Standing Committee of Lao Cai City Party Committee meets and dialogues with people of Pom Han ward

Attending the conference were leaders of the Provincial Vietnam Fatherland Front Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Department; leaders and representatives of city agencies and units, consulting units and households affected by storm No. 3 on 23/9 Street, Group 15, Pom Han Ward.

The Standing Committee of Lao Cai City Party Committee chaired the conference.

Accordingly, due to the impact of storm No. 3, in Pom Han ward, 112 households were affected by landslides and had to move; 75 households were flooded. In particular, the landslide location on the negative slope of 23/9 Street, Group 15, caused the road to crack and sink, forcing 31 households here to move, making life very difficult.

Due to the impact of storm No. 3, many houses and roads in group 15, Pom Han ward were damaged.

After discovering the landslide, the city, the Party Committee and the Pom Han ward government organized the relocation of all people and assets to a safe location. To reduce the difficulties for households, the city directed sectors and organizations to call on benefactors to support immediate necessities for the people, support the first phase of housing rent for households; currently, the process of supporting the second phase for households that cannot return to their old homes to stabilize their lives is being carried out.

Regarding the landslide remediation plan: The City has organized direct work with the departments ( Agriculture and Environment, Construction, Finance) to inspect and assess the level of danger of the landslide on 23/9 Street; agreed to submit to the Provincial People's Committee on the announcement of an emergency situation to handle landslides that have affected and directly threatened the safety of people's lives, health, and housing so that resources, forces, and necessary means can be mobilized to promptly respond to the situation, ensuring the lives and property of the people. On March 27, 2025, the Lao Cai Provincial People's Committee issued Decision No. 835/QD-UBND announcing an emergency situation regarding natural disasters in Pom Han Ward. On March 28, 2025, a decision was made to issue an Order to urgently construct the Project to build embankments to prevent landslides in residential areas of Groups 13, 14, and 15 along 23/9 Street.

At the conference, after the consulting unit representative presented the current situation and landslide remediation plan, the households expressed their opinions.

Residents expressed their opinions at the conference.

In particular, opinions focused on a number of issues, such as: What plans does the city have for households wishing to relocate to new residences; requests to continue surveying landslide locations behind residential areas; factors to ensure safety and construction time, completion of embankment projects...

In addition, people also suggested that there should be more policies to support housing repairs; continue to support rent until the embankment construction is completed...

The representative of the consulting unit answered some questions related to the construction plan of the embankment project.

Regarding people's opinions, leaders of functional departments of the city and representatives of consulting units responded specifically to each content.

Chairman of the City People's Committee Nguyen Quoc Huy responded to people's opinions.

Responding to people's opinions, Mr. Nguyen Quoc Huy, Chairman of Lao Cai City People's Committee affirmed: The implementation of the contents and work to overcome the consequences of natural disasters shows the great concern of the Party, the State and the province. With the goal of ensuring the safety of people's lives and property, the city has selected a construction and consulting unit with a lot of experience and reputation to survey and propose a construction plan suitable to the current situation. The embankment construction project will be carried out with the most advanced technologies and technical solutions today. The implementation of the project is of great significance, not only ensuring the lives of households affected by landslides but also ensuring other conditions for other households in the area. Before handing over and putting the project into use, the competent authority will evaluate the technical parameters under normal conditions in accordance with current regulations to ensure safety for people to live.

Also according to Chairman of Lao Cai City People's Committee Nguyen Quoc Huy: It is expected that the embankment project will start before April 12. The city will direct construction units to speed up the progress and complete the project in August 2025.

Comrade Giang Thi Dung, Secretary of Lao Cai City Party Committee, delivered a concluding speech at the conference.

Speaking at the conclusion of the conference, Comrade Giang Thi Dung, Member of the Provincial Party Committee Standing Committee, Secretary of Lao Cai City Party Committee shared the difficulties of households affected by landslides. The Secretary of the City Party Committee said: Based on the reality, the city has mobilized resources to support housing rental costs for households (the first payment has been made and the second payment will be made in the coming time). During the construction of the embankment, the city will continue to mobilize resources to support housing rental costs for households. Regarding the policy on supporting housing repair costs, the city will implement according to current regulations of the province.

The Secretary of the City Party Committee requested Pom Han Ward to learn from experience, promptly organize the payment of housing rental support (phase 2) to households, and strengthen the dissemination of policies and regulations of the State and the province in supporting people affected by natural disasters to repair and build houses. At the same time, assign the city's socio -political organizations to continue to grasp the situation of union members and members affected by landslides in the area to continue to mobilize resources and provide timely support.

He also asked local residents to trust and support the city's policy; agree and create favorable conditions for the embankment construction to be carried out smoothly, ensuring progress and safety in order to soon stabilize people's lives.
