Speaking at a press conference announcing socio-economic statistics for the second quarter of 2025 on the morning of July 5, Ms. Nguyen Thi Huong, Director of the General Statistics Office ( Ministry of Finance ) said that the unusually high prices of housing maintenance materials, especially sand, stone, and bricks, and the increase in gasoline prices following world fuel prices were the main causes of the increase. consumer price index (CPI) in June 2025 increased by 0.48% compared to the previous month; of which, urban areas increased by 0.5%; rural areas increased by 0.45%. Of the 11 main consumer goods and services groups, 10 groups increased in price and only the post and telecommunications group decreased in price.
Compared to the same period last year, the CPI in June increased by 3.57%, with 9 groups increasing in price and 2 groups decreasing in price. For the whole second quarter, the CPI increased by 3.31% compared to the same period in 2024. Of which: medicine and medical services increased by 13.35%; other goods and services increased by 6.57%; housing, electricity, water, fuel and construction materials increased by 6.35%; food and catering services increased by 3.60%...
According to the representative of the General Statistics Office, the reasons leading to this figure are: consumer demand during the April 30-May 1 holidays and the Doan Ngo Festival affecting the food and catering services group; the electricity price index increased; some provinces and centrally-run cities increased tuition fees for the new school year 2024-2025; the price of jewelry increased following domestic and world gold prices...
On the other hand, the price index of the transport group decreased by 4.83%, causing the CPI to decrease by 0.47 percentage points, in which gasoline prices decreased by 15.31% according to world prices; the price index of the postal and telecommunications group decreased due to the decrease in the price of old-generation phones.
“In the first 6 months of 2025, the world commodity market has seen many fluctuations due to the influence of political, economic and social factors of countries. Strategic competition between major countries is increasingly fierce, especially the US changing tax policies to protect the domestic economy has caused trade tensions and affected the global supply chain…”, Director Nguyen Thi Huong explained.
In the face of many fluctuations in the world, the Director of the General Statistics Office emphasized that right from the first months of the year, domestically, the Government and the Prime Minister have proactively, resolutely, and closely directed ministries, branches, and localities to implement many solutions to remove difficulties, promote growth, maintain macroeconomic stability, and control inflation such as: ensuring smooth supply, circulation, and distribution of goods and services; reducing lending interest rates, stabilizing the foreign exchange market; and promoting disbursement of public investment capital.
At the same time, credit packages will be deployed to support industries and sectors; value-added tax will be reduced for a number of goods and services; environmental protection tax on gasoline will be reduced; taxes, fees, and land use fees will be exempted or extended to support businesses and people; and the supply and demand and market prices of essential goods will be closely monitored to have appropriate management measures.
Pointing out the factors that increased the CPI in the second quarter of 2025 compared to the same period last year, Ms. Nguyen Thu Oanh, Head of the Service and Price Statistics Department, General Statistics Office, said that the price index of food and catering services increased by 3.69%, causing the overall CPI to increase by 1.24 percentage points, of which the price index of pork increased by 12.75% due to limited supply while consumer demand increased during holidays and Tet, causing the overall CPI to increase by 0.43 percentage points; the food price index increased by 4.15%.
The price index of the housing, electricity, water, fuel and construction materials group increased by 5.73%, causing the overall CPI to increase by 1.08 percentage points due to the increase in rental housing prices and housing maintenance materials prices; in which, the price index of the household electricity group increased by 5.51% due to increased electricity demand along with EVN adjusting the average retail electricity price on October 11, 2024 and May 10, 2025, causing the overall CPI to increase by 0.18 percentage points.
The price index of the group of drugs and medical services increased by 13.87%, causing the general CPI to increase by 0.75 percentage points due to the adjustment of medical service prices according to Circular No. 21/2024/TT-BYT dated October 17, 2024 of the Ministry of Health.
The price index of household appliances and equipment increased by 1.6%, causing the overall CPI to increase by 0.11 percentage points. The price index of other goods and services increased by 6.6%, causing the overall CPI to increase by 0.23 percentage points due to the price of personal items increasing by 4.71%; notary fees, insurance and other services increased by 17.26%.
In addition to the factors that increased the CPI in the second quarter of 2025, there were also factors that decreased the CPI; that is: the index of the transport group decreased by 3.63%, contributing to a decrease in the overall CPI of 0.35 percentage points; in which the price of gasoline decreased by 12.56%. The price index of the postal and telecommunications group decreased by 0.45%, contributing to a decrease in the overall CPI of 0.01 percentage points, due to the decrease in the price of old-generation phones.
World gold price increased by 1.93%
The General Statistics Office also said that as of June 28, the average world gold price was at 3,369.73 USD/ounce, up 1.93% compared to May, mainly due to the combined impact of geopolitical instability in the Middle East, along with increased purchasing power from central banks and gold investment funds.
Domestically, the gold price index in June decreased by 1.27% compared to May, in the context that the State Bank announced that it had completed the draft amendment to the decree on the management of gold trading activities in the direction of removing the monopoly on gold bar production and gold monopoly.
The domestic USD price index also fluctuated in the opposite direction to the world price. As of June 28, this index in the international market reached 98.6 points, down 1.34% compared to the previous month due to the combined impact of expectations that the FED will soon cut interest rates in July. However, domestically, the USD price index increased by 0.32% due to increased demand for foreign currency for import and export payments.
According to the General Statistics Office, core inflation in June increased by 0.31% compared to the previous month and increased by 3.46% compared to the same period last year. On average, in the first 6 months of 2025, core inflation increased by 3.16% compared to the same period last year, lower than the average CPI increase of 3.27%. The main reason is that the prices of food, foodstuffs, electricity, and medical services are factors that increase the CPI but are excluded from the list of goods for calculating core inflation.
