
In order to effectively implement Directive No. 13/CT-TTg dated May 17, 2025 and Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in the new situation, the Department of Domestic Market Management and Development (Ministry of Industry and Trade) has just issued Plan No. 01/KH-TTTN to monitor, inspect, and handle the above violations.
Accordingly, the Department of Domestic Market Management and Development requires units to closely follow market developments, increase the collection and analysis of information on supply and demand, commodity prices, especially essential goods that are easily exploited for speculation and smuggling such as dairy products, modern medicines, functional foods, cosmetics, gasoline, sugar, tobacco, fertilizers, etc. Proactively detect unusual fluctuations and outstanding market issues, thereby having plans to monitor, inspect and handle them promptly.
The competent authorities of the Ministry of Industry and Trade also require units to monitor, inspect, control the market and strictly handle according to the provisions of law for essential goods on retail channels, unofficial agents, especially on e-commerce trading floors and social networks, where there are many potential risks of counterfeit goods, goods of unknown origin, poor quality goods, and goods that infringe intellectual property rights.
“Thoroughly apply information technology and digitalization in management, build a system to collect and share data and market information for common use throughout the market management force and connect with other functional agencies to promptly grasp and forecast the risk of smuggling and trade fraud, especially in the field of e-commerce,” the Plan clearly states.
In the management area, the Department of Domestic Market Management and Development requests the Market Management Sub-Department, as an advisory body to the Department of Industry and Trade, the People's Committees of provinces and cities, to immediately deploy monitoring and inspection activities in the management area; resolutely fight to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights nationwide.
In addition, the Department of Domestic Market Management and Development also noted that the Market Management Sub-Departments of provinces and cities closely coordinate with functional forces to organize interdisciplinary inspections, surprise inspections according to key areas and fields; regularly review and inspect the circulation stage, especially goods transported from the border, international airports to the domestic market; business locations; warehouses, wharves, goods gathering points, trade centers, supermarkets, wholesale markets, production facilities, and craft villages.
“The focus of the plan is to closely follow market developments, proactively review items at risk of being exploited for speculation and smuggling such as medicines, functional foods, cosmetics, gasoline, sugar, tobacco, fertilizers... In particular, acts of trading in counterfeit goods, goods of unknown origin, and goods that violate intellectual property rights on e-commerce platforms and social networks will be strictly inspected and handled,” the Plan emphasized.
Also according to this plan, the leaders of the Department of Domestic Market Management and Development will directly inspect and supervise key areas, demonstrating high determination in the direction and management work. All activities are aimed at the ultimate goal of protecting a healthy market, protecting consumer rights and promoting the sustainable development of the country's economy .
