Standing Secretariat attends the Conference on the work of the Provincial and Municipal Party Committee Offices

Standing member of the Secretariat Tran Cam Tu requested to continue to strongly innovate thinking and leadership methods, and perfect the apparatus of the Party Central Office and the Offices of provincial/municipal Party Committees to be suitable, scientific, and professional.

On November 26, the Central Party Office held a national conference on the work of the Provincial and Municipal Party Committee Offices in 2025.

The conference was held in a combined online and in-person format from Hanoi with 34 provincial and municipal Party Committees and units under the Central Party Office.

Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat attended and delivered a speech at the conference.

Attending at the Central Party Office bridge point were Party Central Committee members: Pham Gia Tuc, Chief of the Central Party Office; Lam Thi Phuong Thanh, Permanent Deputy Chief of the Central Party Office; Hoang Dang Quang, Permanent Deputy Head of the Central Organization Committee; Tran Quoc To, Deputy Minister of Public Security ; Tran Tien Hung, Deputy Head of the Central Inspection Committee.

Alternate members of the Party Central Committee: Nguyen Long Hai, Standing Deputy Secretary of the Party Committee of the Central Party agencies; Nguyen Phi Long, Deputy Secretary of the Party Committee of the Fatherland Front and Central mass organizations. Attending at the provincial and municipal Party Committees were comrades of the Party Central Committee, Secretaries, Deputy Secretaries and leaders of the Provincial and Municipal Party Committee Offices.

Improve the quality of staff work, synthesis, analysis and forecasting capacity

In his opening speech, comrade Pham Gia Tuc, member of the Party Central Committee, Head of the Party Central Committee Office, said that this Conference, which is held twice during each term of the Party's National Congress, was held at a very important time, after continuing to implement Resolution 18-NQ/TW on streamlining the organization of the entire political system, including the rearrangement of the provincial level, building a 2-level local government that operates effectively, efficiently and effectively; the Central Committee has arranged for 100% of the Secretaries and Chairmen of the Provincial People's Committees to not be local people.

Comrade Le Khanh Toan, Deputy Head of the Party Central Committee Office, reported briefly on the activities of the Party Central Committee Office, the Provincial Party Committee Offices, and the City Party Committee Offices from June 2022 to present; highlighting the tasks for the period from now to June 2027, which is the time when many important events of the country take place, including the 14th National Party Congress, the election of deputies to the National Assembly and People's Councils at all levels for the 2026-2031 term.

This is also the first stage of implementing the Resolution of Party Congresses at all levels and the 5-year socio-economic development plan for 2026-2030 with high growth targets and many aspirations for outstanding development.

The conference listened to 8 delegates giving speeches that comprehensively reflected the results and practical work; highly agreed with the draft report, and emphasized the groups of contents including the need to continue to innovate and improve the quality of advisory work, synthesis, analysis and forecasting capacity; focus on synchronizing digital infrastructure, promoting digital transformation from province to commune, promoting digital transformation in offices and party agencies; strengthen training and guidance on office work, document work, archiving and digitizing documents; ensure the safety of information systems; perfect the system of financial documents, assets, regimes and policies to keep up with the operations of the local government apparatus at 2 levels...

Comrade Dang Khanh Toan, Deputy Chief of the Party Central Office, reported and explained the recommendations and proposals of the Provincial and Municipal Party Committee Offices.

Building a shared standard data warehouse for the Party; standardizing processes

In his directive speech, Standing member of the Secretariat Tran Cam Tu basically agreed with the content of the report and requested the Central Party Office to study and absorb as much as possible the opinions expressed at the conference to supplement and complete the report; advise and preside over the resolution of valid opinions and recommendations of provincial/municipal Party Committees in 2025.

Comrade Tran Cam Tu emphasized that the work of the Party Committee Office is a special work. Over the past two years, the Party Central Committee Office and the Provincial and Municipal Party Committee Offices have promoted their sense of responsibility and made efforts to complete a huge amount of work with increasingly improved quality and efficiency, helping the Party Central Committee, directly and regularly the Politburo, the Secretariat, the Standing Secretariat and the Standing Committees and Standing Committees of the Provincial and Municipal Party Committees in leading, directing and operating the work.

This is an outstanding effort of the Central Party Office and the Provincial/City Party Committee Offices. The Standing Secretariat requested the Party Committee Office system to focus on thoroughly grasping and seriously implementing the three major orientations that General Secretary To Lam directed at the 95th Anniversary of the Traditional Day of the Central Party Office and the Party Committee Office on October 18.

That is to quickly and comprehensively digitize the entire life cycle of documents and work records, build a shared standard data warehouse, ensure security, safety and sustainability; standardize processes, shorten processing time, fast and accurate retrieval; develop digital capacity for office staff, combine discipline with creativity to advise concisely, on the right job, on time, easy to implement and effective, serving the leadership of the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels, which is both a goal and a measure for the work of the Party Central Office and throughout the Party committees.

The Standing Secretariat basically agreed with the contents of the report, and at the same time emphasized a number of points on the orientation for implementing tasks in the coming time.

Specifically, the Party Central Office and the Provincial/City Party Committee Offices must continue to closely follow their functions and tasks, thoroughly grasp new and important resolutions, directives and conclusions of the Central and Provincial/City Party Committees to effectively implement the plans and programs set out; strengthen close and timely coordination with relevant agencies, truly be the coordination and synthesis center to ensure advice to help the Central Executive Committee, the Politburo, the Secretariat, the Provincial and City Party Committees lead and direct the successful completion of the Resolution of the 13th National Party Congress and effectively deploy the socio-economic development plan, well prepare the content and organize to successfully serve the 14th National Party Congress; consider this an important political task of all comrades, from the Office leaders to each cadre and employee as directed by the General Secretary.

“This is our top priority task from now until the 14th Party Congress,” the Standing Secretary of the Secretariat stated.

Along with that, closely follow the programs and work plans of the Party Central Committee, the Politburo, the Secretariat and the Executive Committee, the Standing Committee of the Provincial Party Committee, the City Party Committee; grasp the domestic and international situation, proactively do a good job of advising, proposing major policies, viewpoints and solutions of strategic significance in all fields, especially new, sudden, complicated, important and unprecedented issues.

According to the Standing Secretariat, in the consultation, it is necessary to clearly state the problem, complete the plan, resources, have a roadmap and clear responsibilities in organizing implementation; constantly innovate and improve the quality of appraisal work, contribute comments and proposals to reports and projects submitted to the Central Executive Committee, the Politburo, the Secretariat and the Executive Committee, Standing Committees of provincial/municipal Party Committees, and increase information with forecasting and new discoveries.

The Standing Secretariat emphasized the need to improve the quality, constantly innovate the coordination, monitoring, urging, implementation and supervision work, grasp the operational situation of Party agencies, organizations, Party Committees directly under the Central Committee, Party Committees directly under provincial/municipal Party Committees to promptly report, reflect and advise the Central Executive Committee, the Politburo, the Secretariat, the Standing Secretariat, the Standing Committees, the Standing Committees of provincial/municipal Party Committees to lead and direct all aspects of work; advise on preliminary and final summaries of practices, especially new and creative models and methods that are effective at all levels, contributing to research and providing scientific and practical arguments to serve the development of projects to be submitted to the Central Committee, the Politburo, the Secretariat and Party Committees at all levels; advise on and assess the impact of each decision and have a mechanism to monitor and organize implementation.

Comrade Tran Cam Tu raised the requirement to continue to strongly innovate thinking, leadership and direction methods, promptly amend, supplement and perfect working regulations; consolidate and perfect the apparatus of the Party Central Office, the Offices of provincial/municipal Party Committees to be suitable, scientific and professional; thoroughly overcome conventional thinking and habits to improve work efficiency; promote digital transformation, apply digital technology associated with reform of administrative procedures, operating processes and ways of organizing online conferences and seminars, each conference must be concise but truly effective; focus on improving quality, reducing the number of paper documents, the content of documents must be concise, clearly stating the issue, focusing on the focus and key points; build a standard data warehouse for common use of the Party; Build unified professional standards from central to local levels, standardize processes, from manual processes to digital processes, standardize records, work, digital signatures, digital schedules, digital work assignments, digital reports and shorten processing time to ensure progress, quality and efficiency of work.

The Standing Secretariat noted that the construction of a standard shared data warehouse is an invaluable asset of the Party. This data warehouse must be standardized in structure, security, and information safety at the highest level, while being sustainable to serve analysis, forecasting, and strategic decision-making in the long term, not only serving incidental and incidental cases; paying attention to planning, training, fostering, and using staff, doing a good job of training, exchanging expertise, skills, and experience, improving staff work, serving to meet the requirements of tasks in the new situation, continuing to uphold principles and standards, strengthening work discipline, information security, being modest, receptive, "doing more than talking", truly "diligent, thrifty, honest, upright, impartial" as Uncle Ho taught; To practice a scientific, modern, profound, practical, effective and substantial working style, in which the Party Central Office must play a pioneering and exemplary role in the system of Party Committee Offices.

At the conference, comrade Tran Cam Tu awarded the Emulation Flag of the Party Central Office to 5 Provincial/City Party Committee Offices including Hanoi, Hai Phong, Quang Ninh, Lao Cai, Dong Thap. Comrade Pham Gia Tuc and comrade Lam Thi Phuong Thanh awarded Certificates of Merit of the Chief of the Party Central Office to a number of Provincial/City Party Committee Offices across the country.

On behalf of the leadership of the Party Central Office, comrade Lam Thi Phuong Thanh, Deputy Chief of the Standing Office of the Party Central Office, launched an emulation campaign to welcome the 14th National Party Congress and the emulation movement from now until the National Conference on the work of the Provincial and Municipal Party Committee Offices (2027).

Concluding the Conference, Comrade Pham Gia Tuc emphasized that the Conference approved the Report on the performance of the Party Central Office, the Provincial and Municipal Party Committee Offices from October 2022 to present and the key directions and tasks until April 2027. The Party Central Office, the Provincial and Municipal Party Committee Offices continue to promote tradition, high determination, great efforts, drastic and effective actions, well complete assigned tasks, thoroughly grasp the opinions and directions of General Secretary To Lam in his meetings with the Central Office, and the direction of the Standing Member of the Secretariat at the Conference.

Based on the tasks and objectives set out, outlining key tasks and important solutions to improve the quality of the Party Committee Office's activities to meet the requirements of the tasks in the new situation, comrade Pham Gia Tuc emphasized that the Office should be proactive, creative, and more scientific, improve the quality of advisory and synthesis work; appraise the quality of content according to the authority of the projects submitted to the Politburo, the Secretariat, the Standing Committees of the provincial and municipal Party Committees; continue to advise the Party Committee to lead, direct, organize, evaluate, and effectively implement the resolutions, conclusions, and regulations of the Party Central Committee, the Politburo, the Secretariat, especially Resolutions 57, 59, 66, 68, 70, 71, 72 and the resolutions to be issued.

Assessing the recommendations and proposals of the Provincial and Municipal Party Committee Offices presented at the Conference as practical and specific, comrade Pham Gia Tuc said that for recommendations under the authority of the Central Office, the Office's leaders will direct relevant units to study, review and work directly with the Provincial/Municipal Party Committee leaders to resolve them before December 31, 2025.

Recommendations that are not under the authority of the Central Party Office will be coordinated with relevant agencies to advise and propose to competent authorities for consideration and resolution./.
