STO - On the afternoon of June 7, at the Soc Trang Provincial Party Committee, Comrade Ho Thi Cam Dao - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council had a working session with the Central Economic Committee's Supervisory Delegation on the situation of mobilizing, managing and using social policy credit capital according to Directive No. 40-CT/TW, dated November 22, 2014 and Conclusion No. 06-KL/TW, dated June 10, 2021 of the Central Party Secretariat. The supervisory delegation was led by Comrade Do Ngoc An - Deputy Head of the Central Economic Committee. Also working with the delegation were Comrade Tran Van Lau - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Bui Quang Vinh - Deputy General Director of the Vietnam Bank for Social Policies; representatives of leaders of departments, branches and localities.

After 9 years of implementing Directive No. 40-CT/TW, dated November 22, 2014 and Conclusion No. 06-KL/TW, dated June 10, 2021 of the Central Party Secretariat, the province has 377,727 poor households and other policy beneficiaries receiving loans, with a loan turnover of VND 8,808 billion. By May 31, 2023, the total outstanding balance of policy credit programs at the social policy bank reached VND 4,637 billion, an increase of VND 2,389 billion, equivalent to an increase of 2.06 times compared to 2014. The number of customers that the social policy bank is monitoring and managing is 152,367 households, accounting for 45.86% of the province's households receiving loans from social policy credit programs. Overdue debt and debt rescheduled amounted to VND329 billion, accounting for 7.09% of total outstanding debt. The capital from preferential credit programs over the past 9 years has helped more than 85,000 households overcome the poverty line, 36,801 students have received loans to cover their study expenses, more than 260,000 workers have been given jobs, 1,016 workers have been sent to work abroad; 145,505 clean water and environmental sanitation works have been newly built and repaired; 30,228 houses for poor households have been built and 168 houses have been newly built and repaired for living. By the end of May 2023, the total capital source from the provincial budget and districts, towns and cities entrusted through the social policy bank for lending to the poor and other policy beneficiaries reached 147,418 million VND, accounting for 3.2% of the total capital source of the social policy bank, an increase of 100,601 million VND compared to the time of issuance of Directive No. 40-CT/TW.

Regarding proposals and recommendations, Soc Trang wishes to add new households that have escaped poverty and near-poverty to continue to benefit from credit policies; increase the maximum loan amount for clean water and rural environmental sanitation loan programs; add policy credit loan borrowers for households working in agriculture , forestry, and fishery with average living standards; request the Vietnam Bank for Social Policies to pay attention to allocating additional capital for policy credit programs for Soc Trang province to increase by 10-15% annually, in which priority is given to arranging loan capital to support job creation...

According to comrade Tran Van Lau, the source of trust for the provincial policy bank is still limited due to the limited scale of the economy. In the coming time, the locality will overcome the limitations that the monitoring delegation has reflected. Currently, Soc Trang is implementing many important national projects, promoting the planning of seaport projects, building infrastructure, connecting traffic between provinces and cities... opening up opportunities and creating potential for Soc Trang to develop the economy and grow well.

Speaking at the meeting, Deputy Head of the Central Economic Commission Do Ngoc An acknowledged Soc Trang's efforts in implementing the local socio-economic development tasks, implementing the hunger eradication and poverty reduction policy, and building new rural areas. The locality has also achieved many positive results in mobilizing, managing and using social policy credit capital according to Directive No. 40-CT/TW, dated November 22, 2014 and Conclusion No. 06-KL/TW. According to comrade Do Ngoc An, the implementation of support for disadvantaged households needs to be persistent, persistent and continuous. Specifically, it is necessary to continue creating conditions for households escaping poverty to access policy capital to stabilize production and develop the economy. The delegation also acknowledged the proposals and recommendations of the locality.

Receiving the opinions of the survey team, comrade Ho Thi Cam Dao said that in the coming time, the province will actively direct the effective implementation of increasing the trust source for the policy bank, and at the same time request the Social Policy Bank Branch of the province and organizations to continue to manage the loan capital well, improve the service quality of the consulting teams, and promote the loan capital effectively. Continue to effectively implement Directive No. 40-CT/TW, dated November 22, 2014 and Conclusion No. 06-KL/TW, the policies of the Party and the State, and effectively implement the national target programs.

* In the morning of the same day, the monitoring delegation visited and surveyed the transaction point of Phong Nam commune, Ke Sach district. At the destination, the delegation was informed about the implementation of credit work in the locality, the results of using policy loans, and at the same time recorded the proposals and recommendations of the locality, loan groups, and households borrowing policy loans for production and business. The delegation also visited households using policy bank loans in Ke Sach district.
