Boosting growth in the second quarter and the last months of 2025

“Departments, sectors, branches and localities focus on drastically implementing key tasks and solutions, building specific and detailed solutions for growth scenarios for each sector and field, ensuring the overall growth target of 8% in 2025 is achieved”. That was the direction of comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the meeting to assess the growth of gross domestic product (GRDP) in the first quarter, discuss tasks and solutions to manage the growth scenario in the second quarter and the last months of 2025, which took place on the afternoon of April 24. Attending were comrade Nguyen Bich Ngoc, member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; comrade Hoang Van Thach, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; and representatives of leaders of a number of departments and branches.

In the first quarter, the total product in the area (GRDP) is estimated to increase by 6.01%; ranked 55/63 provinces and cities nationwide, ranked 12/14 provinces in the Northern midland and mountainous region, achieving the highest growth rate compared to the first quarter of the years in the period 2020 - 2025. All three sectors of agriculture, forestry and fishery, industry - construction , and services received many good signals, flourished, and grew positively.

According to the assessment, the first quarter growth rate was 0.87 percentage points lower than the scenario. After reviewing and evaluating, the Department of Finance proposed a plan to adjust the growth scenario for 2025, in which the growth rate of the agriculture, forestry and fishery sector remained unchanged at 3.3%. The industrial and construction sector increased from 11.91% to 12.97%, an increase of 1.06% compared to the initial scenario. The service sector decreased from 8.5% to 8.24%, and product taxes minus product subsidies decreased from 8.6% to 7.75%. The target for the second quarter's gross domestic product growth is to strive for about 8.52%.

Delegates discussed, analyzed and evaluated the growth results of the first quarter; gave opinions on the adjustment plan for the growth scenario; proposed solutions to manage the growth scenario of the second quarter and the following months. In particular, promoting increased revenue from land use and assets attached to land; focusing on implementing solutions for site clearance for key projects being implemented in the province; accelerating the completion of the Dong Dang - Tra Linh Expressway Project; continuing to remove difficulties and speed up the implementation of projects related to hydropower. For the tourism sector, continuing to promote breakthroughs in tourism development, bringing Cao Bang tourism to develop rapidly and strongly, enhancing tourism promotion, diversifying tourism development, developing green tourism...

Concluding the meeting, Comrade Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that with the target of 8% growth in the province in 2025, departments, branches and localities need to determine that no matter how difficult it is, they must be determined to strive to complete the set targets, focus on drastically implementing key tasks and solutions, and develop specific and detailed solutions for growth scenarios for each industry and each field. The Department of Finance and the General Statistics Office coordinate with units to review, recalculate, and forecast in detail and specifically the targets of each industry and each field. On that basis, put forward fundamental, breakthrough and creative solutions, and assign specific tasks to units in accordance with the practical situation. Specialized agencies monitor and closely follow the implementation of the province's growth target, promptly report to the Provincial People's Committee on reasonable management plans and solutions. Closely monitor the disbursement of public investment capital in the province. Investors must have a commitment and develop a disbursement schedule for each project to promote and ensure the disbursement rate of public investment capital reaches 100%.

In the process of implementing the policy of arranging administrative units and building a model of organizing a two-level local government, specialized agencies must advise and agree on plans and plans to form regional management organizations; provide specific instructions for localities to establish models at the commune level. Based on the list of investment attraction projects according to the planning, proactively develop plans and organize to invite businesses operating in that field, in order to attract new investment. Actively dialogue and work directly with businesses, promote the implementation of programs and policies to support businesses, especially small and medium-sized enterprises, in order to create favorable conditions for the development of the private economy ... Thereby, in order to ensure the growth target of 8% in 2025 in the province in particular, and the leadership, operation and management of the local socio-economy in general.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also requested departments, branches and localities to speed up the implementation and disbursement of investment capital; review each public investment project, focus on removing difficulties, speeding up the disbursement progress, especially key projects in the province; strengthen investment promotion, attract enterprises to invest in new projects in the province; deploy the work of arranging the organization and administrative units to ensure science, not affecting or interrupting the implementation of socio-economic development tasks of the province. Departments and branches proactively review, evaluate, deploy, propose to deploy new, breakthrough and creative tasks and solutions to promote growth and development of sectors and fields.
