Decree 70/2025/ND-CP clearly stipulates that business households and individuals must use electronic invoices and payment devices that connect electronic data to tax authorities from June 1, 2025. This regulation aims to increase transparency, prevent tax losses, and create a fair, modern and sustainable business environment.
Economic experts say that putting business households on the roadmap to use electronic invoices and cash registers is an inevitable trend. Business households cannot be left out of the national digital transformation process. This is also a way for them to improve their management capacity, standardize data and gradually approach modern management, and cannot continue to do things the old way.
According to the tax authority, to date, more than 95% of large-scale enterprises and business households have used electronic invoices. However, the small-scale business household sector, especially in the food and beverage and retail sectors, is still not synchronized. The implementation of Decree 70 will be a boost for the tax management system to become increasingly transparent and effective.
Contribute to promoting transparency and combating tax evasion
According to lawyer James Phan, Director of Tax and Transaction Consulting, Mahata Company, Decree 70 is a strong legal step forward in perfecting the tax management framework for business households.
"The mandatory use of electronic invoices and cash registers helps ensure fairness in tax obligations. Previously, many business households had large revenues but did not declare them correctly, leading to budget losses. When regulations are properly implemented, both the State and the people benefit. The State increases revenue, while business households have their rights protected, easily access credit, and expand business activities. The important thing is that regulations need to be accompanied by appropriate roadmaps and effective support policies, so as not to put too much pressure on business households in a short period of time," said lawyer James Phan.
The implementation of Decree 70 is to concretize the major policy in Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and digital transformation. In particular, digital transformation in financial, tax and trade management is one of the priority areas.
From the story of invoices and documents of business households, it is clear that the digital transformation orientation is entering every corner of the economy and every household. Each citizen and each business household is both a beneficiary and a subject of the innovation process.

Need for multi-party support
According to information from the tax industry, from June 1, 2025, about 270,000 business households nationwide will have to use electronic invoices generated from cash registers and switch to the method of declaring taxes based on actual revenue and expenses, using electronic invoices generated from cash registers.
Currently, the price of common equipment ranges from 1 million to more than 2 million VND/machine, with installment support or free software. In addition, businesses also need an internet connection and a means of connection, such as a computer or smartphone, iPad, etc., and need to register with the tax authority for approval and acceptance. This is a mandatory condition in the tax declaration process of businesses.
According to the reporter of the Government Electronic Newspaper, in Ho Chi Minh City, the policy of deploying electronic payment devices and invoices for business households has received consensus from the majority of people, especially those who want a fair and healthy business environment.
Ms. Nguyen Thi Hong Lien, owner of a restaurant on Truong Sa Street, Phu Nhuan District, said that in the past, she often recorded income and expenses manually, which was often unclear and could not calculate revenue accurately and quickly. When she heard that the State required cash registers, she strongly supported them because she found it more convenient to track revenue and control costs.
Similarly, Mr. Tran Van Dinh, owner of a grocery store in Vinh Loc A commune, Binh Chanh district, shared: "I agree with business transparency, but I hope the tax authority has specific and clear instructions for businesses to implement."
However, many businesses also have opinions about the price of equipment and the daily and weekly updates are also a burden for small businesses, because many owners are old and have little knowledge about digitalization.
This is also a common reality in many localities where business households, especially the elderly, lack digital skills, while installing and operating equipment requires time to get used to and be trained to perform most effectively.
Based on the above reality, many business households recommend that the authorities should have financial support policies, at least in the initial implementation phase, such as tax exemptions or support for investment costs of cash register equipment. At the same time, the tax sector needs to coordinate with technology organizations to deploy training courses and provide specific, direct guidance to business households, helping them quickly adapt to the new method.
Ms. Nguyen Thi Hong Lien suggested: "The government can organize training sessions for ward and neighborhood clusters. If supported with software and equipment costs, or preferential loans, I believe many businesses will be more bold in investing."
Mr. Tran Van Dinh also suggested: "Sales software should have common standards and be announced by the tax department, so that people can feel secure in choosing. At the same time, there must be a technical support hotline to answer questions when users encounter difficulties"./.
