As one of the national energy projects, the Ninh Thuan 2 Nuclear Power Plant Project requires huge investment capital to ensure the progress and efficiency of the project. Special financial policies with “targeted incentives” are considered a prerequisite to remove capital bottlenecks.

According to experts - from a macro-financial perspective, the preferential policies that the State has reserved for Petrovietnam during the implementation of this project are not simply capital support, but must be a series of solutions to "untie the knot" of cash flow. This is a vital factor for projects of such scale and special nature as nuclear power.

The first notable policy is the policy allowing Petrovietnam to borrow ODA capital and foreign concessional loans without having to carry out normal administrative procedures such as program proposal or project approval, which are often lengthy and complicated. This breakthrough move will significantly shorten the time to access capital, while opening up access to low-cost credit sources, a particularly important factor in the initial investment phase, when financial pressure is very high.

After a long wait, on May 30, 2025, the Ministry of Industry and Trade officially issued Decision No. 1508/QD-BCT, approving the 2025 electricity generation price framework for onshore and nearshore wind power projects. This move is considered by experts and businesses as an important step, contributing to removing long-standing policy bottlenecks, while opening up expectations for a new growth cycle of the renewable energy industry in Vietnam.

According to the decision, the ceiling price (excluding VAT) is specified by region. For onshore wind power, the ceiling price in the North is 1,959.4 VND/kWh; in the Central region, it is 1,807.4 VND/kWh; in the South, it is 1,840.3 VND/kWh. For nearshore wind power, the price applied uniformly in all three regions is 1,987.4 VND/kWh.

The issuance of the new price framework is seen as a positive signal from the management agency in removing obstacles and promoting the progress of renewable energy projects. This decision not only creates the necessary legal basis for projects that have been and are being implemented, but also helps restore market confidence. Investors can start calculating financial plans, prepare for negotiations with EVN and resume construction progress.

Import and export sector

On June 2, the first batch of lychees from the 2025 main crop from Thanh Ha district, Hai Duong province arrived at Charles de Gaulle airport (Paris) and quickly hit supermarket shelves after only 5 hours. Vietnamese lychees have made a strong impression on French consumers thanks to their superior quality, rich sweetness, thick and juicy flesh.

This is the result of efforts to improve quality, packaging, preservation and tight control of the logistics chain by businesses and management agencies. After initial difficulties, importing businesses in France have coordinated with the Vietnam Trade Office, Vietnam Airlines and related units to ensure that products meet the strict standards of the European market.

The Halal market is no longer a “niche” but is becoming a global consumption trend. If fully and professionally prepared, this will be a “big door” for Vietnamese agricultural products to reach out to the world.

In fact, in the context of agricultural, forestry and fishery exports to the United States (a market accounting for nearly 22% of the total export turnover of the whole industry in 2024) facing many challenges, shifting to open markets to other markets is extremely urgent. In particular, Halal and the Middle East are mentioned as a "promised land" for Vietnamese agricultural products.

Assessing the potential of the Halal market, Mr. Dang Phuc Nguyen - General Secretary of the Vietnam Fruit and Vegetable Association said that the Middle East market does not set strict technical standards like the EU or the US, while customs clearance procedures are simpler, creating favorable conditions for Vietnamese enterprises. However, if Halal is considered a long-term strategy, it requires synchronous participation from policies, logistics systems, trade promotion to methodical investment thinking of enterprises.

Mr. Nguyen believes that the Halal market is no longer a “niche” but is becoming a global consumption trend. If fully and professionally prepared, this will be a “big door” for Vietnamese agricultural products to reach out to the world.

Domestic market sector

Vov electronic newspaper published the news: "National Assembly Chairman: Responsibility must be clear when counterfeit goods occur".

On the morning of June 3, at the 46th Session, the National Assembly Standing Committee gave opinions on a number of major issues in explaining, accepting and revising the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.

National Assembly Chairman Tran Thanh Man said that during the discussion at the 9th Session, National Assembly delegates were very interested in this bill because it relates to the current assessment of food safety, when inspection forces are everywhere across the country, to ensure product standards, technical regulations, etc.

“When counterfeit, fake, imitation, and poor quality goods occur, no agency takes primary responsibility. When we issue this law, we must clarify the responsibilities of the National Assembly, the Government, and relevant ministries and branches so that we can handle it,” Mr. Tran Thanh Man emphasized and suggested reviewing and presenting it concisely and easily.

The law needs to focus on increasing transparency, feasibility and mobilizing business participation in building and applying standards and regulations for unified management, in accordance with international commitments and practices.

Trade defense sector

Thanh Tra newspaper reported: "Strengthening trade defense contributes to promoting sustainable exports".

The Ministry of Industry and Trade is stepping up support and helping businesses proactively respond to trade defense (TDR) cases investigated by foreign countries against Vietnamese export goods.

Authorities, associations and businesses are better prepared for the risk of being investigated for trade remedies and to prevent evasion. The Ministry of Industry and Trade regularly updates the list and posts early warning information about goods that may be investigated by foreign countries on the websites of the Department of Trade Remedies and the Ministry of Industry and Trade, and sends notices to relevant agencies and associations.

Continue to raise awareness and impact of trade remedies measures in the business community, industry associations and related organizations and individuals and strengthen information, communication and dissemination of trade remedy laws and trade remedy investigation cases.
