Specifically, promulgating the President's Order on the National Assembly 's Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, the Law on Organization of Local Government (amended); the Ordinance amending and supplementing Article 10 of the Population Ordinance approved by the National Assembly and the Standing Committee of the 15th National Assembly.
At the press conference, Vice Chairman of the Committee for Law and Justice Nguyen Phuong Thuy stated that in the context of Vietnam entering a new era - the era of striving to develop richly and prosperously for the nation under the leadership of the Party, there is an urgent need to amend and supplement a number of articles of the 2013 Constitution to create a constitutional basis for the implementation of the task of arranging and streamlining the apparatus of the political system and perfecting the model of organizing two-level local governments in the direction of being closer to the people, serving the people better. At the same time, it opens up a new situation, promoting the sustainable development of the country.
The Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam consists of 2 articles, of which Article 1 amends and supplements 5/120 articles of the Constitution (including Article 9, Article 10, Clause 1, Article 84, Article 110 and Article 111); Article 2 stipulates the effective date and transitional provisions.

Specifically, amend and supplement regulations on the Vietnam Fatherland Front and socio-political organizations; amend and supplement regulations on the Vietnam Trade Union; the right to submit draft laws and ordinances of socio-political organizations; regulations on the organization of administrative units, regulations on local governments.
Article 2 of the Resolution stipulates the effective date, termination of operations of district-level administrative units and transitional provisions to create a legal basis for the consolidation of the organizational apparatus of agencies during the 2025 provincial and commune-level administrative unit reorganization and the consolidation of the organizational apparatus of the People's Council and People's Committee for the 2021-2026 term when there are no more district-level administrative units, ensuring that agencies operate smoothly and synchronously after the reorganization.
Vice Chairman of the Committee on Justice and Law Nguyen Phuong Thuy emphasized, “The Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, approved by the National Assembly with 100% approval from the delegates present, marked the beginning of a profound institutional reform, demonstrating revolutionary innovation in the organization of the political system and national governance, and is the constitutional basis for the successful implementation of the Party and State's policy on streamlining the apparatus of the political system, creating the foundation for building a strong, prosperous Vietnam with happy and peaceful people.”
Introducing the Law on Organization of Local Government in 2025, Deputy Minister of Home Affairs Truong Hai Long stated that the Law was approved by 100% of the National Assembly delegates present and demonstrated innovative thinking towards modern local governance, creating development, removing "bottlenecks", and unlocking resources to meet the goal of rapid and sustainable growth of localities in particular and the whole country in general in the new era of the country.
Deputy Minister of Home Affairs Truong Hai Long affirmed that "the National Assembly's passing of the Law has great historical significance, creating a solid legal foundation for the organization of administrative units and the two-level local government model, which is organized for the first time in our country."
The Law consists of 7 chapters and 54 articles, establishing administrative units and a two-level local government organization model. The provincial level includes provinces and centrally-run cities; the communal level includes communes, wards, and special zones directly under the provincial level.
Accordingly, the demarcation of administrative units and the organization of two-level local governments will be implemented uniformly throughout the country, while establishing a complete legal basis for the local government model in the special zone, perfecting regulations on principles of organization and operation of local governments to ensure streamlining, efficiency, effectiveness, efficiency, closeness to the people, better serving the people, thoroughly implementing the principle of "local decision, local action, local responsibility", promoting the proactiveness, creativity, autonomy, and self-responsibility of local governments. At the same time, ensuring the promotion of information technology application and digital transformation in the organization and operation of local governments.
The Law also defines authority, decentralization, and delegation; clearly stipulates the tasks and powers of local authorities; and the organization and operation of local authorities.
The Deputy Minister of Home Affairs emphasized that the transformation of the three-tier local government model into a two-tier one is an important and historic reform step. To ensure continuity, smoothness and stability in this transformation process, the Law has provided comprehensive and comprehensive provisions, taking into account issues that may arise in practice, from the organization of the apparatus, personnel to administrative procedures and operating mechanisms.
In particular, to promptly handle arising and unexpected situations that are not yet covered by legal provisions, the Law has established a flexible and proactive mechanism that allows the National Assembly Standing Committee, the Government, the Prime Minister, Ministers, Heads of ministerial-level agencies, People's Councils, and People's Committees at the provincial level to be responsible for reviewing and issuing documents or authorizing the issuance of documents to resolve issues arising when organizing local governments at the provincial and communal levels according to the provisions of this Law.
The Ordinance amending and supplementing Article 10 of the Ordinance on Population was approved by the Standing Committee of the National Assembly at the 46th Session and took effect from June 3, 2025. Deputy Minister of Health Nguyen Thi Lien Huong emphasized that the amendment aims to overcome the disparity in fertility rates between regions and subjects, avoiding a birth rate that is too low, not reaching the replacement level, which could negatively affect the sustainable development of the economy, society, security and national defense in the future. The amendment of the regulations on the number of children is one of the contents aimed at maintaining the replacement level of fertility, avoiding a further decline in fertility in the future.
