DTO - In recent years, the Politburo and the Central Party Secretariat have issued documents guiding the purchase and reading of Party newspapers and magazines, such as: Directive No. 11-CT/TW dated December 28, 1996 of the Politburo on the purchase and reading of Party newspapers and magazines (Directive No. 11-CT/TW); Conclusion No. 29-KL/TW dated August 25, 2012 of the Central Party Secretariat on continuing to implement Directive No. 11-CT/TW (Conclusion No. 29-KL/TW) and Conclusion Notice No. 173-TB/TW dated April 6, 2020 of the Central Party Secretariat on continuing to implement Directive No. 11-CT/TW of the 8th Politburo on the purchase and reading of Party newspapers and magazines (Conclusion Notice No. 173-TB/TW). On that basis, the Provincial Party Standing Committee issued many leadership documents, directed implementation and achieved many important results, contributing to Party building in terms of politics and ideology.

However, with the strong development of modern press, media, and social networks, the purchase and reading of Party newspapers and magazines in the province is still limited and does not meet the requirements. The reason is that some Party committees and organizations have not thoroughly grasped and seriously and fully implemented the spirit of Directive No. 11-CT/TW and Conclusion No. 29-KL/TW of the Party Central Committee Secretariat; the fear of reading Party newspapers and magazines among a number of cadres and Party members still exists; propaganda, guidance, urging, inspection, preliminary and final review of the purchase and reading of Party newspapers and magazines have not been carried out regularly; many localities and units have not fully collected statistics on the purchase and reading of Party newspapers and magazines and have not periodically evaluated the implementation results.
To continue to buy and read Party newspapers and magazines, the Provincial Party Standing Committee requests Party committees, Party organizations, agencies and units in the province to continue to thoroughly grasp and strictly implement Directive No. 11-CT/TW, Conclusion No. 29-KL/TW; in which, focusing on implementing well the content "Ensuring that each Party cell and Party committee has Nhan Dan Newspaper, Communist Magazine and local Party committee newspaper". Implement the habit of reading Party newspapers and magazines, have many appropriate forms to encourage and motivate cadres and Party members to read and study Party newspapers and magazines; strengthen inspection, supervision, and annually report on implementation results. Review and strictly manage the use of funds to buy Party newspapers and magazines, resolutely rectify the situation of using funds to buy Party newspapers and magazines in violation of regulations.
The subjects who buy the Party's newspapers and magazines are specifically regulated: Each Party cell and Party committee (including cells directly under the grassroots Party Committee) has the Daily People's Newspaper; the Periodical Dong Thap Newspaper, the Communist Magazine and the Party Building Magazine. Each state agency, political-social organization from the province to the grassroots level, and public service unit has the Daily People's Newspaper and the Periodical Dong Thap Newspaper. Each key cadre from the province to the grassroots level has the Daily People's Newspaper and the Periodical Dong Thap Newspaper.
The budget for purchasing Party newspapers and magazines is implemented according to the Regulations on the regime of expenditures for Party activities of grassroots Party organizations and Party committees at the level directly above the grassroots level in Instruction No. 21-HD/VPTW dated March 4, 2013 of the Central Party Office on a number of specific provisions issued together with Decision No. 99-QD/TW dated May 30, 2012 of the Central Party Secretariat on the regime of expenditures for Party activities of grassroots Party organizations and Party committees at the level directly above the grassroots level in the country. The budget for purchasing newspapers and magazines for the remaining subjects is included in the annual budget expenditure plan assigned to each locality and unit. The budget for purchasing Party newspapers and magazines is not used for other purposes or to purchase other publications.
The Standing Committee of the Provincial Party Committee assigned the Provincial Party Committee to lead the Provincial People's Committee to direct the Department of Finance to guide the spending and settlement of expenses for purchasing newspapers and magazines by agencies using the state budget from the province to the grassroots level in accordance with regulations. The Provincial Party Committee Office guides the spending and settlement of expenses for purchasing newspapers and magazines for Party agencies in accordance with the Central's guiding documents; presides over and coordinates with relevant units to regularly inspect the use of expenses for purchasing Party newspapers and magazines at Party committees and organizations at all levels. The Provincial Party Committee's Organizing Committee studies, advises, and proposes to include the purchase and reading of Party newspapers and magazines in the criteria for evaluating and ranking emulation of Party cells, Party committees, and grassroots Party committees every year.
Dong Thap Newspaper actively innovates, improves the quality of content and form, focuses on reflecting practical issues, meeting the need for information, propagating the Party's guidelines and policies, the State's and the Province's policies and laws, contributing to creating consensus among cadres, party members and people; introducing and praising typical and progressive collectives and individuals, good models, creative ways of doing things, creating a spreading effect in society.
The provincial post office continues to improve the quality of distribution; periodically summarizes the data on the purchase of Party newspapers and magazines in the whole province and sends it to the Provincial Party Committee's Propaganda and Mass Mobilization Department as a basis for inspection and urging implementation. The Provincial Party Committee's Propaganda and Mass Mobilization Department presides over and coordinates with relevant agencies to monitor and urge implementation, periodically reporting the results to the Provincial Party Committee's Standing Committee.
