10th National Assembly Session: Summarizing the President's work during the 2021-2026 term

The President's working results during the 2021-2026 term have contributed to enhancing Vietnam's prestige, position and image in the international arena, creating a peaceful, stable and developing environment for the country.

According to the agenda of the 10th Session of the 15th National Assembly , on the afternoon of October 20, President Luong Cuong presented a report summarizing the work of the President's term 2021-2026.

Timely and effectively handle many important issues that arise

The President's report clearly stated that in the 2021-2026 term, the world and regional situation will fluctuate in a complex and unpredictable manner. Domestically, in addition to opportunities and advantages, there will also be many difficulties and challenges; including many unprecedented issues; this is a term with many fluctuations and changes in organization, apparatus, and personnel at all levels from the central to local levels, including the personnel of the President.

In that context, the President has closely coordinated with agencies in the political system, making efforts to effectively perform tasks and powers as prescribed by the Constitution, laws and tasks assigned by the Party; actively contributing with the entire Party, people and army to promote the strength of great solidarity, successfully implementing the Resolution of the 13th National Party Congress, bringing the country firmly into a new era - an era of strong development, prosperity and happiness of the Vietnamese people.

Regarding the work of building the Party and the political system, and building the socialist rule-of-law State of Vietnam, the President, together with key leaders, the Politburo, the Secretariat, and the Central Executive Committee, seriously implemented the entire-term and annual work programs; resolutely directed and organized the implementation of the Resolution of the 13th National Party Congress; the resolutions, directives, and conclusions of the Central Executive Committee, the Politburo, and the Secretariat; decided on important and correct domestic and foreign policies and guidelines; promptly and effectively handled many important issues arising in practice.

The President has chaired and directed the relevant agencies to organize the development of a number of large and very important projects to submit to the Central Committee, and together with the Politburo, directed the development and implementation of many important resolutions; especially, together with the Politburo, the Secretariat, and the Central Executive Committee, led and resolutely directed the arrangement and reorganization of administrative units and the construction of a 2-level local government model in the spirit of Resolution 18-NQ/TW of the Central Committee.

Regarding the tasks and powers related to the legislative field, the President signed the Order promulgating the Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution, creating an important constitutional basis for streamlining the organizational apparatus of the political system; signed the Order promulgating 99 laws and 7 ordinances, contributing to removing difficulties and obstacles in institutions, and unlocking resources for national development.

In his duties and powers related to the executive sector, the President always pays close attention to the situation in all aspects of the country, especially the people's lives; regularly goes to the grassroots, visits and works in many localities to grasp the practical situation, directly inspects, directs, and suggests solutions to carry out local tasks; visits and encourages people with meritorious services to the revolution, compatriots in remote, border, island areas, and areas affected by natural disasters and epidemics; seriously and responsibly implements the signing of international treaties, contributing to creating a solid legal basis, effectively serving economic and social development, national defense, security and foreign affairs.

The President submitted to the National Assembly for consideration and decision to ratify the UK's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); authorized the negotiation, signing, ratification, amendment and extension of 85 international treaties on credit cooperation and 46 international treaties on mutual judicial assistance in criminal and civil matters and other areas of cooperation.

At the same time, regularly pay attention to, direct innovation and improve the quality of commendation work; resolve backlogs and problems, especially commendation of resistance achievements; direct timely commendation of collectives.

Regarding the duties and powers related to the judicial sector, in his capacity as Head of the Central Steering Committee for Judicial Reform, the President chaired the Steering Committee's meetings; directed the implementation of judicial reform tasks; directed judicial agencies to reorganize and perfect the apparatus; summarized the judicial reform work for the 2021-2026 term; continued to improve the effectiveness and efficiency of judicial work, contributing to building a professional, modern, fair, strict, honest, serving-the-Fatherland and-the-people judiciary.

In addition, the President has closely directed the implementation of the 2018 Amnesty Law.

Chairing discussions on strategic issues on national defense and security

In his capacity as Chairman of the National Defense and Security Council and Commander-in-Chief of the People's Armed Forces, the President chaired the Council's meetings, discussing important and strategically significant contents and topics related to Vietnam's defense, security, and foreign affairs.

During his term, the President made many visits to inspect training and combat readiness in key units, locations, border areas, and islands; visited and encouraged officers and soldiers who had achieved feats and excellent achievements in performing their duties.

Pursuant to the resolutions of the Politburo and the Secretariat, and based on legal provisions, the President signed decisions to promote military ranks and raise salaries of generals for officers of the People's Army and officers of the People's Public Security.

In particular, the President always pays attention to consolidating and promoting the strength of great national unity in the cause of innovation and international integration; effectively implements the Regulations on coordination of work between the President and the Presidium of the Central Committee of the Vietnam Fatherland Front; cares for, visits and encourages people of all walks of life.

During difficult times due to natural disasters and epidemics, the President promptly shared and accompanied the people, directly visited and supported people in many localities severely affected by natural disasters and epidemics.

In the context of the rapidly evolving and complicated international and regional situation, implementing the Party's policies and guidelines, the President has proactively, flexibly and effectively deployed foreign affairs, making an important contribution to the successful implementation of the Party and State's foreign policy.

During his term, the President visited 20 countries; attended 11 international conferences and forums; received and held talks with 32 delegations of heads of state and leaders of countries visiting Vietnam... Thereby, contributing to deepening substantive relations with countries, especially neighboring countries, major countries, and traditional friends.

Many important milestones have been established, opening up a new stage of development in friendly relations and cooperation with other countries.

Multilateral diplomacy has been upgraded, shifting from active participation to proactive contribution in many regional and international cooperation mechanisms, clearly demonstrating Vietnam's role as a friend, a reliable partner and an active, responsible member of the international community.

These results have contributed to enhancing Vietnam's prestige, position and image in the international arena, creating a peaceful and stable environment for national construction and development.

Besides the advantages, within the scope of assigned tasks and powers, with the responsibility entrusted by the Party, National Assembly and people, the President is responsible for the limitations, shortcomings and problems of the country during the past term.

Due to many changes in the President's personnel, the activities of the Central Steering Committee for Judicial Reform are sometimes interrupted, irregular, and not continuous.

Five lessons learned and key directions and tasks for the coming time

According to President Luong Cuong, based on the results achieved during the term, one of the lessons learned is to always strictly follow the Party's leadership; properly perform the functions, tasks and powers of the President according to the provisions of the Constitution, laws and the Party's assignment; be resolute and closely follow the leadership and direction with new thinking, new ways of doing things, suitable to the practical situation.

Along with that is the strengthening of close and effective coordination between the President and the National Assembly, the National Assembly Standing Committee, the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, central and local ministries, branches and sectors to well perform the tasks and powers of the President; promote the people's mastery, respect the people, be close to the people, wholeheartedly serve the people; promote the highest tradition of patriotism and the strength of great national unity in building and firmly defending the socialist Vietnamese Fatherland.

The President emphasized the need to consistently implement the Party's defense, security and foreign affairs policies, ensuring the highest national interests; resolutely and persistently defend the independence, sovereignty, unity and territorial integrity of the Fatherland, maintain a peaceful and stable environment for national construction and development; build and preserve the prestige and image of the head of State, representing the Socialist Republic of Vietnam in domestic and foreign affairs, truly being a symbol of the spirit and strength of the great unity bloc, the will of national self-reliance and self-reliance, and the pure spirit of international solidarity of the Vietnamese people.

Regarding the key directions and tasks in the coming time, the President said that he and his comrades in the Central Executive Committee, the Politburo, and the Secretariat will focus on leading and directing the completion of documents to be submitted to the 14th National Party Congress, proactively and effectively implementing the Resolution when it is passed by the Congress; continue to closely coordinate with the National Assembly, the National Assembly Standing Committee, the Government, the Presidium of the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, central and local ministries, branches and sectors in performing the duties of the President.

According to the assigned duties, tasks and powers, the President continues to direct the relevant agencies to implement Resolution No. 27-NQ/TW of the 13th Central Executive Committee; promptly remove difficulties and obstacles, arouse and promote all potentials and resources, create new momentum for the country's rapid and sustainable development; promote judicial reform, build a professional, modern, fair, honest judiciary, serving the Fatherland and the people; continue to promote foreign affairs activities and deep and comprehensive international integration, contributing to consolidating and enhancing Vietnam's position and prestige in the international arena.

At the same time, strengthen national defense and security potential; focus on building a revolutionary, disciplined, elite, and modern People's Army and People's Public Security force; capable of firmly protecting the independence, sovereignty, unity, and territorial integrity, the sacred seas and islands of the Fatherland in the new period; maintain political stability, a peaceful and stable environment for national development.

Regularly take care to consolidate and promote the strength of the great national unity bloc, under the leadership of the Party; promote the active role of social forces, religious organizations, ethnic communities, intellectuals, and our compatriots abroad, proactively participating in contributing to the cause of building and defending the Fatherland.

Focus on directing the building and improving the quality of operations of the Office of the President, better meeting the requirements and tasks in the new situation./.
