The political report and opinions presented at the Congress unanimously affirmed: In the 2020-2025 term, the Party Committee of the Electronic Warfare Department has proactively researched, assessed, and accurately forecasted the situation, promptly advised the Central Military Commission, the Ministry of National Defense , and the General Staff to effectively direct the operations of the entire army's electronic warfare force, adjust the deployment of electronic warfare forces in strategic areas; perfect the agencies and units of electronic warfare directly under the military regions, corps, and services, affirming a new step of development.

Maintain strict combat readiness, organize reconnaissance, grasp the electronic situation, participate in successfully handling situations, avoid being passive or surprised; organize mobile forces to participate in protecting the safety of political events of the Party, State, and Army. Effectively lead the breakthrough in training, improve the quality of training comprehensively, exploit and master many types of new, advanced, modern weapons and equipment, well meet the requirements and tasks in the new situation.

The Congress identified three breakthroughs: Building a modern electronic warfare force with a strong, compact, and well-organized structure, equipped with modern and synchronous technical equipment; a team of high-quality cadres meeting the requirements of building a revolutionary, disciplined, elite, and modern Electronic Warfare Department. Improving the overall quality of training; the ability to exploit and master weapons and technical equipment; building discipline and management; promoting the cultural values ​​of Uncle Ho's soldiers in the new era. Making breakthroughs in science and technology development, innovation, and digital transformation; building e-Government, administrative reform in command, operation, and management of electronic warfare forces.

Recognizing and praising the achievements and results of the Electronic Warfare Department Party Committee in the past term, in his speech directing the Congress, Senior Lieutenant General Huynh Chien Thang emphasized: In the 2025-2030 term, the Electronic Warfare Department Party Committee will focus on improving the quality and effectiveness of forecasting and strategic advisory work with the Central Military Commission and the Ministry of National Defense to direct the entire army's electronic warfare force to strictly maintain the combat readiness regime; accurately and promptly handle situations, avoid being passive or surprised; and safely protect political events of the Party, State and Army.

Continue to implement Conclusion No. 21-KL/TW of the 13th Party Central Committee on promoting Party building and rectification and the political system in conjunction with implementing Conclusion No. 01 of the Politburo, Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, Resolution No. 847-NQ/QUTW of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation.

The Congress elected the Executive Committee of the Electronic Warfare Department Party Committee for the 2025-2030 term; elected a delegation to attend the 19th Congress of the Party Committee of the Ministry of National Defense.
