Students of the 28th class of drama and film actors at the Ho Chi Minh City College of Culture and Arts sent a petition to Tuoi Tre Online because they had sent multiple petitions for review, as they had invested over 100 million VND to rent a theater, requesting the school board to allow them to take their graduation exam outside the school on June 16, but were not approved.
Invest more than 100 million VND
Decision 203 of 2022 of Ho Chi Minh City College of Culture and Arts on promulgating regulations on college-level training according to the academic year stipulates: "Graduation exams for practical subjects can be organized outside the school and approved by the principal".
This regulation is still in effect and does not specify the subjects of graduation exams outside the school or the conditions for the principal's approval.
According to the complaint, from September 2024, the group planned to implement. In May 2025, students of the drama and film acting class, course 28 planned to take graduation exams outside the school, rented Bong Sen and Tran Huu Trang theaters, ordered stage design, sound, lighting, music , costumes... with a total cost of more than 110 million VND, mobilizing over 80 specialized individuals to participate in backstage, technical, filming - photography, makeup, MC, coordination...
However, when the class reported to the faculty, the faculty asked for the opinion of Ms. Ho Ngoc Minh - the vice principal in charge, Ms. Minh did not agree to let the class take the graduation exam outside the school.
The students sent two petitions to the board of directors, and once sent a petition to the vice principal in charge to allow them to take the final exam outside the school. All were returned to the faculty with a response from the faculty - the board of directors did not agree.
According to students, taking the exam at a professional stage is completely legal, in accordance with internal regulations, and has special significance for professions that require real performance such as drama and film actors.
"The class has seriously prepared and invested in this graduation performance. The school's previous graduation exams for the drama and film major were often held outside the school grounds, due to the school's limited stage space," the group of students wrote in an urgent appeal.
Students said that if the school did not allow the competition to be held at the registered stage, students would suffer serious consequences: financial losses of more than 43 million VND in deposits paid to outside units (stage, design, music, photography, etc.), and the inability to rearrange the entire crew of more than 40 people because the performance schedule was fixed.
If the exam is held in a limited space at the school, professional quality will not be guaranteed.
Why did the board of directors disagree?
Speaking with Tuoi Tre Online , a representative of Ho Chi Minh City College of Culture and Arts confirmed that the school's regulations state that graduation exams can be taken outside the school and must be approved by the principal.
We asked if any class had taken the graduation exam outside the school. The school representative confirmed that from 2018 until now, no class had taken the graduation exam outside the school.
However, the school said it had issued a graduation exam plan and exam schedule and location on campus in the second half of April 2025. However, the school has not received any information about students registering for graduation exams outside the school.
It was not until the second half of May that the faculty received information that students had requested to take exams outside the school, and the students who had paid the deposit did not know.
According to this person, the student's obligation is to study and pass the graduation exam well. The school's obligation is to train and provide graduation exam conditions for students. The halls are qualified for students to take the graduation exam and do not charge fees, there is no need to rent from outside. Those who plan to take the graduation exam outside, pay a deposit but do not inform the school are negligent.
"The graduation exam plan and location are approved based on the proposals of the faculties. The faculties are the ones who know the scale of the student's performance.
Furthermore, grading the graduation exam requires a whole team from the exam committee, grading committee, and inspectors. Students who do not take the graduation exam at the school within the prescribed time will be given a score of 0 and will not be allowed to take the remaining two exams," the school representative added.
Regarding students' complaints about the school's auditorium not meeting requirements, a school representative said the auditorium was qualified for students to take the exam. Other classes still held their graduation exams at the school. This person also said that it did not matter how many dozens of people were on stage, what was important was that the students played their roles correctly.
Deposit refund for students
Regarding students who have deposited tens of millions to rent an outside theater, the school said it will use the school's relationship to withdraw the deposit for students. It may not be 100% of the deposit, but the school will do its best if the student realizes his mistake.
Regarding the graduation exam at school, the school representative said that the school still lent the class the practice room during the past time. The stage decoration will make the most of available materials, and there are also props. Students do not have to pay for these expenses.
