Speaking at the seminar, Minister of Agriculture and Rural Development Le Minh Hoan said that the seminar will approach the community not with models or institutions but with a new way of thinking and approaching. Through the discussions and sharing at the seminar, it will help to deeply understand the value of the community to escape from administrative thinking and approach community-based management.
Mr. Cao Duc Phat added that the lesson learned over the past few decades is to rely on farmers and promote the role of collectives and businesses to develop the economy better.
At the seminar, delegates and experts focused on discussing many issues on promoting the role of the community in agricultural and rural development. Mr. Dang Kim Son - former Director of the Institute of Policy and Strategy for Agricultural and Rural Development shared about community development in agriculture and rural areas with the close relationship between 3 mechanisms: market, state and community throughout history.
According to Mr. Son, if we only rely on the state, it will be overloaded, so we need the participation of the people as a community in building sustainable agriculture and rural areas. In that spirit, to develop the rural community model, it is necessary to organize people's community units such as professional associations, cooperatives, guilds, etc. At the same time, we need to use economic activities to develop community organizations.

Aiming at sustainable development, delegates also shared many experiences in implementing community models such as: the process of formation and development of the Thai Hai ethnic ecological stilt house village conservation area; characteristics of resources and the situation of fisheries management in Binh Thuan province; promoting the role of the community in implementing the agricultural and rural development strategy of Minh Tam Hoi Quan (My Xuong commune, Cao Lanh district, Dong Thap province).
Speaking at the seminar, Vice Chairman of the Provincial People's Committee Nguyen Phuoc Thien expressed his admiration and appreciation for community models, especially those who have contributed to the development of these models. In order to continue promoting the role of the community, in the coming time, Dong Thap will review and try to replicate community models in the spirit of learning and drawing experience from successful models.
According to Minister of Agriculture and Rural Development Le Minh Hoan, the community-based management approach is one of the important directions in the process of changing thinking and social governance. The social community will support the balance of the limitations of the State and the market.
