In recent times, the functional agencies of the Ministry of National Defense have actively researched and built a list of strategic technologies serving the military and national defense; organized a review of facilities and laboratory systems to enhance the potential of facilities and centers for research, production, and serving the design, measurement, and testing of weapons.

Deploying a trial of wireless transmission network infrastructure; completing the deployment of a private military data transmission network within the Ministry of National Defense; constructing and putting into operation, exploiting and using the Northern Ministry of National Defense Data Center. Focusing on developing and utilizing talents and high-quality human resources.

Maintain the sending, receiving, and processing of non-confidential electronic documents in the electronic environment; 100% of agencies and units have issued electronic documents using personal digital signatures. Complete the approval of information security levels for 100% of information systems. Develop plans for developing digital technology enterprises and digital economic development programs; issue programs to promote smart production and digital transformation in a number of key areas of military factories and enterprises, in line with the characteristics of defense production.

Urgently review, develop and perfect mechanisms and policies to encourage domestic and foreign experts and scientists to participate in science and technology, innovation and digital transformation activities in the military and defense sectors; promote cooperation in research, application and transfer of advanced and modern science and technology.

At the meeting, delegates focused on analyzing and clarifying existing problems, limitations and causes; at the same time, proposed a number of solutions and key tasks in the coming time.

Concluding the meeting, Senior Lieutenant General Le Huy Vinh requested the members of the Working Group, according to their functions, tasks, and areas of responsibility, to continue to proactively and resolutely lead and direct agencies and units to actively disseminate and seriously and effectively implement Resolution No. 57-NQ/TW of the Politburo, Resolution No. 3488-NQ/QUTW of the Central Military Commission and Plan No. 536/KH-BQP of the Ministry of National Defense; report the implementation results correctly, fully, and promptly.

Develop and promulgate a program to promote smart manufacturing and digital transformation in a number of key areas of military factories and enterprises. Develop a set of criteria for smart military schools and a digital competency framework for military students. Accelerate the implementation of the project to develop science and technology, innovation and digital transformation to serve command automation and modernization of the military.

Along with that, effectively implement the Digital Transformation Project in the Ministry of National Defense until 2025, with a vision to 2030, focusing on key tasks such as: Developing digital infrastructure; Developing digital data, digital applications, digital platforms, shared digital services, ensuring information security and safety to serve Digital Transformation.

Lead, direct the review, research, and arrangement of scientific and technological research organizations to improve the efficiency and capacity of scientific and technological research and development, innovation, and digital transformation in the Army. Focus resources on research and mastery of a number of core technologies, foundational technologies, and strategic technologies to serve the research, production, and development of weapons systems, high-tech equipment, and digital transformation. Actively implement the Digital Transformation Project in Party agencies to ensure strictness, efficiency, and quality.
