The Prime Minister emphasized the urgent need to immediately overcome difficulties and shortcomings; comprehensively strengthen commune-level capacity; and ensure the two-level government apparatus operates smoothly and effectively in accordance with the spirit of the conclusions of the Politburo , the Secretariat and the direction of General Secretary To Lam.
Accordingly, ministries and branches must urgently review and evaluate the feasibility of decentralization, delegation of authority, and assignment of management authority; propose appropriate adjustment plans; and continue to review, supplement, and perfect the specialized legal system according to the motto "locality decides, locality acts, locality takes responsibility". The deadline for completion is no later than October 30.
Notably, the Prime Minister requested the ministries of Science and Technology, Construction, Culture, Sports and Tourism, Finance, Health, Agriculture and Environment, and Industry and Trade - where over 40% of administrative procedures are currently concentrated at the central level - to continue to promote decentralization and simplify administrative procedures, while ensuring resources for localities to effectively implement them.
People's Committees of provinces and cities are required to comprehensively assess the ability to enforce laws on decentralization and delegation of power in their localities; promptly adjust or propose competent authorities to amend and supplement legal documents to suit the reality and requirements of the Law on Organization of the Government and the Law on Organization of Local Government.
Localities must also proactively arrange sufficient resources, especially personnel suitable for job positions, to ensure effective implementation of functions and tasks in accordance with legal regulations on decentralization and delegation of power. The deadline for completion is October 2025.
