Speaking at the meeting, Deputy Minister Le Duc Luan said that during a field inspection at the construction site of the second facility of Viet Duc Friendship Hospital, he found that the contractor's construction workforce was still quite sparse.
He also expressed concern about the project's slow progress and requested relevant units to strictly follow the Ministry of Health's Plan No. 256, deploy detailed work steps to speed up construction progress, and ensure progress as committed.
"The current progress is too slow and unacceptable. The Project Management Board must require contractors to add enough manpower, carry out construction continuously and ensure completion of items according to the set plan," the Deputy Minister emphasized.
Deputy Minister Le Duc Luan also requested units such as the Project Management Board, Bach Mai Hospital, and Viet Duc Friendship Hospital to closely coordinate to resolve problems during the construction process and strengthen cooperation to speed up the project's progress.
At the meeting, the representative of the Project Management Board said that the work of reviewing and completing design documents, estimates and related procedures has been carried out, however, there are still some items that need to be supplemented and edited according to the requirements of the Ministry of Construction .
The Project Management Board is requiring contractors and appraisal units to coordinate closely to explain and complete design documents and ensure that the remaining construction items are carefully prepared.
The Project Management Board has also submitted to the Ministry of Construction for appraisal the cost estimates of the mechanical and electrical items in the technical design phase, and is currently conducting appraisals according to regulations. In addition, the Ministry of Health has issued decisions to adjust the project implementation time to suit the actual situation.
One of the important issues mentioned by Deputy Minister Le Duc Luan is the preparation of medical human resources for the second facility of the two hospitals.
Representatives of Bach Mai Hospital and Viet Duc Friendship Hospital reported that human resource training and development are being carried out in parallel with the process of building facilities, so that when the facilities come into operation, medical examination and treatment will be guaranteed to be of the same quality as facility 1.
The Deputy Minister requested that hospitals proactively arrange accommodation for doctors and medical staff, ensuring enough human resources to serve medical examination and treatment at facility 2.
In addition, hospitals need to continue to coordinate with the Project Management Board to prepare other necessary conditions to effectively operate these facilities.
The meeting also proposed solutions to overcome difficulties in the project implementation process. The Deputy Minister requested that ministries, especially the Ministry of Finance, the Ministry of Construction, and the Ministry of Health, coordinate closely to resolve problems related to financial mechanisms, complete appraisal procedures, and ensure sufficient resources for construction and operation.
Previously, also focusing on the progress of these two major projects, the Government Office issued Notice No. 57/TB-VPCP concluding the conclusion of Deputy Prime Minister Le Thanh Long after inspecting the construction progress of two projects to build Facility 2 of Viet Duc Friendship Hospital and Facility 2 of Bach Mai Hospital in Ha Nam province.
The announcement stated that the Government has issued Resolution No. 34/NQ-CP to remove difficulties and obstacles and speed up the progress of these projects.
The Deputy Prime Minister highly appreciated the efforts of the Ministry of Health, relevant ministries such as Construction, Justice, Planning and Investment, Finance, as well as agencies and organizations that have closely coordinated in implementing the direction of the Party and State. The goal of these projects is to reduce the burden on specialized hospitals and improve the quality of health care for the people.
To ensure progress, the Deputy Prime Minister requested the Ministry of Health, the Investor, contractors and related units to focus maximum resources, time and intelligence to complete the work in the shortest time, following the motto "running while queuing", construction "3 shifts, 4 teams". The goal is to complete and put these two hospitals into use before November 30, 2025, at least one month earlier than the current plan.
The Ministry of Health is required to proactively coordinate closely with contractors and investors in completing construction and purchasing medical equipment. At the same time, it is necessary to prepare human resources and other conditions so that hospitals can operate effectively immediately after the completion of the project.
The Ministry of Construction and the Ministry of National Defense will continue to coordinate with the Ministry of Health and related units to ensure the construction is carried out safely, with quality and on schedule. The Deputy Prime Minister also requested contractors to carry out construction of all items simultaneously, shortening the construction time and completing the project earlier than expected.
In addition, the Investor needs to urgently complete the submission and documents related to the appraisal of the construction estimate of the electromechanical project and send them to the Ministry of Construction for further appraisal, ensuring that the project is implemented promptly.
With high determination and close coordination between the parties, the Government expects these projects to be completed and put into operation soon, serving the health care needs of the people, contributing to reducing the burden on current hospitals and improving the quality of medical services in the future.
