- On November 19, Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, Head of the Steering Committee for compensation and site clearance for key projects in the province, chaired a conference to evaluate the progress of site clearance for 10 key projects in October 2025 and key tasks in the coming time.

Attending the event were comrades: Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, Deputy Head of the Steering Committee; Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee; leaders of the Provincial People's Council and People's Committee; members of the Steering Committee and leaders of communes and wards with key projects.

According to the report, in October 2025, the standing body of the Steering Committee and its members issued 4 urging documents; organized 5 meetings; inspected the actual situation at 2 projects... to urge, check the progress, implementation status, and remove obstacles in site clearance work for 10 key projects.
The People's Committees of communes and wards focused on directing resolutely, mobilizing the entire political system to carry out site clearance for projects. As a result, in October 2025, the authorities counted an additional 162 cases with an area of 59.3 hectares, handing over nearly 10 hectares of site.
Regarding the progress of 10 key projects, 1 project has achieved good results; 9 are behind schedule, of which 3 projects have not changed compared to the previous session.
In general, in the past time, the work of site clearance for key projects in the province has been directed and implemented by all levels, sectors and localities with more positive changes than in the previous period. Agencies, units and investors have coordinated with local authorities to mobilize and persuade people to hand over the site for construction. However, in the implementation process, many projects are still slow, the volume of implementation has not changed and the rate is low compared to the plan such as: the cargo transit area project in Dong Dang - Lang Son Border Gate Economic Zone; Hoang Dong golf course hotel project; resettlement and residential area in Nam Nguyen Dinh Chieu...

Discussing at the conference, representatives of communes and wards explained and clarified some problems in the process of site clearance related to land prices; resettlement arrangements and slow relocation of graves.
Regarding the recommendations, the communes and wards requested the Provincial Steering Committee to continue directing relevant units to speed up the construction of resettlement areas; the propaganda and mobilization team of the Provincial Steering Committee to support the communes in mobilizing and persuading those who have not yet handed over the site; and support in completing the construction protection dossiers for those who have not yet complied with the compensation plan and handed over the site.
Representatives of departments and branches also requested communes and wards to pay special attention to receiving and handling petitions related to site clearance; ensure accuracy in land plot measurement for recovery and compensation; implement flexible resettlement plans for eligible cases; speed up the approval of official plans; communes proactively develop plans to deploy resettlement areas to serve projects in the 2026 - 2030 period.

Concluding the conference, the Provincial Party Secretary commended the communes, wards and units that organized and implemented site clearance for key projects in October 2025.
Regarding the tasks in the coming time, he requested: To effectively carry out the work of site clearance for key projects, communes, wards, and related units, heads must continue to focus on strong leadership and direction and closely follow each case of problems to promptly resolve them. Communes and wards must develop specific plans associated with the responsibilities of each assigned officer; establish accurate data, clearly identify the causes of difficulties and problems in each specific case, thereby having effective solutions.
At the same time, the agencies and units carrying out the site clearance work must complete the compensation records to ensure strictness and compliance with the law. The members of the Steering Committee assigned to monitor the area must continue to uphold their sense of responsibility and work closely with the communes and wards to effectively support the site clearance work of the projects.
