The Prime Minister has just issued an official dispatch on ensuring the staffing of preschool and general education teachers.

Accordingly, the Prime Minister requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review and urge the recruitment of teachers in localities to ensure that all assigned positions are recruited. Along with that, continue to review and propose to competent authorities to supplement the number of preschool and general education teachers that are lacking compared to the prescribed norms of the education sector.

Research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring 2 teaching sessions/day; do not let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting students' learning.

The Prime Minister also requested the Ministry of Home Affairs to inspect and urge localities to recruit teachers according to the assigned payroll, overcome the surplus and shortage of teachers ineducational institutions, and ensure the principle of "where there are students, there must be teachers in the classroom" but must be suitable to local realities and effective in arrangement.

People's Committees of provinces and centrally run cities need to proactively review, arrange, and regulate preschool and general education teachers among educational institutions in the area to overcome the local surplus and shortage of teachers; increase the number of seconded teachers, and teach in inter-school and inter-level schools.

Localities need to have synchronous and effective solutions to recruit the right and sufficient teachers according to the assigned number of positions. Absolutely do not let the situation of having positions but not recruiting happen. In case of teacher shortage, it is necessary to promptly sign teaching contracts according to regulations to supplement. At the same time, consider and prioritize recruiting or signing contracts with teachers who have taught under contracts at educational institutions, if they meet professional requirements and comply with regulations.

During the implementation process, if problems arise beyond their authority, localities need to proactively report and propose to competent authorities for consideration and resolution.

In addition, the locality needs to continue to develop and improve the quality of the teaching staff to meet the needs of implementing the new preschool and general education program. Research mechanisms and policies to attract teachers to work and stay long-term in the locality.
