Implementing digital transformation on all three main pillars: Digital Government, Digital Economy and Digital Society, the province has synchronously deployed many solutions to raise awareness, develop digital infrastructure, digital data, deploy online public services and information systems to serve people and businesses. In addition, the province closely coordinates with digital transformation service providers to implement digital infrastructure investment projects, improve the ability to synthesize, standardize and share data, analyze and process information using digital technology, effectively serving the direction and administration of the province in all economic and social fields.

Identifying digital transformation starting from thinking and awareness, the Provincial People's Committee directed departments, branches and localities to promote propaganda work, raise awareness of officials, people and businesses about digital transformation.
In the first 9 months of 2023, the Department of Information and Communications (MIC) organized a digital transformation human resource training course for 220 leaders, managers, and staff working in digital transformation consulting in departments, branches, and localities; 33 training courses for 2,000 officials, civil servants, and public employees on digital transformation knowledge and skills; coordinated with the National Digital Transformation Agency ( Ministry of Information and Communications ) to provide online digital transformation training on the OneTouch platform for about 10,000 people.
In addition, the province's digital transformation propaganda tool is also through channels such as the Vinh Phuc Province Digital Transformation Website; the Digital Transformation column of Vinh Phuc Newspaper; the Digital Transformation page of the Provincial Electronic Information and Communication Portal...
The province pays special attention to developing digital infrastructure. Currently, the province's electronic document system has been connected to the National Document Interconnection Axis, and the digital signature rate on the province's document management software has reached 99%.
By the end of September 2023, the province had issued digital certificates to 39 agencies and units with a total of nearly 2,300 digital certificates; registered to issue 99 PKI Sims to leaders of 22 agencies and units. In addition, VNPT Vinh Phuc and Viettel Vinh Phuc provided an additional 324 digital certificates to organizations, individuals and businesses in the province.
Up to now, the whole province has nearly 14,400 public digital signatures provided by VNPT Vinh Phuc and Viettel Vinh Phuc for people and businesses to use for digital signing, authentication, and electronic transactions.
The provincial reporting information system has been interconnected with the Government reporting system, establishing reporting regimes of units into the provincial reporting information system, contributing to increasing transparency and information accessibility of organizations, people, and businesses with State agencies.
On the other hand, to continuously monitor information security, the province has deployed a centralized information security event log and warning system using open source software, helping to prevent 100% of cases of hackers controlling and spreading malware and spam into the province's information system.
At the same time, appraise, approve and deploy information system security assurance plans for 23 information systems, maintain information security assurance according to the 4-layer model, share information on information system security monitoring to the National Cyber Security Monitoring Center; complete information security assessment for the province's administrative procedure settlement information system connected to the national population database.
To date, the province has had 59/68 information systems approved for information security level, reaching the target of 80%.
Currently, the province's administrative procedure information system has 1,865 public services, including 922 full online public services, 683 partial online public services and 262 other public services.
In addition, the province has integrated 1,287 online public services on the National Public Service Portal, including 753 fully online public services and 534 partially online public services.
The province's administrative procedure settlement information system currently has 474 administrative procedures requiring financial obligations, of which 429 administrative procedures have integrated online payment on the National Public Service Portal.
In the first 9 months of 2023 alone, the province successfully conducted more than 57,600 online payment transactions, with a total transaction amount of more than 4.7 billion VND. From June 1, 2023, all results of administrative procedure settlement on the province's administrative procedure settlement information system have been digitized.
Regarding the telecommunications service network system, the province currently has 5 telephone service providers and 5 Internet service providers with 3,000 BTS stations, 3G and 4G mobile network coverage reaching 100%, and the rate of households with broadband internet subscriptions reaching 90%.
The whole province currently has more than 519,000 level 2 electronic identification accounts and nearly 75,000 level 1 identification accounts, corresponding to 68% of adults having electronic identification accounts.
To achieve the goal of the province being in the top 10 leading provinces and cities in digital transformation by 2025, and in the immediate future, maintaining and rising to a high position in the provincial DTI rankings in 2023 and the following years, the Provincial Digital Transformation Steering Committee has set out the main key tasks and solutions in the coming time: expanding connections and sharing data with ministries and branches through the province's data integration and sharing platform (LGSP); perfecting the information system for handling administrative procedures, meeting the requirements of state agencies, people and businesses; connecting shared information systems, databases of departments, branches and localities with the Provincial Smart Monitoring and Operation Center...
In addition, the province requested the Ministry of Information and Communications to review, supplement, adjust or replace documents related to unit prices and norms for work contents in the field of information technology in accordance with the actual situation; guide and unify digital platform solutions deployed from the central to local levels, ensuring consistency and meeting state management requirements.
It is recommended that central agencies continue to support the province in deploying digital platforms as proposed, such as a platform to support remote medical examination and treatment consultation; a platform to synthesize, analyze data and survey, collect people's opinions; a platform to trace the origin of agricultural products, etc.
