Attending the meeting were members of the Party Central Committee: Nguyen Duy Ngoc, Chief of the Party Central Committee Office; Mai Van Chinh, Deputy Head of the Standing Committee of the Central Organizing Committee; Nguyen Quang Duong, Deputy Head of the Central Organizing Committee; Hoang Dang Quang, Deputy Head of the Central Organizing Committee; Pham Thi Thanh Tra, Minister of Home Affairs , Deputy Head of the Central Organizing Committee. Comrade Phan Thang An, Deputy Head of the Central Organizing Committee; representatives of the Party Central Committee Office and comrades heads of departments, divisions, and units of the Central Organizing Committee also attended.

Deputy Head of the Central Organizing Committee Mai Van Chinh presented a summary report on the implementation of tasks from the beginning of the term to present; directions and tasks for the last 6 months of 2024.

Accordingly, since the beginning of the 13th Congress term, closely following the Resolution of the 13th Party Congress, the entire working program of the Central Executive Committee, the working program of the Politburo and the Secretariat, the collective of cadres, civil servants and public employees of the Central Organizing Committee have made many efforts and upheld their responsibilities to well perform the assigned tasks. The whole sector has focused on advising and completing 95 projects and tasks on Party building and organization work.

By the end of May 2024, the Committee had completed 5/18 projects and tasks according to the 2024 work program. The Committee proactively advised on the preparation for party congresses at all levels and the 14th National Party Congress; advised the Politburo to submit to the Central Executive Committee for approval to establish 5 sub-committees and promptly advised on the implementation of the activities of the Personnel Sub-committee, the Party Charter Sub-committee, etc.

Strategic advice on Party building and organization work

Speaking at the working session, Standing member of the Secretariat Luong Cuong expressed his joy when visiting and working with the Central Organizing Committee, the strategic advisory body of the Central Executive Committee, the Politburo, and the Secretariat on Party building and organization work. Standing member of the Secretariat Luong Cuong affirmed that since the beginning of the term, in the context of many advantages and challenges, the Central Organizing Committee has promoted the spirit of solidarity, strived to overcome difficulties, advised on the completion of a large amount of work with increasingly improved quality, including many tasks completed well and excellently.

Emphasizing the particularly important position and role of the Central Organizing Committee in advising on personnel work, the Standing Secretariat suggested that for difficult and problematic issues, the Central Organizing Committee should continue to research, advise, direct, guide, and inspect according to its authority to continuously improve the quality of strategic consulting work, worthy of being the "key of the keys".

According to the plan, the time to prepare for the Party Congresses at all levels towards the 14th National Congress of the Party is not long, the work is very heavy, the Standing Secretariat requested the Central Organizing Committee to continue to thoroughly grasp, seriously and effectively implement the functions, tasks and powers of the Central Organizing Committee according to Decision No. 152-QD/TW. Focus on improving the quality of advice on personnel work, especially correct comments, assessments and recommendations on personnel, ensuring strict compliance with principles, regulations and procedures on personnel work.

Along with that, further strengthen the research and strategic advice on Party building and organization work, building cadres in the new situation; advise on the implementation of the Politburo's Directive on Party congresses at all levels towards the 14th National Congress of the Party and provide guidance on the implementation of some specific contents after the Directive is issued. Actively participate in the tasks of the Congress Service Subcommittee and the Document Subcommittee according to plan.

The Standing Secretariat requested the Central Organizing Committee to focus on advising on the completion of projects and tasks according to the 2024 Work Program; especially focusing on building and soon completing the Project "Mechanisms and policies for detecting, selecting, promoting, arranging, and assigning cadres with outstanding abilities and capacities, young cadres to leadership and management positions at all levels" to ensure feasibility. The Research Committee promotes administrative reform in the Party, especially digital transformation, application of information technology, and digitalization of data on Party organization and building work; advises on the effective implementation of training and fostering of cadres, focusing on improving the quality of input, training content, fostering, and managing the output of cadres at all levels, especially according to decentralization; and effectively implement the training and fostering of cadres for Laos and Cambodia.

The Standing Secretariat emphasized the requirement to build a strong Party Organization and Building sector, ensuring "lean, compact, strong, effective and efficient" to meet the requirements of tasks in the new situation; to build a truly clean and strong Party organization of the Central Organization Department; to continue to do better in training and fostering, to have appropriate policies for cadres, taking work efficiency as a measure; to take better care of the material and spiritual life and progress of cadres, civil servants, public employees and workers in the Department.

The Central Organizing Committee effectively utilizes the existing staff, and proactively plans, arranges, and trains the next generation of good quality, ready to replace, ensuring stability, inheritance, and solid development, contributing to improving the quality and effectiveness of the Committee's work.

On behalf of the Board's leadership, Head of the Central Organizing Committee Le Minh Hung respectfully thanked Standing Secretary of the Secretariat Luong Cuong; at the same time, he fully received and understood the close and specific instructions and orientations of the Standing Secretary of the Secretariat on the key tasks of the Central Organizing Committee and the Party Organization and Building sector in the coming time, especially the organization and preparation of party congresses at all levels towards the 14th National Party Congress. Comrade Le Minh Hung affirmed that the Central Organizing Committee will continue to promote the tradition of solidarity and excellently complete its tasks in the coming time.
