Criteria for awarding "People's Artisan" in the field of handicrafts

In the draft Decree detailing the awarding of the titles "People's Artisan" and "Meritorious Artisan" in the field of handicrafts, the Ministry of Industry and Trade specifically proposes the criteria for awarding the title "People's Artisan".

The title "People's Artisan" is considered for awarding to individuals who have been awarded the title "Meritorious Artisan" by the State and meet the following criteria:

1- Loyal to the Fatherland; comply with the Party's guidelines, policies and laws of the State; regulations, rules and regulations of agencies, organizations and localities.

2- Have good moral qualities, be exemplary in life; be dedicated and devoted to the profession, be admired and respected by colleagues and the people.

3- Have exceptionally excellent knowledge and skills, and have made great contributions to protecting and promoting the value of cultural heritage in the field of handicrafts nationwide, specifically:

a) Possessing skills and secrets; teaching and imparting vocational skills to 150 or more individuals, except in cases of specialized occupations or having trained 01 individual to be awarded the title of "Meritorious Artisan" by the State;

b) After being awarded the title of "Meritorious Artisan", the Artisan must directly design and manufacture 02 new products or works of economic, technical and artistic value that win first or second prizes in competitions in the field of handicrafts organized by ministries, ministerial-level agencies, socio-political organizations (organized from central to local levels) nationwide; or have products recognized as typical by competent state agencies and evaluated and classified at the national level.

4- Have been working in the profession for 20 years or more.

5- Meritorious artisans over 70 years old with great contributions and outstanding skills but still lacking the standards specified in Point b, Clause 3 above but meeting one of the following standards: - Being an ethnic minority, currently working and living stably in an ethnic minority area for 05 years or more.

- There are 02 products and works selected by high-ranking leaders of the Party and State as gifts for high-ranking foreign guests.

- There are 02 products and works selected to be displayed and introduced at the National Museum of Vietnam.

The Council for awarding the titles of "People's Artisan" and "Meritorious Artisan" is established at 3 levels.

According to the draft, the Council for considering and awarding the titles of "People's Artisan" and "Meritorious Artisan" will be established in phases at 3 levels: Provincial Council; Ministry-level specialized Council; State-level Council.

The Council for considering and awarding the titles of "People's Artisan" and "Meritorious Artisan" has the responsibility to organize the awarding process in accordance with regulations; organize the awarding process when the individual has completed the application, been considered by the Provincial Council, and submitted the application to the Ministry-level specialized Council; announce the selection results on mass media to collect public opinions; complete the awarding process and submit it to the competent Council; consider and resolve recommendations related to the awarding process.

The awarding council will dissolve itself after completing its tasks.
