and unpredictable developments in the world and the region, with more difficulties and challenges than opportunities and advantages, especially complicated natural disasters and storms and floods causing heavy damage, the socio-economic situation continues to record positive results, each year is better than the previous year, this term is better than the previous term in most areas, notably:

Fulfilling and exceeding 15/15 main socio-economic targets, GDP growth of about 8%, macroeconomic stability maintained, socio-economic infrastructure had many breakthroughs, especially total import-export turnover, attracting foreign investment capital; administrative reform, improvement of investment and business environment were promoted, people's lives were constantly improved, politics and society were stable, national defense and security were strengthened, sovereignty and territorial integrity were maintained, foreign affairs and international integration were increasingly deep, substantial, effective and became bright spots. Many prestigious international organizations highly appreciated the results and prospects of the Vietnamese economy.

The country's achievements after years of hardship and heroism have great value and historical significance. From a semi-feudal colony, besieged and embargoed, Vietnam has now risen to become an independent and free country, the 32nd largest economy in the world, with average income, deeply and widely integrated into the international community. The image, position, and prestige of the country are increasingly enhanced in the international arena.

Assessing that these achievements always have the support and valuable contributions of overseas Vietnamese, including the Vietnamese community in Algeria, Prime Minister Pham Minh Chinh affirmed that our Party and State always care about our compatriots abroad. Overseas Vietnamese are an inseparable part, an important resource of the Vietnamese ethnic community. The Prime Minister expressed his joy to see that the Vietnamese community in Algeria is always united, has a stable life and integrates well into the host society. Especially in the community, the majority of which are multicultural Vietnamese-Algerian families. This is a deep relationship, a strong bond between the two sides. The Prime Minister assessed that the foundation of the relationship between the two countries is very good, creating great advantages for the Vietnamese community in Algeria.

The Prime Minister highly appreciated the opinions and aspirations of the community, which clearly showed their patriotism, national pride, and desire to contribute to building a rich, powerful, and prosperous homeland and country. The Prime Minister expressed his hope that the Vietnamese community in Algeria would become increasingly united and stable, and that multicultural families would always preserve the ties with the country, especially Vietnamese culture and language; the community would strive to study, work well, learn from the neighboring country, and have more practical activities towards the country, contributing to the country's development; and act as a bridge for the relationship between the two countries in the new context; and hoped that the Vietnamese Association in Algeria would soon be established.

Prime Minister Pham Minh Chinh acknowledged the achievements of the Vietnamese representative agency in Algeria and asked the embassy to continue promoting the achievements and further strengthening foreign affairs tasks, reflected in five key phrases: "Maintaining the environment"; "Expanding the situation"; "Enhancing power"; "Promoting the role" and "Building the foundation"; making great efforts to realize the tasks of promoting bilateral relations between Vietnam and Algeria, especially in three key areas: agriculture and food security, health care and pharmaceutical industry. In addition, the agency continues to focus on building a team of "both red and professional" diplomatic staff, who are truly pioneers on the foreign affairs front of the Party and State. The representative agency must be the common home of the Vietnamese community, must do a good job of protecting citizens, taking care of and being a reliable support for our overseas compatriots.

The Prime Minister will ask the leaders of Algeria to continue to pay attention and create favorable conditions for the Vietnamese community in Algeria to live and work stably, integrate well and become a bridge of friendship to promote the relationship between the two countries. The Prime Minister acknowledged and shared the aspirations and proposals of the people, and directed domestic agencies to implement more drastic measures to meet the legitimate aspirations of the people immediately after this trip.

The Prime Minister advised the people, no matter where they are, to always unite, stand side by side, and nurture “national love and compatriotism”. The Prime Minister presented the community with gifts from their homeland to preserve the image of their homeland and country.

On this occasion, the Academy of Posts and Telecommunications Science and Technology under the Ministry of Science and Technology also awarded 10 scholarships to the community and introduced an application for teaching and learning Vietnamese on an artificial intelligence platform.
