Attending the Congress were Lieutenant General Le Van Han, Vice President of the Central Committee of the Vietnam - Laos Friendship Association; Mr. Anousone Onsavath, Counselor of the Lao Embassy in Vietnam; Mr. Vu Duc Hanh, Chairman of the Union of Friendship Organizations of Thai Binh province and many members in the province.
Building a strong association and expanding the grassroots network
According to the report presented at the Congress, in the 2025-2030 term, the Association aims to establish associations in all remaining commune clusters, striving to increase the total number of members to over 2,000. Along with that, the Association will continue to promote sponsorship activities, supporting Lao students with difficult circumstances studying at Thai Binh University of Medicine and Pharmacy, contributing to fostering the special friendship between the two nations.
The Association also determined the direction of close coordination with the Provincial Union of Friendship Organizations, proposed to the Department of Foreign Affairs to advise the provincial leaders to strengthen cooperation between Thai Binh province and Xayaburi province (Laos), bringing the twinning relationship between the two localities into depth, practicality and effectiveness.
Member associations will proactively develop plans to organize and develop commune and inter-commune branches to adapt to the arrangement and reorganization of administrative units at all levels, thereby maintaining and strengthening the Association's organization after streamlining the apparatus.

The Congress elected an Executive Committee of 14 members. Mr. Le Huu Thuan was elected as Chairman of the Association for the 2025-2030 term. Mr. Nguyen Duc Hanh, former Chairman of the Association for the 2020-2025 term, was appointed Honorary Chairman.
The Congress awarded Certificates of Merit from the President of the Central Committee of the Vietnam - Laos Friendship Association to 2 groups and 3 individuals; Certificates of Merit from the Chairman of the People's Committee of Thai Binh province to 2 individuals with outstanding achievements in the Association's work; Certificates of Merit from the Union of Friendship Organizations of Thai Binh province to 3 groups and 7 individuals with outstanding achievements in people's foreign affairs.
Focus on developing young members
Speaking at the Congress, Lieutenant General Le Van Han, Vice President of the Central Committee of the Vietnam - Laos Friendship Association, sent congratulations to the Congress from Mr. Nguyen Dac Vinh, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Culture and Social Affairs, President of the Central Committee of the Vietnam - Laos Friendship Association.

Regarding the direction in the new term, Lieutenant General Le Van Han suggested that the Association focus on implementing 6 key groups of tasks, including: Strengthening propaganda andeducation among the people, especially the young generation, about the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos. Effectively organizing activities to celebrate major holidays and important events of the two countries. Promoting gratitude, charity and support activities for Lao friends, especially in the fields of education and humanitarianism. Enhancing the role of a bridge in cooperation in training human resources for Laos, expanding people-to-people exchange activities; providing practical support for Lao students studying in Vietnam. Developing the Association and its members, especially young members.
He emphasized that the new Executive Committee needs to thoroughly grasp the foreign policy of the Party and State and the high-level agreements between the two Parties and the two States of Vietnam and Laos; thereby flexibly and creatively applying them in implementing people-to-people foreign affairs activities in accordance with the characteristics and conditions of the locality. The Central Committee of the Vietnam - Laos Friendship Association will closely coordinate in exchanging information, sharing experiences and grasping the situation of the Association's work to support the Association in successfully completing its assigned tasks.

At the Congress, Mr. Vu Duc Hanh, Chairman of the Union of Friendship Organizations of Thai Binh Province, suggested that the Association pay attention to building a successor force, expanding membership to young people and young cadres working in agencies and units in the province. This is the core force contributing to continuing and promoting the traditional friendship between the two countries.
In his congratulatory speech at the Congress, Mr. Anousone Onsavath, Counselor of the Lao Embassy in Vietnam, expressed his deep gratitude to former Vietnamese experts and volunteer soldiers who had helped the Lao revolution. He highly appreciated the attention and support of the Thai Binh provincial leaders and the Association for Lao students studying in the locality.
He suggested that the Association continue to promote propaganda among the people, especially the younger generation, about the great sacrifices of previous generations and the special friendship between the two nations. At the same time, it should strengthen coordination with Laos-Vietnam friendship organizations to fight against false arguments and plots to divide the relationship between the two countries. The Lao Embassy in Vietnam will always accompany and closely coordinate with the Association in upcoming activities.
