Continue to innovate and improve the quality of operations of the City People's Council

DNO - Speaking at the mid-term review conference on the implementation of the Resolution of the 22nd Congress of the City Party Committee, term 2020-2025, Vice Chairwoman of the City People's Council Nguyen Thi Anh Thi said that in the coming time, the City People's Council will continue to innovate, improve the quality of activities, and innovate the People's Council's supervisory activities in both content and form.

Vice Chairwoman of the City People's Council Nguyen Thi Anh Thi said that during the 2021-2026 term, the city will pilot the urban government organization model according to Resolution No. 119/2020/QH14 of the National Assembly . Accordingly, 6 districts and 45 wards in the city will no longer have People's Councils.

Over the past 2 years, 12 City People's Council meetings have been held in accordance with regulations, passing 210 resolutions and giving opinions on many important issues, having a profound impact on the socio -economic development and lives of the city's people.

The Standing Committee of the People's Council innovates and improves the activities of questioning and answering questions. The supervision activities are directed by the Party Delegation of the City People's Council by the Standing Committee and the committees of the City People's Council to be implemented relatively comprehensively and in depth in all fields.

Voter contact work in the pilot conditions of organizing the urban government model has been innovated and improved in quality towards increasing thematic voter contact...

However, in addition to the achieved results, there are still some problems. Specifically, the organization of supervision by the People's Council delegations in the districts is still limited; the activities of some non-professional delegates sometimes and in some places have not promoted the role of people's representatives; full-time delegates and the supporting agency apparatus are still thin while the tasks and subjects of supervision have increased, which has significantly affected the work of inspection, monitoring and urging the implementation results.

To continue to innovate and improve the effectiveness of the City People's Council's operations in conjunction with the pilot implementation of the urban government model in the coming time, the City People's Council Party Delegation focuses on directing the City People's Council, the Standing Committee, committees, and delegation groups to continue to effectively implement supervisory activities, regularly innovating supervisory activities in both content and form.

At the same time, strengthen the organization of thematic meetings to promptly resolve work within the authority, not to focus on mid-year and year-end meetings; continue to improve the quality of examination and issuance of resolutions at meetings, creating a legal basis for the management and operation of the city's socio-economic development.

Supervision activities continue to be strengthened, especially thematic supervision, ensuring comprehensiveness and depth; focusing on supervising districts and wards in performing decentralized and authorized tasks in the context of piloting the organization of urban government models, especially in basic construction investment, bidding, public services, key projects and works, driving forces and disbursement of public investment capital...

Thematic contact with voters in the context of urban government organization will be focused on, especially effectively organizing the program "People's Council with voters" at least twice a year.

In addition, continue to carry out well the work of petitioning, receiving people and handling petitions; periodically organize meetings to explain the handling of petitions, receiving voters' opinions, and responses from competent agencies to voters...
