On October 31, Deputy Prime Minister Tran Hong Ha, on behalf of the Prime Minister, signed an official dispatch to the Chairmen of the People's Committees of Quang Tri, Hue, Da Nang and Quang Ngai provinces; and the Ministers of Public Security , Finance, Health, Agriculture and Environment on urgent support for localities to overcome the consequences of floods.
According to the dispatch, due to the influence of storm circulation No. 12 combined with cold air and high-altitude easterly winds, in the Central region, there was an especially heavy rain and flood, causing heavy damage to people and property. Many households were isolated and at risk of hunger after many days of flooding and traffic disruption.

To ensure people's livelihood and prevent food shortages, the Prime Minister requested the Minister of Finance , within his authority, to issue rice to people in flood-affected areas as requested by the People's Committee of Quang Ngai province and other localities. This must be completed and the results reported to the Prime Minister by October 31.
The Ministry of National Defense directed Military Region IV, Military Region V and relevant agencies and units to immediately process requests for dry food support from localities (in which, Quang Ngai province requested support of 2 tons of dry food), to be completed by October 31.
The Ministry of National Defense and the Ministry of Public Security directed the arrangement of vehicles and forces to support localities in receiving, transporting, and distributing rice and dry food to people in need of relief.
The Minister of Health, within his authority, directs the immediate handling of the provision of medical drugs and chemicals to treat water sources and the environment after the flood (Cloramin B, Aquatabs...) as requested by localities (in which, Quang Ngai province requested to provide 100 medical drug bases, 5 tons of Cloramin B, 50,000 Aquatabs tablets; Hue city requested to provide 10 tons of Cloramin B, 20 tons of benkocid chemicals). This work must be completed no later than November 1 and reported to the Prime Minister.

The Minister of Agriculture and Environment promptly directed the handling of chemical support for water treatment, environment, disease prevention and control for livestock and poultry according to his authority... The Prime Minister also directed the Ministry of Agriculture and Environment to support plant and animal varieties to restore production after the flood (in which, Hue City requested support of 2 tons of vegetable seeds, 5 tons of corn seeds; 50,000 doses of foot-and-mouth disease vaccine; 2 million doses of avian influenza vaccine).
The Prime Minister requested the Chairmen of the People's Committees of the provinces and cities of Quang Tri, Hue, Da Nang, and Quang Ngai to coordinate with the Ministries to receive and distribute rice, dry food, and supplies to support households, to prevent people from going hungry, and to prevent disease outbreaks after floods.
