US lawmakers have recently called on the Federal Bureau of Investigation (FBI) and the Department of Justice to investigate the case of 23 Chinese swimmers who tested positive for banned substances before the Tokyo 2021 Olympics but were still allowed to compete.

In a letter dated May 21, several U.S. lawmakers called for the use of the Rodchenkov Anti-Doping Act, enacted by President Donald Trump in 2020. This act allows for sanctions against individuals involved in international doping fraud schemes and requires compensation for victims. Republican Representative John Moolenaar and Democratic Representative Raja Krishnamoorthi argued that these scandals raise legal, ethical, and competition concerns, and therefore require a reassessment of the situation so that the U.S. and the international community can take appropriate action. The letter also addressed the World Anti-Doping Agency (WADA) handling of the case.
Last month, WADA confirmed that 23 Chinese swimmers tested positive for trimetazidine – a prescription heart medication that can enhance performance – before the Tokyo 2021 Olympics. However, these athletes were not punished after WADA accepted the explanation from Chinese officials that the results were due to a problem with the food at the hotel where the athletes were staying. WADA also requested an independent prosecutor to investigate the matter and release a report.
