Implementing social security coverage goals after restructuring the social insurance apparatus

Accordingly, the document stated that in recent years, with the attention and direction of Party committees and authorities at all levels, especially the leadership and direction of the Secretary and Chairman of the People's Committees of provinces and centrally-run cities, the implementation of social insurance and health insurance policies and regimes according to Resolution No. 20-NQ/TW, Resolution No. 28-NQ/TW, Resolution No. 42-NQ/TW and annual Resolutions of the Government on key tasks and solutions to implement the socio -economic development plan and state budget estimates has achieved many positive results.

Minister of Finance Nguyen Van Thang, Chairman of the Social Insurance Management Board, chaired the regular meeting of the Social Insurance Management Board for the first quarter of 2025.

By the end of 2024, the number of social insurance participants will reach about 42.71% of the working-age workforce, an increase of 9.91% compared to December 31, 2020; the number of unemployment insurance participants will reach 34.18% of the working-age workforce, an increase of 7.15% compared to December 31, 2020; the number of health insurance participants will reach about 94.29% of the population, an increase of 3.32% compared to December 31, 2020; the rights of social insurance and health insurance participants will be guaranteed with management using modern information technology, simplified and convenient administrative procedures, etc., making an important contribution to ensuring social security and promoting the country's socio-economic development.

Implementing Resolution No. 18/NQ-TW dated October 25, 2017 of the Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient, and the concluding documents of the Central Steering Committee, the structure of Vietnam Social Security is a special unit under the Ministry of Finance. Accordingly, 63 provincial and centrally-run city Social Security agencies are reorganized into 35 regional Social Security agencies, 640 district-level Social Security agencies into 350 district-level Social Security agencies.

In order to promptly implement the tasks of Vietnam Social Security under the new organization right after the reorganization of the social security agencies at all levels, and at the same time, ensure the successful implementation of the targets of social insurance, health insurance, and unemployment insurance coverage in the Resolutions of the Party, the National Assembly and the Resolution of the Government in 2025 (about 45.1% of the working-age workforce participating in social insurance, about 35.1% of the working-age workforce participating in unemployment insurance, over 95.15% of the population participating in health insurance), the Ministry of Finance requests the Secretaries and Chairmen of the People's Committees of provinces and centrally run cities to continue to pay attention to leading and directing the good implementation of social insurance and health insurance policies in the localities.

Specifically, strengthen the propaganda, dissemination and education of laws on social insurance and health insurance, especially the new contents stipulated in the Social Insurance Law No. 41/2024/QH15, the Health Insurance Law No. 51/2014/QH15 so that cadres, party members, employers, employees and people clearly understand the necessity, role and benefits of social insurance and health insurance policies, create consensus and unity in implementation, promote participation in social insurance and health insurance, contributing to ensuring long-term and sustainable social security.

Based on the annual Resolutions of the Party and the Government, include the target of developing social insurance and health insurance participants in the Resolution of the People's Council on the annual socio-economic development tasks, each stage of each level according to the provisions of Resolution No. 102/NQ-CP and Resolution No. 69/NQ-CP on assigning targets for developing social insurance participants and Decision No. 546/QD-TTg on assigning targets for implementing health insurance coverage for the period 2022 - 2025. It is recommended that localities pay attention to leading and directing the full promulgation of support policies for people and workers to encourage participation in social insurance and health insurance; at the same time, develop plans, programs and solutions for effective implementation.

Directing the establishment and consolidation of the Steering Committee for the implementation of social insurance and health insurance policies at the provincial and communal levels; improving the quality and effectiveness of coordination between the Steering Committees at all levels; functional agencies and social insurance agencies in implementing solutions to develop participants, reduce late payment amounts and ensure full rights of employees and people participating in social insurance and health insurance with the simplest, most reformed procedures and in the fastest time; promoting inspection, examination and control work, associated with preventing and combating corruption and profiteering to optimize social insurance and health insurance funds.

Pay attention to and direct relevant departments, branches and sectors to coordinate with regional social insurance agencies to advise the People's Committees of provinces and cities to thoroughly resolve complicated and prolonged complaints and denunciations about social insurance, health insurance and unemployment insurance in the area; affecting security and order before, during and after the Party Congresses at all levels and the 14th National Party Congress in accordance with the direction of the Central Executive Committee in Official Dispatch No. 53-CV/TW dated September 17, 2024 and Conclusion No. 107-KL/TW dated December 24, 2024; coordinate with regional social insurance agencies and relevant agencies to synchronously deploy solutions to effectively manage and use the health insurance fund and estimate the cost of medical examination and treatment (KCB) for health insurance assigned; strengthen the work of advising the People's Committees at the provincial level to perform state management of health insurance through inspection, examination and handling of violations; have solutions to prevent abuse and profiteering of the health insurance fund; Inspect and examine health insurance medical facilities that do not adjust unreasonably high health insurance medical costs according to recommendations and warnings of social insurance agencies.

Directing health insurance facilities to provide adequate medicines, chemicals, and medical equipment to serve patients, not allowing patients to buy them themselves. Requiring health insurance facilities to perform health insurance, prescribe treatment in accordance with the treatment regimen, instructions, and technical procedures of the Ministry of Health; enhancing the application of information technology, digital transformation in health insurance activities, exploiting VssID and VneID applications when performing health insurance procedures; fully and accurately updating information on health insurance and transferring data to the Social Insurance agency according to regulations to serve health insurance management, create a national health database, build electronic health records, and timely appraisal and payment of health insurance costs. At the same time, directing health insurance facilities to proactively detect, review, inspect, and make appropriate adjustments to high health insurance costs according to warning recommendations of the Social Insurance agency.

Continue to promote the role of the Vietnam Fatherland Front and socio-political organizations at all levels in monitoring, social criticism and coordinating propaganda and mobilizing businesses, workers and people to properly implement policies and laws on social insurance and health insurance.

Directing regional Social Insurance Agencies and district-level Social Insurance Agencies to regularly report on the implementation of social insurance and health insurance work in localities so that Party committees and authorities at all levels can promptly lead and direct to ensure the successful implementation of assigned goals and tasks.

In the Official Dispatch, the Ministry of Finance also requested and hoped to continue receiving the attention, sharing and coordination of the Secretaries of Provincial and Municipal Party Committees and Chairmen of People's Committees of provinces and centrally-run cities in the leadership and direction of the implementation of financial and budgetary tasks in general and social insurance work in particular.
