Promoting the development of ethnic minority areas in Nam Nhun

Thanks to the drastic participation of the Party Committee, the government and the flexible implementation of the National Target Programs, Nam Nhun district (Lai Chau province) is undergoing many positive changes. Appropriate livelihood models have helped people, especially ethnic minorities, escape poverty and stabilize their lives.

Efficiency from specific models

Nam Nhun district currently has 15 villages inhabited by Mang ethnic people, with more than 650 households and more than 3,100 people, concentrated in the communes of Hua Bum, Nam Ban, Trung Chai, Nam Pi and Nam Hang. This is one of the ethnic groups that still faces many difficulties, with uneven educational levels and backward farming practices...

However, thanks to the synchronous implementation of poverty reduction programs - especially the diversification of livelihoods, the effective integration of policies to support ethnic minorities - the appearance of the Mang villages has now changed a lot. Backward customs, the mentality of waiting and relying on others have been gradually pushed back. People have proactively approached and applied new techniques, and boldly invested in economic development.

As one of the typical households, Ms. Lo Thi Hoat in Nam Pi village, Nam Pi commune shared: “My family received pig breed support from the Sub-project on socio-economic development for ethnic minorities in particular difficulty. After receiving technical guidance, my family's pig herd has now increased to more than 200 pigs. We sell two batches each year, earning more than 200 million VND. Now my family has not only escaped poverty but also has the conditions to take care of our children's education...”.

Similarly, Ms. Lo Thi Toan's family, also in Nam Pi village, Nam Pi commune, has risen out of poverty thanks to the support of the state's livelihood models for ethnic minorities. Currently, Ms. Toan's family has more than 1,000m2 of passion fruit trees, combined with a concentrated livestock farming model, Ms. Toan's family is one of the first households in Nam Pi village to escape poverty. According to Ms. Toan, thanks to the state's support for seedlings, and the commune officials who directly came down to guide them on techniques, how to grow passion fruit, macadamia, how to raise buffaloes, pigs... the family has risen out of poverty, each year the income from livestock and farming is also hundreds of millions of VND, enough for the children to study and stabilize their lives.

According to Mr. Vu Van Than, Chairman of Nam Pi Commune People's Committee, the commune has two main ethnic groups, Mong and Mang, of which the Mang have a low economic starting point and a high poverty rate. The commune has surveyed and selected suitable plants and breeds such as cinnamon, passion fruit, black pigs, goats, cows, etc. to support the people. Specialized staff and organizations are assigned to closely monitor and guide each model to bring about practical results.

The concentrated indigenous pig farming model brings economic efficiency to the people of Le Loi commune.

Transformation thanks to national target programs

Thanks to flexible approaches, the poverty rate of ethnic minority households in Nam Pi commune has decreased from more than 70% in 2021 to 45% today. Along with that, economic and cultural exchange activities between the Mang ethnic group and other ethnic groups are increasingly promoted, contributing to eliminating inferiority complex, towards comprehensive and sustainable development.

Step by step, we will bring difficult areas up with our own strength.

The national target program is identified as an important driving force in implementing the socio-economic development goals of Nam Nhun district in the period of 2021-2025. Through the contents of supporting production and investing in essential infrastructure, the program has contributed to significantly improving living conditions, enhancing the quality of new rural construction criteria, ensuring social security and sustainable poverty reduction.

Mr. Dinh Van Xanh, Chairman of Nam Hang Commune People's Committee, commented: "The program has had a positive impact on all aspects of social life, promoting the strength of national solidarity, stabilizing political security and social order and safety. This is a correct policy, of special significance for ethnic minority areas."

In the period of 2021-2025, Nam Nhun district has been allocated more than 898 billion VND from national target programs for investment and support for people to diversify their livelihood models. Of which, more than 137 billion VND of career capital has been disbursed, focusing on supporting the construction of livelihood models and increasing people's income. To date, the average income of poor households in the area has reached 37 million VND/person/year, an increase of 1.5 times compared to 2020; it is expected to reach 39 million VND/person/year by the end of 2025. The rate of poor and near-poor households has decreased by an average of nearly 5% per year.

Diversifying livelihood models helps people gradually contribute to improving disadvantaged areas.

According to Mr. Nguyen Van Giap, Vice Chairman of Nam Nhun District People's Committee, in order to effectively implement national target programs, the district has calculated and found policies suitable to local conditions; selected the right support content; provided focused and key support; guided people, helped them promote their inherent internal strength, combined with external strength to focus on developing the family economy. At the same time, promote the pioneering and exemplary role of cadres and party members, especially village and hamlet cadres, prestigious people in mobilizing and propagating to help people. Thereby helping people change their awareness, arouse their initiative, creativity, and self-awareness to change themselves, change their way of thinking and doing.

With synchronous and systematic efforts, the poverty reduction program in Nam Nhun not only helps people "fill their stomachs" but also gradually "enlighten their minds", step by step bringing the disadvantaged area up with its own internal strength.
