The draft Resolution of the National Assembly on training in specialized professions and occupations in the field of art presented by Deputy Minister of Culture, Sports and Tourism Phan Tam said that the issuance of the Resolution aims to remove bottlenecks and bottlenecks that are not specifically regulated in the law or have regulations but are still inadequate, overlapping, inconsistent, and not suitable to the reality and specificity of training in professions and occupations in the field of art.
At the same time, avoid the risk of interruption and breakage in the recruitment and training of artistic talents and high-quality human resources working in the field of culture and arts; preserve and promote the values of Vietnam's cultural and artistic identity and absorb the cultural quintessence of humanity.
The Draft Resolution has 4 articles, stipulating basic contents, such as: intermediate training time for specialized majors and professions in the field of art from 1 to 9 years according to the year system or a combination of module accumulation, credits and year system for those who have completed primary school or higher, depending on the major and profession in the list of specialized majors and professions according to the regulations of the Prime Minister .

Disagree with the regulation on the training time frame for intermediate level of specific professional fields and occupations from 1 to 9 years.
The report on the review of the draft Resolution presented by Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh stated that the Standing Committee of the Committee basically agreed with the necessity of issuing a Resolution of the National Assembly on training in specific professional fields and occupations in the field of art.
However, it is recommended that the drafting agency highlight the urgency of issuing this Resolution according to the shortened procedures, especially in the context that the task of amending these three draft Laws has been added to the 2025 Law and Ordinance Development Program, expected to be submitted to the National Assembly for consideration and approval at the 10th Session (October 2025).

At the same time, consider and adjust the name of the Resolution towards a pilot Resolution, clearly defining the implementation time to comply with the provisions of the Law on Promulgation of Legal Documents.
The Standing Committee does not agree with the regulation of the training time frame for intermediate level of specific professional fields and occupations from 1 to 9 years and believes that learners must ensure the input conditions and meet the output standards based on the National Education System Structure Framework and the National Qualifications Framework. Adjusting the training time for intermediate level of specific professional fields and occupations needs to be carefully studied and fully assessed for impact so that it can be considered when amending education laws, including the Law on Vocational Education.
For the goal of nurturing and training artistic talents, it is more convincing to research and develop appropriate mechanisms and policies for learners, teachers, caregivers... in training facilities for specific specialized professions in the field of art.
Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly Standing Committee acknowledged and highly appreciated the efforts and initiative of the Government, the Ministry of Culture, Sports and Tourism, and other agencies in the process of preparing the dossier; the Standing Committee of the Cultural Committee also promptly organized a preliminary examination and clearly expressed its views.
The Vice Chairman of the National Assembly emphasized that this is a special field, with contents that have not been specifically regulated, and contents that have not been regulated by laws. Therefore, he requested the Committee on Culture and Society, together with the Ministry of Culture, Sports and Tourism, to continue researching to design and propose the form of documents to the Standing Committee of the National Assembly, ensuring harmony of authority and responsibility of the parties.
