The city plans to exploit and use vacant resettlement land in the 2024-2025 period by implementing procedures to auction 945 residential land lots; at the same time, organizing auctions and supplementing the auction list of land use rights for many large plots to call for investment in socio -economic development projects.

Attracting investment from land auctions

Da Nang is attracting investment in many different forms and has achieved certain successes, in which, attracting investment from land resources, especially the auction of land use rights, has always been of interest and direction to the city. In the period of 2017-2022, the Da Nang City Land Fund Development Center coordinated with relevant units to successfully auction 19 large land plots with a total area of ​​108.9 hectares, with a total revenue of VND 2,407 billion for the city budget. In 2023, 4 large land plots were successfully auctioned and the winning investors expressed their determination to implement the project soon.

For example, Daewon - Hoan Cau Housing Development Joint Venture Company ( Ho Chi Minh City) won the auction for a 1,608m2 land plot at the corner of Ngo Quyen - Vo Van Kiet - Pham Quang Anh (An Hai Dong ward, Son Tra district) to build a commercial center and hotel, the total auction winning amount to be paid to the city budget at one time is more than 236.5 billion VND. Viet My Hai PhongEducation Joint Stock Company (under EQuest Education Group) won the auction to lease a 18,698m2 land plot in the expanded E2 area (phase 1) in Hoa Xuan ward (Cam Le district) to build a new facility of St. Nicholas International School with a scale of 108 classrooms, meeting the learning needs of 2,880 students with a total investment of about 300 billion VND.

MM Mega Market Company Limited (headquartered in Ho Chi Minh City) won the auction to lease a 19,197m2 land plot in the southeast area of ​​the Western Student Dormitory in Hoa Khanh Nam Ward (Lien Chieu District) to build a commercial - service area (supermarket).

Director of MM Mega Market Regis Delesque Co., Ltd. said: “On the land that has just won the auction, we will invest 20 million USD to build a super complex with shops, restaurants, cinemas, cafes... and will attract about 500 workers. This project aims to be a green building and promises to bring the conveniences of an attractive shopping and entertainment destination. We are trying to complete the construction licensing procedures to implement construction and put the project into operation in 2025”.

Continue to auction 57 residential lots and 27 large land plots

For many reasons, in 2023, the city has only successfully auctioned a number of residential land plots from the remaining resettlement land fund. Director of the Da Nang City Land Fund Development Center Huynh Tan Quang said that, in the immediate future, the Da Nang City Land Fund Development Center will continue to coordinate with relevant agencies, localities and units to implement procedures, organize auctions of 57 residential land plots and coordinate the implementation of related procedures to determine starting prices to organize auctions of 123 other residential land plots. At the same time, auctions of 27 large land plots will be implemented to call for investment in socio-economic development projects, including key and dynamic projects.

Currently, the Da Nang City Land Fund Development Center is managing more than 340 large land plots with a total area of ​​over 2.1 million m2 serving the purpose of attracting and calling for investment in many fields. Depending on the development needs of each period, the city will gradually auction this land fund, both generating revenue for investment and development, and calling for investment in projects serving socio-economic development.

In the immediate future, in 2024, the Da Nang City Land Fund Development Center will coordinate with relevant units to complete the procedures to organize the auction of large land plots that have been approved by the City People's Committee for the auction of land use rights. Thereby, calling for investment in projects such as: Mini supermarket in Hoa Phuoc commune (Hoa Vang district); Park, public parking lot combined with commercial services at land plot A3, Nguyen Van Linh street (Phuoc Ninh ward, Hai Chau district); Complex of commercial center and luxury apartment building at land plot A-1 in the resettlement area at the end of Bach Dang Dong route (Nai Hien Dong ward, Son Tra district); Service area associated with housing in Software Park No. 2 (Thuan Phuoc ward, Hai Chau district); Ngu Hanh Son district commercial center at land plot A2-1 in Tien Son residential area (Khue My ward, Ngu Hanh Son district); Parking lot at 172 Nguyen Chi Thanh (Phuoc Ninh ward, Hai Chau district)...

Under the direction of the City People's Committee, relevant units successfully implemented auctions and bidding in the first quarter of 2024 for the Hoa Xuan Sports, Entertainment and Commercial Complex project and in the second quarter of 2024 for the Hoa Xuan Creative Space project, the Complex of works serving the international fireworks festival, Hoa Phuoc Wholesale Market... so that these key and dynamic projects can soon be implemented and put into use, promoting local socio-economic development.

Exploitation and use of resettlement land fund
According to Report No. 398/BC-UBND dated December 4, 2023 of the City People's Committee, the Department of Natural Resources and Environment has reviewed and submitted to the City People's Committee for consideration to supplement the list of auctions of land use rights of 19,973m2 at the corner of Nhu Nguyet - Xuan Dieu Street (Thuan Phuoc Ward, Hai Chau District); land plot A1-1 in the southeast of Pham Van Dong - Ngo Quyen intersection (An Hai Bac Ward, Son Tra District) with an area of ​​6,716m2 ; land plot No. 16 Bach Dang (Thach Thang Ward, Hai Chau District) with an area of ​​1,799m2 ... to call for investment in commercial and service projects. The City People's Committee has agreed to merge the land plot at the corner of Vo Nguyen Giap - Phan Tu (former Rehabilitation Hospital) with the land plot east of the Nursing Home and the Center for Caring for People with Meritorious Services into a large plot of land with an area of ​​1.65 hectares to call for investment in a commercial and service project combined with a public parking lot. Regarding the plan to exploit and use the resettlement land fund, along with the auction of 180 residential plots, it is expected to carry out auction procedures in the period of 2024-2025 for 945 residential plots; propose to merge 1,056 plots of land and build community houses on 61 plots of land.
