Arrange funding and pay benefits when reorganizing the apparatus

According to this announcement, the Politburo and the Secretariat assigned the Government Party Committee and the National Assembly Party Committee to continue leading and directing the completion of the supplementation and amendment of the Constitution and relevant legal regulations to effectively implement the two-level local government model.

Along with that, strictly implement the Politburo's conclusion on thoroughly decentralizing and delegating power from the Central, ministries, branches to provincial and communal levels.

The Government Party Committee and the National Assembly Party Committee will report to the Politburo and the Secretariat on the specific implementation of decentralization and delegation of power to localities at the next meeting of the Politburo and the Secretariat.

The Politburo and the Secretariat also requested the Government Party Committee and the National Assembly Party Committee to strengthen coordination, carry out inspection, urge and guide localities to complete growth targets, and not to hinder or block socio-economic development.

The Government Party Committee is assigned to lead and direct the Party Committees of the Ministry of Home Affairs and the Ministry of Finance to coordinate with relevant agencies to urgently complete procedures, arrange funds, and promptly pay regimes and policies on implementing organizational restructuring according to regulations.

Unify the principles of staff arrangement and assignment

According to the conclusion of the Politburo, the Secretariat and the Central Organizing Committee were assigned to advise the Politburo to announce the list of key officials according to Conclusion 150 of the Politburo.

This serves as the basis for the Politburo members and Secretariat members assigned to direct the implementation and advise the Secretariat Standing Committee to preside over work with the Standing Committees of provincial and municipal Party Committees to inform the Politburo and Secretariat's policies on the expected key personnel of localities.

At the same time, unify the principles, goals, and requirements for arranging, organizing, and using cadres, especially heads of provincial-level agencies, units, and organizations, and cadres under the management of the provincial Party Committee Standing Committee in accordance with regulations and directions of the Politburo.

Arrange, organize, and use civil servants and public employees in departments, agencies, and sectors; ensure good implementation of policies and regimes; create solidarity and unity, and limit the emergence of complaints and concerns among cadres and party members.

Continue recruiting medical staff and teachers

The Politburo and the Secretariat agreed to continue recruiting civil servants to work at medical facilities and teachers at primary and secondary schools within the number of civil servants assigned by competent authorities.

The Ministry of Home Affairs is assigned to proactively review the overall demand for civil servants in the education and health sectors in localities; guide, monitor and inspect the implementation of recruitment to ensure compliance with regulations and within the assigned number of positions from the 2025-2026 school year.

The Politburo and the Secretariat requested Party committees at all levels, agencies and units at the Central level and provincial and municipal Party committees to continue to lead and direct the organization of Party congresses at the grassroots level and the direct superior level of grassroots Party organizations.

At the same time, prepare to organize the provincial party congress to ensure the schedule and requirements according to Directive 45 of the Politburo. The Politburo and the Secretariat (note that it is necessary to do a good job of building documents and personnel in the merged and consolidated areas).

Party committees, agencies and units at the central level and provincial and municipal Party committees must also do a good job of political and ideological work for cadres, civil servants, public employees and workers in their agencies and units; seriously, fully and correctly implement policies and regulations for cadres, civil servants, public employees and workers affected by the rearrangement process.

At the same time, it is necessary to strengthen propaganda and mobilization work among the people, proactively and promptly handle arising issues; focus on leadership and direction, develop the economy and society, and ensure the correct implementation of the set goals.

Seriously and effectively implement the contents of Resolution 57 of the Politburo, promote the application of technology, digital transformation, document digitization... to improve the efficiency of management and provision of public services before, during and after the arrangement.

The Politburo and the Secretariat requested Party committees and organizations at all levels to lead and direct the serious and effective implementation of Conclusion 148 of the Politburo on the results of the inspection of a number of key work topics in 2025.
