Production activities reflect the efforts of private enterprises in applying science and technology to improve efficiency and competitiveness.
In Thanh Hoa, the private enterprise sector plays an important role in the local economy , but most of them are still small and medium-sized, with outdated production technology and limited innovation capacity. In response to the need to transform the growth model from breadth to depth, promoting the application of science and technology in private enterprises is considered an inevitable and urgent direction.
The province currently has more than 21,000 operating enterprises, of which over 95% are small and medium-sized enterprises owned by the private sector. In recent years, a number of private enterprises have proactively invested in technological innovation, management and application of scientific advances in production to improve competitiveness. A typical example is Lam Son Mechanical Production and Trading Company Limited, which specializes in the production of molds and industrial components. Previously, most mold processing processes were performed manually or semi-automatically, resulting in long production times, low accuracy and high defect rates. Since 2022, the company has boldly invested tens of billions of VND to upgrade the entire new generation automatic CNC production line system, integrating modern 3D simulation software. Thanks to that, mold production time has been reduced from an average of 5 days to about 2 days, while technical errors have been reduced to less than 0.01mm. This not only improves productivity and product quality but also helps businesses be more proactive in meeting large orders with high technical requirements from partners inside and outside the province.
Not only investing in machinery, the company also focuses on training technical personnel. The company has sent many engineers to study CNC machine control programming and CAD/CAM design courses in Hanoi and Ho Chi Minh City, and invited foreign experts to provide direct guidance at the factory. Thanks to the thorough investment, the company's team of technicians has been able to proactively operate the production line, fine-tune the software and propose improvements to the production process suitable for each type of product, helping the company maintain its reputation and expand its market share to neighboring provinces such as Nghe An, Ninh Binh, Ha Tinh, etc.
However, compared to the development requirements and the national average, the level of application of science and technology in private enterprises in Thanh Hoa is still low. According to a survey by the Department of Science and Technology (DOST), only about 22% of private enterprises have researched and innovated technology in the last 3 years, the majority of the rest mainly maintain old production lines or transfer technology from foreign partners without really grasping the core technology. Many enterprises still have a "fear of investment" mentality, are wary of risks, lack highly qualified human resources to deploy new technology, or cannot access long-term capital with suitable interest rates.
One of the main reasons why the application of science and technology in private enterprises is not strong is the lack of a mechanism to connect scientists with enterprises. The technology transfer model from institutes and schools to enterprises is still fragmented, not forming a complete research - application - commercialization chain. Meanwhile, although policies to encourage innovation have been issued such as supporting 30% of funding for new product research, tax incentives for enterprises investing in science and technology..., in reality, many small enterprises are not qualified or lack information to access the policies.
Faced with this situation, Thanh Hoa province has issued many solutions to promote the application of science and technology in the private sector. Specifically, the Department of Science and Technology has developed and implemented the program "Technology innovation in enterprises in the period of 2021-2025" with a focus on supporting enterprises in establishing intellectual property rights, developing quality standards, evaluating technology, and participating in seminars connecting experts and enterprises. The Department's centers for applying science and technology advances have also promoted their intermediary role, introducing new technologies from schools and institutes to enterprises in need.
From a business perspective, some business owners in Thanh Hoa have also proactively sought out technology on digital platforms, participating in national technology fairs to update new trends. Mr. Nguyen Van Hieu, director of a startup in the mechanical field in Thanh Hoa, said: “We do not have much capital, so we take advantage of platforms such as Techmart, the national technology market to access solutions suitable for small and medium-sized enterprises. Thanks to that, we have successfully applied some 3D modeling design technologies for production at a cost of only 30% compared to imports.”
To promote the application of science and technology in the private enterprise sector, it is necessary to continue to improve the institutions supporting innovation, especially removing barriers in capital access procedures and preferential policies for small enterprises. In addition, it is necessary to have a mechanism for ordering research that closely meets the practical needs of enterprises, while at the same time forming a network of professional technology consultants and brokers in the locality. The leading role of large enterprises in the province is also very important, because they can be the "locomotive" to spread technology and quality standards in the supply chain.
