During the 2020-2025 term, the Party Committee completed and exceeded 13 out of 17 targets set in the Resolution of the 10th Party Congress, particularly excelling in administrative reform, digital transformation, and advisory work. The Office served as the central point for processing over 40,000 incoming documents and advising on the issuance of over 21,000 outgoing documents annually, helping city leaders make timely and correct decisions.

Notably, the Office successfully defended a city-level science and technology project on the application of artificial intelligence to support citizens in accessing online public administrative services. This is one of the pioneering steps in the digital government roadmap that Hue is building, affirming its leading position in the application of IT in local administrative management.

Furthermore, the Party Committee has provided effective advice in implementing key projects, contributing to the realization of Resolution 54-NQ/TW on making Thua Thien Hue a centrally-governed city before 2025. Nearly 900 projects and reports have been submitted to the City People's Council; more than 10,000 directives from city leaders have been communicated and monitored; and long-standing unresolved cases and mass complaints have been effectively controlled.

Party building work was also given profound attention. The Party Committee admitted 15 new members and seriously implemented the review, evaluation, and screening of Party members in accordance with the spirit of Directive 28-CT/TW. Inspection and supervision work achieved positive results...

Entering a new term, the Office aims to place its Digital Transformation Index (DTI) in the top 5 of the city's professional sector, ensure 100% of administrative procedures are handled electronically, and strive to become a model of a service-oriented, transparent, and digitized government.

The Party Committee clearly defines the key role of each official and Party member in building institutions, improving the investment environment, and enhancing the quality of public administration.

Delivering a guiding speech at the congress, Comrade Nguyen Thanh Binh, Standing Committee member of the City Party Committee and Permanent Vice Chairman of the City People's Committee, emphasized that the 11th Party Congress of the City People's Committee Office is not only an important political event but also a broad political activity, creating conditions for comprehensively reviewing and evaluating the achievements, identifying limitations, and thereby proposing specific tasks, solutions, and targets for the new term.

According to Comrade Nguyen Thanh Binh, in its role as the central coordinating agency, the Office has promptly advised on the issuance of five-year socio-economic development plans, major programs and projects, making a significant contribution to maintaining growth momentum, improving governance quality, reforming administration, and building a digital government.

The newly elected Party Committee Executive Board was introduced at the congress.

Comrade Nguyen Thanh Binh affirmed: The Party Committee has clearly demonstrated its pioneering and proactive role in organizing and implementing political tasks. The political report presented to the Congress reflected the enormous workload, the close coordination between agencies and units, and the sense of responsibility and effective advisory work of each cadre and Party member.

Entering the 2025-2030 term, Comrade Nguyen Thanh Binh suggested that the Party Committee should continue to promote its strategic advisory role, improve the quality of its comprehensive work, be more proactive in advising on policies, management, administrative reform, and especially in applying digital transformation.

In the context of the ever-evolving digital transformation and artificial intelligence, the Office of the People's Committee selects information to provide effective advice to the city's People's Committee leaders.

Comrade Nguyen Thanh Binh also requested the Party Committee to conduct a comprehensive review of the shortcomings and limitations of the past term, thereby enhancing the role and effectiveness of advisory work; and to continue building a clean and strong Party organization. Along with that, special attention should be paid to political and ideological education; promoting unity and democracy within the Party; and building a team of capable and qualified cadres, civil servants, and Party members, contributing to the successful achievement of the goals and tasks set forth by the Congress.

On this occasion, the Congress also elected the new Party Committee for the next term. Comrade Tran Huu Thuy Giang, Chief of the City People's Committee Office, was elected to the position of Secretary of the Party Committee of the City People's Committee Office.
