Implementing 2-level administration in the industry and trade sector: 223 procedures cut, 100% digitalized

The Ministry of Industry and Trade has just reported on the review and assessment of the implementation of the 2-level decentralized local model under the state management tasks of the Ministry of Industry and Trade and upcoming tasks.

Regarding the results achieved, based on the assigned tasks, the Ministry has submitted to the Government for promulgation Decree No. 139/ND-CP and Decree No. 146/ND-CP dated June 12, 2025 on decentralization, delegation of authority, and assignment of authority in the field of industry and trade to implement the 2-level local government organization model. The total number of decentralized and delegated tasks to localities is 208 tasks/401 tasks requiring decentralization, accounting for 52%.

The Ministry has also promptly issued a Plan to implement the above two decrees and five circulars on decentralization, assignment of authority and documents guiding localities in implementing in the fields of industry and trade. At the same time, it has issued documents implementing the policies and conclusions of the Central Committee, the Politburo, the Secretariat, the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, the Government Party Committee, the Government, and the Prime Minister.

Regarding administrative procedure reform, the Ministry has completed the issuance of legal documents implementing the plan for decentralization, reduction, simplification and full publication and publicization of administrative procedures on the National Public Service Portal. Accordingly, the total number of administrative procedures that have been decentralized, reduced, and simplified is 223/486 (reaching a rate of 45.8%).

At the same time, complete and submit to the Prime Minister for approval the Plan to review, reduce and simplify 24.5% of investment and business conditions and 53% of administrative procedures related to business production activities of enterprises, exceeding the target assigned by the Government (30%) in Resolution No. 66 dated March 26, 2025.

Regarding digital transformation, currently 100% of eligible ministerial-level administrative procedures of the Ministry of Industry and Trade (112 administrative procedures) have been provided with full online public services. The rate of digitized records has reached 100%, of which 80 - 85% are records that have been completed in full (areas such as C/O issuance, chemical declaration, e-commerce website management, etc. have been completely digitized).

The Ministry also completed the uploading of important public services to the National Public Service Portal on time as prescribed, connected and shared data with the systems of the Government and ministries and branches, and focused on completing the technical infrastructure to serve the management work.

Actively coordinate with localities to resolve difficulties and obstacles through many solutions. Specifically: Organize specialized training for local officials; establish a working group headed by the Deputy Minister; set up a hotline to receive and handle 24/7 complaints; send documents requesting localities to report on the implementation of tasks and complaints.

The Ministry is also sending working groups to localities. It is expected that on July 30, 2025, the Minister of Industry and Trade will chair a conference with 34 directors of the Department of Industry and Trade to directly grasp and remove obstacles, ensuring effective operation under the two-tier government model.

In the coming time, the Ministry of Industry and Trade will continue to review and accurately identify legal documents affected by the restructuring of the apparatus, develop plans and roadmaps for handling legal documents; report and recommend to competent authorities to amend, supplement, replace, abolish, and promulgate legal documents affected by the restructuring of the apparatus. Ensure progress and completion time before March 1, 2027 in accordance with Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly on handling a number of issues related to the restructuring of the state apparatus.
