Previously, on the afternoon of May 8, Deputy Prime Minister Tran Hong Ha chaired a meeting of the Working Group to deploy investment in the road connecting Gia Binh airport with Hanoi capital and build a logistics center in the Gia Binh airport area.
According to the report of the Ministry of Public Security, Gia Binh airport, Bac Ninh province, started construction in December 2024; is a specialized airport, level 3C; serves the training and combat readiness missions of the People's Public Security Air Force, reserves for flight operations of the Air Defense - Air Force, reserves for airports and airfields in the region in case of emergency; orients to ensure the operation of special flights serving leaders of the Party, State, international politicians; and transports goods and passengers when required and qualified.

After that, the Ministry of Construction adjusted the Gia Binh International Airport Planning for the period 2021-2030, with a vision to 2050. On that basis, the Ministry of Public Security proposed adjusting the investment policy to build Gia Binh airport specialized for security and defense purposes into Gia Binh International Airport level 4E for shared civil - security and defense purposes; with the goal of reducing the load on Noi Bai Airport in transporting goods and passengers, meeting the requirements of socio-economic development, ensuring national defense and security.
According to the report of Hanoi City and Bac Ninh Province, the route connecting Gia Binh Airport with Hanoi Capital has a length of about 45.6 km; of which the section through Hanoi City is 14 km, the section through Bac Ninh Province is about 31.6 km; the cross-section is 120 m, equivalent to 10 lanes; the total investment is about 40,300 billion VND. The total area for site clearance of the route is expected to be about 585.5 hectares.

Hanoi City and Bac Ninh Province proposed to divide the project into two component projects corresponding to the routes in the two localities; investment under the public-private partnership (PPP) and build-transfer (BT) contracts.
After listening to the reports, opinions and concluding remarks, Prime Minister Pham Minh Chinh welcomed the Ministry of Public Security with its development mindset, proactively proposing and all opinions at the meeting agreed with the policy of upgrading Gia Binh airport from level 3C to 4E, shifting from serving mainly security and defense to dual-use exploitation serving both defense and security and civil exploitation, socio-economic development, and at the same time building a logistics center in the airport area.

Opinions also agreed with the proposal to shift from public investment to public-private partnership in the construction of Gia Binh airport in the spirit of Resolution 68 of the Politburo on private economic development; agencies select qualified investors to implement public-private partnership, ensure national interests, prevent negativity, corruption, and waste; comply with current laws, if special mechanisms and policies are needed for rapid implementation that are not yet available in the law, propose and report to competent authorities.
Representatives of the agencies all affirmed that it is completely possible to ensure aviation safety in the operations of airports in the region. Regarding the route from Gia Binh airport to the center of Hanoi, Bac Ninh province and Hanoi city will deploy the routes according to their authority.

The Prime Minister stated that the construction of the Gia Binh 4E dual-use airport will supplement and support the overloaded Noi Bai airport with little room for expansion. This airport and the connecting route to the center of Hanoi will be built to a modern, synchronous, and spacious standard, contributing to relieving traffic congestion, creating a new landscape and appearance for the capital Hanoi and Bac Ninh province, and will be one of the major projects affirming the country's development, stature, and position in the new era.
Emphasizing that these are very important projects, the Prime Minister directed the Ministry of Public Security, Hanoi City, Bac Ninh Province, and relevant agencies to make efforts to complete the projects in time to serve foreign affairs activities at APEC 2027. The Prime Minister assigned the agencies to urgently develop a draft to submit to competent authorities on this content.
