On the afternoon of May 17, Prime Minister Pham Minh Chinh gave his opinion on the draft Resolution of the Politburo on breakthroughs in public health care in the new era. He emphasized that the health sector needs to change from the mindset of "treating diseases as the main thing" to "health care and protection as fundamental, strategic, long-term and decisive".
The implementation of health care under the two-tier government model must ensure equitable access to health care for people in remote, border, and island areas. The health sector must also pay attention to the task of improving the physical strength of Vietnamese people, coping with population aging, developing the pharmaceutical and vaccine industries, promoting digital transformation in health care, and building smart hospitals.
The Politburo’s draft resolution proposes many specific tasks such as ensuring vaccination, improving the quality of health services, providing drugs and medical equipment, developing private health care, strengthening preventive medicine, grassroots and traditional medicine. In addition, the resolution also mentions promoting scientific research, innovation and comprehensive digital transformation in the health sector.

The policy of moving towards free hospital fees for the people was raised by General Secretary To Lam at the meeting of the 14th Congress Document Subcommittee and requested to be included in the draft Political Report. He continued to emphasize this viewpoint in many recent events, requesting agencies to study the project of free hospital fees for all people in the period of 2030-2035.
According to Deputy Minister of Health Tran Van Thuan, to ensure that each person has a regular health check-up once a year, the budget needs about 25,000 billion VND, with an average cost of 250,000 VND/time for a population of 100 million people.
Building a roadmap for popularizing English
At the meeting, the Prime Minister also commented on the Politburo’s draft Resolution on modernization and breakthroughs in education and training development. He emphasized the need for a talent training program, building a team of teachers, investing in infrastructure, and having solutions for equitable access to education, especially in remote areas.
The Government leader proposed to build a roadmap to popularize foreign languages for high school students, in which English is the focus, along with cultural, artistic, aesthetic and physical education to comprehensively develop students' abilities. Vocational education needs to be divided into training streams, improving skills to serve domestic needs and labor export. University and postgraduate education must focus on two breakthroughs: quality and scale, while promoting autonomy, re-planning the school system and training in emerging industries.

According to the draft project, the resolution's orientation will focus on expanding equitable access to education; improving the quality of comprehensive education; modernizing higher education; developing high-quality human resources and technological talents; and promoting research and innovation.
The resolution outlines a series of breakthrough solutions such as: innovating state management, unleashing creative potential; reforming financial mechanisms, improving the efficiency of budget use and socializing investment in education; modernizing facilities; comprehensive digital transformation; popularizing English, digital technology and artificial intelligence; developing highly skilled human resources associated with science, technology and innovation.
The Prime Minister noted that ministries and branches fully absorb comments and continue to seek opinions from relevant entities to complete the project, report and action program, ensuring quality and progress for submission to the Politburo for consideration and approval.
