Conclusion No. 160-KL/TW stated: At the meeting on May 30, 2025, after listening to the report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units from May 25 to May 30, 2025 (Report No. 395-BC/BTCTW dated May 29, 2025); the report of the Government Party Committee on the implementation of decentralization and delegation of power associated with the implementation of the 2-level local government model (Report No. 26-BC/DU, dated May 29, 2025); on continuing to arrange the apparatus according to the 2-level local government model (Official Dispatch No. 225-CV/DU, dated May 27, 2025), the Politburo and the Secretariat concluded as follows:
Basically agree with the Report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units (from May 25 to May 30, 2025); Report of the Government Party Committee on the situation of implementing decentralization and delegation of power associated with the implementation of the 2-level local government model, on continuing to arrange the apparatus according to the 2-level local government model.
Commend the Central Organizing Committee, the Central Inspection Committee, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the provincial and municipal Party Committees... for their efforts, attempts, activism, and prompt implementation of the contents and tasks to ensure progress and requirements. Agree with the recommendations and proposals of the Central Organizing Committee and the Government Party Committee on focusing on the implementation of the task of reorganizing the apparatus and administrative units, ensuring progress and requirements according to the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat.
In the context of a large amount of work still at the peak and final stage, Party committees and organizations at all levels are required to continue to make efforts, try, focus on leadership and direction to urgently complete the contents and tasks according to the schedule and requirements set forth in the directive documents and conclusions of the Politburo, Secretariat and Central Steering Committee on summarizing Resolution No. 18 (including: Conclusion No. 155-KL/TW, dated May 17, 2025; Conclusion No. 157-KL/TW, dated May 25, 2025 of the Politburo and Official Dispatch No. 51-CV/BCĐ, dated May 27, 2025 of the Central Steering Committee on summarizing Resolution No. 18).
The Politburo and Secretariat comrades assigned to direct the Party Committees, Provincial Party Committees, and Municipal Party Committees directly under the Central Committee to implement the Resolution of the 11th Central Conference continue to urge and monitor the situation, promptly direct the implementation of tasks, guide the removal of difficulties and problems arising, ensure progress, and meet the requirements set forth on the arrangement of the apparatus and administrative units.
Assign the Central Party Committees, the Government Party Committee, the Party Committees of ministries, ministerial-level agencies, provincial and municipal Party Committees to strictly implement the establishment of standing units according to Conclusion No. 155-KL/TW, dated May 17, 2025 of the Politburo and the Secretariat; lead and direct the standing units to maximize their roles and responsibilities in receiving, guiding, and responding to contents, proposals, and recommendations reflected by agencies, units, and localities to ensure progress and requirements on the arrangement of apparatus and administrative units.
Assign the Government Party Committee, Party Committees of ministries and ministerial-level agencies, especially the heads, to be responsible for directing the timely completion of the requirements according to the conclusions of the Politburo, the Secretariat and Official Dispatch No. 51-CV/BCĐ, dated May 27, 2025 of the Central Steering Committee summarizing Resolution No. 18 on the promulgation of legal documents, documents regulating the functions, tasks, and organization of local government apparatus at provincial and communal levels, documents guiding the transfer of ongoing tasks... as a basis and orientation for localities to implement the arrangement of organizational apparatus and personnel at provincial and communal levels; pay attention to studying and reviewing related reflections and recommendations on decentralization and delegation of powers to adjust, supplement, and facilitate localities to complete and implement the arrangement of organizational apparatus at provincial and communal levels, contributing to promoting local development.
Overall and synchronous assessment of capacity, resources, and ability to receive 1,060 tasks and authorities at the commune level
Agree on the policy on decentralization and delegation of power associated with the implementation of the 2-level local government model according to the proposed report of the Government Party Committee. Assign the Government Party Committee to lead and direct the Party Committee of the Ministry of Justice and the Party Committee of the Ministry of Home Affairs to be responsible for appraising the decentralization and delegation of power in accordance with the policies and requirements of the Politburo, the Secretariat, especially the direction of the General Secretary. Urgently complete the draft decrees and documents implementing decentralization and delegation of power in all fields, organize to collect opinions from central agencies and provinces and centrally-run cities before June 5, 2025; receive and complete the drafts, publicly announce, promulgate and organize training conferences before June 15, 2025.
The Government Party Committee leads and directs the focus on building and promulgating management processes in the direction of reducing intermediaries and administrative procedures; comprehensively and synchronously assessing the capacity, resources, and ability to receive 1,060 tasks and authorities of the commune level to perform assigned tasks; building a roadmap for implementing decentralization between the Central and local governments, between local governments at 2 levels to ensure consistency; at the same time, during the implementation process, there must be strict inspection, guidance, and control.
Agree on reorganizing 20 regional tax branches into 34 provincial and municipal tax branches
The Politburo and the Secretariat agreed with the Government Party Committee's proposal to reorganize 20 regional tax departments into 34 provincial and municipal tax departments; reorganize 63 statistical departments into 34 provincial and municipal statistics departments; reorganize 35 regional social insurance agencies into 34 provincial and municipal social insurance agencies (according to provincial-level administrative units); maintain 20 regional customs departments, 20 regional state treasuries, 15 regional state reserve departments, 15 state bank branches and adjust the management area to match the arrangement of provincial-level administrative units.
Assign the Government Party Committee to lead and direct the Party Committees: Ministry of Justice, Ministry of Home Affairs to coordinate with relevant agencies to develop a Project to arrange and reorganize the civil judgment enforcement system (similar to the project of people's courts and people's procuracies) in a synchronous and unified manner with the arrangement of provincial-level administrative units, organizing a 2-level local government model (including the administrative organization system and party organization) to ensure streamlining, efficient, effective and efficient operations, reporting to the Politburo and the Secretariat for consideration and decision in June 2025.
Assign the Party Committee of the Fatherland Front and Central mass organizations to urgently issue Guidelines for the implementation of the reorganization of the apparatus of the Vietnam Fatherland Front agencies and provincial and communal mass organizations, providing specific directions on authority and ending the activities of the Vietnam Fatherland Front Committees at provincial, district and communal levels subject to merger and consolidation to serve as a basis and orientation for localities to implement unification; complete no later than the first week of June 2025; at the same time, fully and promptly carry out the assigned tasks in Plan No. 47-KH/BCĐ, dated April 14, 2025 of the Central Steering Committee summarizing Resolution No. 18 (especially guiding localities to reorganize socio-political organizations and mass organizations assigned by the Party and State to be under the Vietnam Fatherland Front at provincial and communal levels in sync with the merger of administrative units and activities of provincial and communal agencies).
Urgently complete online training program
Assign the Ho Chi Minh National Academy of Politics to coordinate with relevant agencies and units to urgently complete the contents and online training programs on expertise and skills related to Party building and state management for commune-level cadres, civil servants and public employees (new); organize implementation immediately in the first week of June 2025 to serve as a basis for provincial and municipal Party Committees to guide the contents according to their authority.
Party committees, agencies, and units at the Central level and provincial and municipal Party committees must strengthen leadership and direction in organizing party congresses at all levels to ensure progress and requirements according to Directive No. 45-CT/TW of the Politburo and guiding documents of the Central Committee.
Assign the Document Subcommittee and the Economic - Social Subcommittee of the 14th Party Congress to direct and guide the development of documents for provincial and communal congresses subject to merger and consolidation, ensuring consistency and unity in developing new indicators and synthesizing, comparing and analyzing data comprehensively.
Meeting of the Standing Committees of the Provincial and Municipal Party Committees: Urgently complete the project to establish Party Committees and appoint Party Committees, Standing Committees, Secretaries and Deputy Secretaries of Party Committees; assign leaders to People's Councils, People's Committees and agencies of the political system; arrange staff for commune-level agencies before June 10, 2025; Arrange and organize headquarters, facilities and working conditions of new commune-level agencies, to be completed before June 10, 2025; organize trial operations of Party agencies, State agencies, the Fatherland Front and commune-level organizations to study, learn from experience, promptly make reasonable adjustments, and ensure smooth operation when officially put into operation./.
